  1. The Passport Application Fee must be a check or money order to the U.S. Department of State. We cannot accept cash for this fee. This fee varies due to age and preferences.
  2. The Execution Fee of $35 is to the York County Clerk of Court and can be paid by credit/debit card, money order, local check or cash. We do not accept out of state checks for this fee.
  3. Passport Photo - $10.00. 

Please note, we are a Passport Acceptance Facility and not a Passport Agency.

Responsible for recruiting new employees for vacant positions, managing training, benefit and classification/compensation programs for existing York County Employees and processing a bi-weekly payroll for 1100 employees.

Responsibilities

  • Recruit applicants for vacant positions for all county departments
  • Screen applicants for minimum qualifications for positions
  • Manage benefits programs for employees (i.e. medical, dental, life, and long-term disability insurance coverages; S.C. Retirement, S.C. Deferred Compensation etal. )
  • Implement and maintain employee sick/vacation/holiday and compensatory leave policies
  • Manage and oversee implementation of Federal laws governing Family & Medical Leave
  • Input and process biweekly payroll according to county policies and Federal Fair Labor Standards to ensure employees are paid appropriately
  • Manage a classification/compensation program for employees which provides job descriptions and appropriate pay levels based on skill and educational requirements
  • Manage an employee training program to which assists employees in gaining information to improve their technical and conceptual skills to improve their overall performance
  • Provide assistance to employees and retirees as needed

ADOPT

Adoptions are by appointment basis. Call 803-628-3190 and speak with an Adoption Counselor to find your perfect match. A Counselor will set up a time for you to meet your best furry friend.  RECLAIM

 The shelter staff is available Monday - Friday between 10 AM to 4:30 PM to reclaim your pet. Please be prepared with your proof of ownership. This includes current pictures and either current vet records or your yearly rabies tag or certificate. 

 

 STRAY 

 Stray dogs are accepted Monday- Friday between 11:30 AM and 3 PM. A valid York County ID must be presented at the time of drop off. Please go to the blue door facing the parking lot and ring the bell to the right of the door for service.

Functions

York County Fire offers residents a wide range of fire prevention and fire protection services. Employees are trained and equipped to provide fire safety inspections, fire investigations, and public fire education programs for people of all ages.


Because volunteers are crucial to the rural fire system, the department supplies the County's 16 volunteer and combination fire departments with in-depth firefighting instruction at its training facility on McFarland Road in York, South Carolina. Additionally, the department's award-winning fire truck building and maintenance program continues to earn a reputation for excellence by saving tax dollars and by providing state-of-the-art equipment.

If it is a County Road - call the Public Works Department at 803-628-3200 and provide the following:

- Your name

- Your telephone number

- The name of the road for which the problem is being reported

- Detailed information concerning the problem

- Detailed directions to the problem area (subdivision name, road name, address or lot number, which side of the road, which main road or highway is it located off of, etc.

Keystone helps address substance abuse in our area.

In a recent meeting I had with Keystone they talked the major impact that fentanyl is having on our county. The out of control US southern border has caused a major increase in fentanyl coming into our country and it affecting all county's across the US. Approved award regarding Bid #2876 for the purchase of 25 +/- sets of firefighting turnout gear and additional sets on an “as need” basis through December 31, 2023 for use by the Department of Fire Safety, to the lowest responsive and responsible bidder, Safe Industries of Easley SC, for a total cost of $91,751.16.

HELD A PUBLIC HEARING AND GAVE SECOND READING OF AN ORDINANCE TO AMEND CHAPTER 154: LAND DEVELOPMENT CODE TO CLARIFY CLUSTER SUBDIVISION DESIGN REQUIREMENTS, TO CLARIFY TRAFFIC SIGNS INSTALLATION RESPONSIBILITY, TO MODIFY TREE CONSERVATION REQUIREMENTS AND MITIGATION, TO ESTABLISH THE YORK COUNTY TREE FUND, AND TO CLARIFY THE APPLICABILITY OF A TRAFFIC IMPACT ANALYSIS; TO AMEND CHAPTER 155: ZONING CODE TO REVISE THE DEFINITION OF “LARGE CAPACITY EVENT VENUE”, TO ALLOW EVENT VENUES AS A CONDITIONAL USE IN AGC, AGC-I, RUD, AND RUD-I, TO AMEND THE DEVELOPMENT STANDARDS FOR EVENT VENUES, TO ELIMINATE RURAL EVENT VENUES AS A TEMPORARY USE, TO MODIFY THE MAXIMUM DURATION OF TEMPORARY SPECIAL EVENTS USES, AND TO CLARIFY NONCONFORMING STRUCTURES ALLOWED IN THE RIPARIAN BUFFER; TO PROVIDE FOR A PUBLIC HEARING; AND TO PROVIDE FOR OTHER MATTERS RELATING THERETO.

3. HELD A PUBLIC HEARING AND GAVE THIRD READING OF AN ORDINANCE TO AMEND THE CODE OF THE COUNTY OF YORK, SOUTH CAROLINA, DISPOSAL OF WASTE AT COUNTY LANDFILL, CHAPTER 33, SECTIONS 50.02 AND 50.33(B) AND (E); IN ORDER TO DEFINE PRIMARY RESIDENCE; TO PROVIDE FOR AN INCREASE IN FEES FOR THE DISPOSAL OF MUNICIPAL SOLID WASTE, CONSTRUCTION AND DEMOLITION DEBRIS, AND LAND CLEARING DEBRIS AT THE COUNTY LANDFILL; TO REMOVE FEES FOR CLEAN CONCRETE, BRICK, BLOCK AND ASPHALT; TO REVISE THE FEE EXEMPTION PROVISION AND TO PROVIDE FOR OTHER MATTERS RELATING THERETO.


Old Business:

1. Gave second reading of AN ORDINANCE TO AMEND SECTION 91.05 OF THE YORK COUNTY CODE OF ORDINANCES, “COUNTY LIBRARY BOARD CREATED; COMPOSITION; OFFICERS; MEETINGS,” IN ORDER TO REDUCE THE SIZE OF THE COUNTY LIBRARY BOARD, TO SEVEN (7) DISTRICT-SPECIFIC MEMBERS APPOINTED BY COUNTY COUNCIL, TO CLARIFY CONDITIONS FOR MEMBERSHIP TO THE BOARD; AND TO PROVIDE FOR OTHER MATTERS RELATED THERETO. 


New Business:

1. APPROVED THE ACCOMMODATIONS TAX ADVISORY COMMITTEE'S RECOMMENDATION FOR FY 2024 FUNDING IN THE TOTAL AMOUNT OF $123,750.00.

2. Approved the Memorandum of Understanding between the City of Rock Hill, South Carolina and the County of York, South Carolina Regarding the Conduction of the 2023 Municipal Elections and the Amendment of the City Ordinance Regarding all Municipal Elections Thereafter.

3. APPROVED A MOTION TO RECONSIDER 3RD READING AND ADOPTION, INCLUDING ANY AMENDMENTS THEREWITH, ON JUNE 5, 2023, OF ITS ORDINANCE ESTABLISHING THE OPERATING AND CAPITAL BUDGETS FOR THE OPERATION OF THE COUNTY GOVERNMENT OF YORK COUNTY FOR THE FISCAL YEAR COMMENCING JULY 1, 2023; PROVIDING FOR THE LEVY OF TAXES FOR YORK COUNTY FOR THE FISCAL YEAR COMMENCING JULY 1, 2023; PROVIDING FOR THE EXPENDITURE OF TAX REVENUES AND OTHER COUNTY FUNDS; AND PROVIDING FOR OTHER FISCAL MATTERS RELATING TO COUNTY GOVERNMENT.

4. AMENDED AND GAVE 3RD READING OF AN ORDINANCE, AS AMENDED ON JUNE 5, 2023, TO ESTABLISH OPERATING AND CAPITAL BUDGETS FOR THE OPERATION OF THE COUNTY GOVERNMENT OF YORK COUNTY FOR THE FISCAL YEAR COMMENCING JULY 1, 2023; TO PROVIDE FOR THE LEVY OF TAXES FOR YORK COUNTY FOR THE FISCAL YEAR COMMENCING JULY 1, 2023; TO PROVIDE FOR THE EXPENDITURE OF TAX REVENUES AND OTHER COUNTY FUNDS; AND PROVIDE FOR OTHER FISCAL MATTERS RELATING TO COUNTY GOVERNMENT.
