2024 City and Region Budgets and Tax Impacts

Thank you for taking the time to write to me regarding the 2024 City and Region budgets and the tax impacts from these budgets. I share your concerns that tax increases should be kept to a minimum and I took several actions during the City and Region budget deliberations to try to keep taxes low.

As I mentioned in my December 2023 e-newsletter, the 2024 City Budget was the first Strong Mayor Budget in Mississauga's history. This budget was proposed by former Mayor Crombie using Strong Mayor Powers, which were granted to certain cities by the Province in 2023. The Strong Mayor budget includes a 2.3% increase on the City portion of the Residential Tax Bill and a 1.6% increase on the City portion of the Commercial/ Industrial Tax Bill. Members of Council were not involved in the development of this Strong Mayor Budget and did not get to vote on this budget. To minimize the tax impact, I moved a motion at Council on December 6th to reduce the 2024 Capital Infrastructure and Debt Repayment Levy from 3% to 2%; however, this motion was not supported by Council.

As also mentioned in my December 2023 e-newsletter, Regional Council approved Peel's 2024 Operating and Capital Budget at Regional Council on December 7th. The 2024 Budget includes a 4.9% increase on the Region portion of the Residential Tax Bill. To minimize the tax impact, I moved a motion asking Region Staff to re-evaluate the 2024 Budget to ensure that the residential tax rate is no higher than 3.5%; however, Region Council voted in favour of a 4.9% increase. I did not support a 4.9% tax increase in the Region budget so I voted against the budget; however, the budget was passed by Region Council.

I would also like to inform you that I have been appointed Budget Chair by Mayor Parrish and I will work together with Mayor and Council to keep tax increases to a minimum for our residents and businesses and provide the best value for your tax dollars.

Mississauga Expands Speed Camera Program

On June 26th, Council approved renewing the contract for 22 existing speed cameras and will also be adding 60 new semi-fixed cameras over the next five years. Since July 5, 2021, speed cameras have led to a significant drop in speeding and increased compliance. The average decrease in operating speeds was 9 km/h and the average speed limit compliance increased by 30 per cent. As part of the Vision Zero Action Plan, the City’s current 22 speed cameras enforced speed limits at 124 locations in school-area community safety zones, including areas in Ward 11.

The additional 60 semi-fixed cameras will rotate to 100 locations throughout Mississauga. They are mounted on poles with permanent concrete bases and will be placed in busy school zones and other major roadways where fatal and injury collisions occur.

Speed cameras will continue operating in Community Safety Zones with speeding issues. Priority will be given to sites with major speeding concerns, considering traffic, sidewalks, cycling facilities, pedestrian hotspots like schools and parks, and past collisions.

The City is developing a Corporate Policy for Community Safety Zones to ensure that speed cameras continue to be used as intended – to reduce vehicle speeds and collisions, especially in areas with a higher volume of vulnerable road users. This policy will consider factors like speed, collision history and the presence of sidewalks, cycling facilities, schools, parks, playgrounds and recreation areas. Learn more about our speed cameras and view a map of active and future locations at mississauga.ca/ASE.

Streetsville Village Square Stage Proudly Named After Gary Clipperton

As you may know, I proposed that the Streetsville Village Square stage be named in honour of the late Gary Clipperton, a long-time Streetsville resident, who sadly passed away on May 2, 2023. The naming recommendation was discussed at Heritage Advisory Committee on May 14, 2024 and approved with overwhelming community support. The naming was then approved by City Council.

Gary made significant contributions to our community and had many great achievements. He had a profound passion for music and the arts and supported the development of local music and the arts. Gary’s passion for music and his community leadership have been recognized with several distinguished awards and honours over the years.

A memorable stage dedication ceremony was held at the Streetsville Village Square on June 21st, with Gary’s family and friends in attendance and beautiful music filled the Square. Gary gave so much to our community and I am so very pleased that the Streetsville Village Square stage has been named in his honour, to recognize his significant contributions to the community and so his remarkable legacy can live on in historic Streetsville.

City Launches Shared E-Bikes and E-Scooters System

You can now rent electric pedal-assist bicycles (e-bikes) and kick-style scooters (e-scooters) in Mississauga for a fee. The City has partnered with Lime Technology, Inc. and Bird Canada to launch its first system of shared e-bikes and e-scooters. Up to 300 e-bikes and 900 e-scooters will be made available throughout Mississauga at more than 600 locations including near community centres, libraries, bus stops and park entrances.

Riders can download Lime Technology, Inc. and Bird Canada’s mobile app from the App Store or Google Play and get set up to ride in a matter of minutes. The app will share more information about the cost, designated pick-up and drop-off locations, and how to unlock a device.

Riders must be 16 years old or older to use an e-bike or e-scooter. By law, all e-bike riders must wear a helmet, and all e-scooter users under 18 must wear a helmet. Regardless, all riders are encouraged to wear a helmet for their safety.

E-bikes can be used on multi-use trails, park trails, bike lanes or on any roads, unless otherwise prohibited. E-scooters can be used on multi-use trails, bike lanes and roads with a posted speed limit of 50 km/h or less. E-scooters can also be ridden on some park trails, so check Lime Technology, Inc. and Bird Canada’s mobile app to confirm which park trails are permitted before you ride. These devices cannot be used on sidewalks. Remember to obey all road rules, signage, traffic signals and stop signs.

NEW All-Way Stop at Douguy Blvd / Ivandale Dr

In response to concerns from the community regarding pedestrian and road safety, I had Douguy Blvd / Ivandale Dr studied for an all-way stop control. I am very pleased to report this location met MTO all-way stop warrants and a new all-way stop control with painted crosswalks will be installed at this location in the next few weeks. Road and pedestrian safety is a top priority for me and I will continue to work with Staff and our community to make our roads safer.

2024 Project E.R.A.S.E.

Peel Regional Police, in collaboration with policing partners, along with support from municipal and provincial partners, officially launched the 2024 Project E.R.A.S.E. (Eliminating Racing Activities on Streets Everywhere) program. This strategic enforcement initiative eliminates dangerous driving behaviour on our streets to keep our community safe.

The E.R.A.S.E. Program addresses poor and aggressive driver behaviour through education, strategic enforcement, and modifying social behaviour. Street racing is an illegal and dangerous activity that risks the lives of our community members.

This project will target street racing throughout southwestern Ontario with the combined resources of multiple police services. To ensure the utmost safety on our roads, Peel Regional Police and our other partners will have zero tolerance for dangerous driving behaviours and street racing activities.

Drivers are reminded that they will be subject to charges and penalties for offences under the Highway Traffic Act (H.T.A.) and breaking municipal by-laws and could face seizure of their vehicles and a roadside suspension of their driver’s license.

In 2023, Peel Regional Police issued 38,274 H.T.A offences, 8,229 charges were for speeding. Through Project E.R.A.S.E, 941 vehicles were investigated, and a total of 1,230 driving related charges were laid during 2023.

Anyone with information concerning aggressive driving or street racing activities in the Region of Peel is urged to contact 905-453-3311. Driving complaints can also be filed through the Road Watch portal, by contacting Crime Stoppers at 1-800-222-TIPS (8477) or peelcrimestoppers.ca.
