The new southbound Howard Frankland Bridge checked off another construction milestone when the first beam was laid over piers last week across Old Tampa Bay. The new span connecting Tampa to St. Petersburg will have four general use lanes (like the bridge it is replacing), plus four express lanes (two in each direction) and a separated trail with rest stations.
