After-Action Review & Community Meeting for Franklin and Palisades Fires


On Monday, April 28, the City Council unanimously approved a contract with a third-party consultant, Witt O’ Brien’s LLC, to conduct an independent After-Action Review (AAR) of the City’s emergency response to the Franklin and Palisades Fires. The AAR aims to assess strengths, weaknesses, and opportunities to improve the City’s emergency response to guide future planning, training, and operations. Community members are invited to share their experiences with emergency alerts and warnings, public information, evacuation, and repopulation processes as part of the AAR.

Obtain Vital Records from Los Angeles County Registrar-Recorder

Vital records, including birth, death, and marriage certificates, are available at no cost to those affected by the fires. Residents can request vital records at any Registrar-Recorder office, except Beverly Hills. Only immediate family members (parents, children, grandparents, grandchildren, and siblings) can request official certified copies.

Tax Assessor Virtual Town Hall


Please join the Los Angeles County  Assessor’s Office and the City of Malibu on Tuesday, June 17 from 1:00 PM - 2:00 PM for a virtual presentation, followed by a question-and-answer session, to help property owners impacted by the Palisades Fire navigate the complex rebuilding process. In this session, the Assessor’s Office will detail available property tax relief and the property assessment process during the rebuilding phase, including:

  • Misfortune and Calamity Claims 
  • Notice of Assessed Value Change 
  • Adjusted Annual Tax Bills 
  • Homeowner Alerts 

DEBRIS REMOVAL UPDATES

Owners of destroyed structures had the opportunity to participate in a government-sponsored program to have their properties cleared of fire debris by the Army Corps of Engineers. Property owners had to opt-in by Tuesday, April 15. The deadline for opt-out and nonrespondent properties to have all fire debris removed from their property is Monday, June 30. 

 

As of Sunday, June 1, there are approximately 7 property owners who have been non-responsive regarding fire debris removal. In addition, approximately 7 property owners who previously opted out of the government-sponsored debris removal program have not yet submitted the required permit applications for private cleanup. Of the 14 properties referenced above, approximately 10 are located on beachfront lots. 


The City has been proactively contacting these property owners to provide notice of the cleanup requirements and upcoming deadlines. If debris removal is not fully completed by Monday, June 30, the City will evaluate available options, including potential enforcement actions or court proceedings. However, the City’s primary goal is for all property owners to complete debris removal voluntarily and in compliance with the deadline. 


 As of Friday, May 23, approximately 420 properties have been cleared in Malibu. Across neighborhoods, USACE has made the following progress:


Big Rock neighborhood: 80% opt-in properties cleared, 68% received LA County sign-off to begin rebuilding

Las Flores Canyon: 73% opt-in properties cleared, 38% received LA County sign-off to begin rebuilding

Pacific Coast Highway: 221 parcels opt-in properties cleared, 100% received LA County sign-off to begin rebuilding

UCLA Wildfire Registry 


The University of California – Los Angeles (UCLA) created a Wildfire Impacted Communities Research Registry for those affected by California wildfires. This registry allows individuals to voluntarily sign up for potential participation in future research studies. Only those impacted by the wildfires are eligible to register. Please note: this registry is being done for research, not to assist in clinical care.
