| TPGA Heads to D.C. to Fight for LIHEAP Funding and Energy Choice. This Week | | |
This week, TPGA is in Washington, D.C. for the National Propane Gas Association’s annual Propane Days fly-in. We’re meeting with members of Congress to speak up for the propane industry and the millions of Americans who rely on it. Our focus: protecting access to home heating help and defending consumers’ right to choose propane.
1. Protecting Heating Assistance (LIHEAP) Funding
The Low Income Home Energy Assistance Program (LIHEAP) helps nearly 6 million households—many in rural areas—cover the cost of heating and cooling. But this year, LIHEAP is at serious risk. President Trump’s proposed 2026 budget eliminates all funding for the program and has already cut the federal staff who run it. We’re asking Congress to step in, keep LIHEAP fully funded, and make sure there are people in place to get the money to those who need it before winter.
2. Defending Energy Choice
Some cities and even states are trying to ban gas appliances and propane hookups in new buildings, forcing families to switch to more expensive electricity. These bans limit options and drive up costs at the worst time—when families are already feeling the pinch. We’re pushing Congress to pass the Energy Choice Act (H.R. 3699 / S. 1945) so Americans can keep choosing affordable, clean, and reliable energy like propane.
TPGA is proud to represent Texas propane businesses and customers on Capitol Hill this week. We’ll keep fighting for the policies that keep our industry strong.
| | NPGA Files Seasonal Hours of Services Petition with FMCSA | |
Late last month, the National Propane Gas Association (NPGA) applied for a 5 year hours of service waiver from the Federal Hours of Service regulations. The waiver, if approved, would allow:
- Drivers to waive the 60- and 70-hour rule in 395.3(b) during the exemption window (December 15th to March 15th) with prior notice by NPGA to FMCSA detailing the conditions precedent justifying the waiver.
- A period of six consecutive days during the exemption window (December 15th to March 15th) with prior notice by NPGA to FMCSA detailing the conditions precedent justifying the waiver may end with the beginning of an off-duty period of 24 or more consecutive hours.
- A driver may drive up to 12 hours per day, and be on duty up to 15 hours a day, deviating from the requirements in 395.3(a), during the exemption window with prior notice by NPGA to FMCSA detailing the conditions precedent justifying the waiver.
- A driver may waive the 34 hours off-duty period in 395.3(c), to be replaced by an off-duty period of 24 hours during the exemption window (December 15th to March 15th) with prior notice by NPGA to FMCSA detailing the conditions precedent justifying the waiver.
FMCSA will be publishing the application in the Federal Register, and NPGA will encourage comments in support of the measure. TPGA will notify members as soon as it becomes available for comment.
