AB: Proposed Environmental Protection and Enhancement Act Applications and Approval Conditions for Pipelines
The AER invited feedback on the draft Specified Enactment Direction (SED): Pipeline Conservation and Reclamation Approvals under the Environmental Protection and Enhancement Act (EPEA).

The SED draft addressed conservation and reclamation matters under section 137(2)(c) of the EPEA, with the goal to outline the information requirements and expectations for pipeline applications under EPEA and specify requirements for postconstruction reclamation assessment (PCRA) reports.

AB: OneStop Update
Effective June 26, 2024, the following submission types were linked to an asset in OneStop and not the BA ID: 
  • phase 1 environmental site assessments
  • phase 2/3 environmental site assessments
  • records of site condition
  • reclamation certificate variances
  • reclamation certificate applications
When an asset is sold or transferred, the new operator can access submissions from the previous operator.

AB: Updates to Directive 011 Estimated Liabilities 
The revision focuses on liability cost updates for well abandonments only, to be used in the new liability management framework.

As part of the updates, a new appendix has been added that includes the previous regional well abandonment cost tables, which will continue to be used for the LMR.
The LMR can still be found in the Liability Rating Report in the Digital Data Submission (DDS) system but will be removed as part of the changes that will occur in the fall of 2024. 

Effective July 6, 2024, Licensees can access their specific liabilities using the new values in the OneStop Liability Assessment report.

AB: Alberta Energy Outlook and ST98 Released
On June 26, 2024 the AER released the 2024 Alberta Energy Outlook report along with ST98-2024 reserves numbers.

AB: Facility Life-Cycle Status Changes
On July 2, 2024, the AER announced changes to facility life-cycles that affected the determination of its inactive liability. Updated facility life-cycle statuses and their determination methods are available to licensees in the OneStop liability assessment report.
One of the business rules used to determine a facility’s life-cycle status (whether it is active or inactive) comes from activity reporting at Petrinex reporting facility IDs. The AER has changed the business rules so that if any reporting facility ID other than a gathering system is active, the facility licence is considered active.

SK: Amendment to PNG012
On June 14, 2024, the updated version of f Directive PNG012: Allowable Rate of Production: Oil Wells came into effect. It should be noted that the updates are minor.

BC: Updated RCNR and RHE
Effective July 3, 2024, changes were made to the Application Management System (AMS) requiring applicants to use an updated version of the Requirements for Consultation and Notification (RCNR) and Rights Holder Engagement (RHE) Line List.
Applicants should complete and upload the newest version of the line list in their application. The new line lists can be found in the supporting documents section of Chapter 6 of the Oil and Gas Activity Application Manual.

BC: EPMG Update
On July 2, 2024, BCER announced updates to the Environmental Protection and Management Guideline (EPMG). These updates support the transition from Area-Based Analysis (ABA) and the implementation of Treaty 8 Planning and Mitigation Measures.

Environmental Protection and Management Guideline (EPMG) updates will came into effect on August 1, 2024.

BC: AMS Update
On July 25, 2024, BCER will update the Stewardship tab in the Application Management System (AMS) that have been made to retire Area-Based Analysis (ABA) application requirements and replace with new requirements that support the consideration of cumulative effects and treaty rights as described in Technical Update 2024-07.

BC: New Interactive BC Production Dashboard
The BC Production Dashboard provides comprehensive provincial hydrocarbon production data in a highly interactive and user-friendly interface. Users can explore production data across various dimensions, such as geography (basins or province-wide), operator, product type or well vintage. Well drilling data is also available.
 
The dashboard, as well as background and instructional documentation, can be accessed via the Data Centre.
