HUD Publishes FY2020 Income Limits
The U.S. Department of Housing and Urban Development (HUD) has published the Community Planning and Development (CPD) Income Limits for FY 2020 for the following programs:
  • Brownfield Economic Development Initiative (BEDI)
  • Community Development Block Grant Program (CDBG)
  • CDBG Disaster Recovery Assistance (CDBG-DR)
  • HOME Investment Partnerships Program (HOME)
  • Housing Opportunities for Persons With AIDS (HOPWA)
  • Housing Trust Fund (HTF)
  • Neighborhood Stabilization Program (NSP)
  • Section 108 Loan Guarantee Program
  • Self-Help Homeownership Opportunity (SHOP)
HUD has also published the Rent Limits for FY 2020 for the following programs:
  • HOME Investment Partnerships Program (HOME)
  • Housing Trust Fund (HTF)
These updated limits are effective as of July 1, 2020 and can be accessed on the HUD Exchange's Income Calculator page under "Related Materials."

AHTF Income Limits Updated
Following HUD's release of the FY 2020 Income Limits, KHC has updated the Affordable Housing Trust Fund (AHTF) Income Limits, effective July 1, 2020. The AHTF income limit is the greater of 60% of the State Median Family Income or 60% of Area Median Income by county. The updated AHTF Income Limits area available on both the HCA Help Desk and the KHC's website.
Single-Family Production Inspection Memorandum of Agreement
The new Memorandums of Agreement (MOAs) template for KHC inspections is available on the Housing Contract Administration (HCA) Help Desk under the KHC Inspections header. All partners with active homebuyer or home repair projects will need to complete the updated MOA and email it to hcadev@kyhousing.org.
USDA Extension of Foreclosure and Eviction Relief in Connection with Presidentially Declared COVID-19 National Emergency
Important Notice
The purpose of this announcement is to inform lenders of foreclosure and eviction moratorium for all USDA Single-Family Housing Guaranteed Loans Program (SFHGLP) loans that have been extended through Monday, August 31, 2020, in connection with the Presidentially declared COVID-19 National Emergency.

The moratorium applies to the following actions:
  • Initiation of foreclosures or completion of foreclosures in process, excluding vacant and abandon properties.
  • Evictions of persons from properties secured by USDA guaranteed loans.
Loan servicers seeking to assist SFHGLP borrowers may also pursue any of the relief options referenced in Chapter 18 of the technical Handbook-1-3555. KHC Tenant-Based Rental Assistance (TBRA) began accepting applications for the Housing Choice Voucher (HCV) Program on June 1, 2020. The Section 8 online application will be available within the Applicant RENTCafĂ© by creating an account; or persons may call into KHC's Customer Service at 877-552-7368, extension 711, to complete by phone or request an application via email at hcvwaitinglist@kyhousing.org and return via email. Hand delivered or mailed applications will not be accepted. Please visit KHC's website for the list of counties served by the KHC Housing Choice Voucher program.

Please direct those interested in applying to KHC's website, under Rental, HCV RENTCafé, Applicant RENTCafé. We encourage everyone wanting assistance to register online. Applications are accepted in the order they are received.
