NOTE FROM THE CHAIRMAN


I want to take a moment to share an important update regarding the leadership structure of our County government. On May 22, 2025, the Winnebago County Board voted to restore the administrative authorities of the County Board Chairman—responsibilities that were removed during a prior administration. I am grateful for the confidence the Board has shown in me, and I view this development as a shared commitment to stability, structure, and progress for our County.

 

Over the past four and a half years, I have had the privilege of serving as your County Board Chairman, and I was honored to be re-elected by the people of Winnebago County last fall. Throughout my tenure, I have approached this role with a steady hand, a commitment to transparency, and a focus on long-term growth and good governance. While changes in leadership structures are not uncommon, what matters most is how we continue to serve—with professionalism, collaboration, and integrity. I want to assure you that my approach will remain consistent, constructive, and rooted in the best interests of our community.

 

With the reinstatement of the Chairman’s executive responsibilities—such as appointing and supervising department heads, overseeing daily operations, and representing the County in intergovernmental matters—we are positioned to further strengthen coordination across departments and implement the strategic priorities of the Board more efficiently. These responsibilities were thoughtfully reaffirmed by the Board to enhance accountability and provide clear administrative leadership while preserving the legislative authority of the Board.

 

To the employees of Winnebago County: thank you for your continued dedication and service. I value the work you do each day to make our community stronger. You can expect my office to lead with fairness, open communication, and respect for the expertise and commitment you bring to your roles.

 

To the Board, and to the Mayors and Village Presidents: thank you for your partnership and your trust. Your support reflects a shared vision for a stronger, more cohesive County government—one that serves our residents with clarity, unity, and purpose.

 

And to our residents and partners: you have my unwavering promise to govern with the same level-headed, forward-thinking leadership that has guided us through both challenges and accomplishments.

 

Together, we will stay the course toward a better, more efficient, and more unified Winnebago County. I remain honored to serve you—and I look forward to the continued progress we will achieve together.

Family Courts Under Construction at the PSB

Chief Judge John S. Lowry and Winnebago County Chairman Joseph V. Chiarelli hosted a Wall Breaking Ceremony for the Public Safety Building (PSB) renovation project this past month marking the official start of transforming the facility into a new Family Court Center, with completion anticipated by Summer 2026.


“We are thrilled to be transforming the former Public Safety Building into a vibrant, purpose-driven space to meet the needs of the public,” said Winnebago County Chairman Joseph Chiarelli. “The new Family Court Center will enhance access to justice and provide a more supportive environment for our community. It represents a significant investment in the well-being of families and children, and reflects our ongoing commitment to creating safe, accessible, and modern spaces for all who rely on our court system.”

WSCO Lowers Hiring Age for Corrections Officers

The Winnebago County Sheriff’s Office is pleased to announce a change in its hiring policy for corrections officers, lowering the minimum age requirement from 21 to 18 years old.


The Sheriff's Office will begin accepting applications from 18- to 20-year-old candidates immediately. New hires will still be required to complete all state-mandated training and certifications.

Enter Courthouse on Elm Street

Now that construction on the new Family Court Center is officially underway, the main courthouse entrance will be located at 403 Elm Street until completion of the project in the Summer of 2026. The temporary entrance is located one block south of the current entrance, directly across from the Winnebago County Administration Building, near the corner of Church Street and Elm Street.

Summer interns join SAO

The Winnebago County State's Attorney's office has expanded its ranks this month with the addition of 23 enthusiastic summer interns. This diverse group includes both college students exploring legal careers and law students gaining practical courtroom experience.

The interns will provide valuable support across various departments within the office, assisting with case preparation, research, and administrative duties. This program offers students firsthand exposure to prosecutorial work while helping the office manage its caseload during the busy summer months.

The State's Attorney's office views this internship program as an investment in the future of local legal talent and public service.

Update: Focused Deterrence Recidivism

A total of 116 participants have entered across 12 Focused Deterrence Call-ins conducted between October of 2021 and January of 2025. Aligning with evidence-based practice and consistent with the program’s goals, the FD program is successfully targeting high-risk individuals who have been convicted of a firearm crime.

 

Most (78%) participants engage with the Winnebago County FD Program Navigator after the Call-in and complete goals related to employment, obtaining needed identification, obtaining educational credentials and completing required conditions ordered by the sentencing judge or the Prisoner Review Board. Just over one-half (52%), of participants who engage with the Navigator report full- or part-time employment.

 

Recidivism analyses conducted by Loyola University indicates most (73%) of these high-risk participants have not been arrested for any new crimes since entering the program, and 83% have not been arrested for a violent crime or firearm possession offense. Given the high risk levels of the individuals selected for the program, results continue to be promising.
