Erasing Hard Drives & Clearing Editing Computers
HARD DRIVES WILL BE CLEARED BY MONDAY JULY 8TH
Due to hard drives reaching full storage capacity on the editing room hard drives,  Access Framingham will be cleaning the hard drives of inactive or already aired programs that are stored on the hard drives and desktop in the edit bays.


Per the Member Policies and Procedures, members are being notified to have the opportunity to transfer their footage to their own external hard drive. If you have any footage older than 90 days, please take some time to transfer your footage.

Member Policies :

E. Hard Drives
Members may reserve a G-Drive hard drive for storing and editing video data, on a first-come, first-served basis, for the length of their production contracts only. These drives may accumulate wear and damage through heavy use. AFTV is not responsible for lost or damaged data on AFTV drives or computers. Members should consider the benefits of purchasing their own hard drives, if possible.

F. Unfinished Programs
Members will be notified when their programs have been inactive on AFTV hard drives for more than 60 days. AFTV may delete from AFTV hard drives any incomplete programs that have been inactive for more than 90 days. Members may supply their own hard drives to avoid AFTV deadlines.

FURTHER NOTICE OF PROPOSED RULE MAKING ON CABLE FRANCHISING
The FCC has proposed rules around so-called “in-kind” benefits that effectively redefine what is and is not a franchise fee under federal law. The 1984 Cable Act allows communities to negotiate with cable companies to reach agreements that meet community needs. The FCC’s proposed rules would eliminate most of that right and would effectively rewrite the Cable Act.  

Under the 1984 Act, franchise fees paid for the use of public property and public rights-of-way are capped at five percent of gross cable revenues. The FCC’s rules propose to allow non-cash items that benefit the public (promotional advertisements, cable service to classrooms, senior discounts, low income discounts, backhaul services from origination points, program information on electronic interactive navigation guides, and the channels themselves) to be charged back against that franchise fee cap.
