Jefferson Park: Sunday, May 19, at 3 p.m., there was a fire (begun by a homeless person) in the parklet. We need more eyes on the parklet at the northeast end of Edison. Dog walkers, runners, etc., check out the parklet as often as you are able to do so. Report any homeless encampments immediately to:

https://reportencampments.tucsonaz.gov/

Edison/Campbell Street North Parklet Maintenance

On the 3rd Saturday of the month, at the northeast end of Edison at Campbell Ave, neighbors clean up the little parklet.

All garbage bags and tools are supplied and the company is great! You are always welcome to volunteer at other times when it suits your schedule. We report our hours to Tucson Clean & Beautiful as part of the Adopt-a-Park Program. We are reconstituting this committee. If you would like to participate please contact Colleen at cnichols17@cox.net

Note the Traffic Circle that nearby neighbors have requested be upgraded. DTM has agreed to permit the upgrade, pending site plans. The neighborhood association and individual donors will need to provide the funding for construction.

TEP's "preferred route" - through Jefferson Park

TEP's has selected their preferred route for the Midtown Relaibilty Project. That route connects the DeMoss-Petrie Substation near Interstate 10 and East Grant Road to the proposed Vine Substation near Banner Medical Center via Grant, North Park Avenue, East Adams Street and North Vine Avenue. In other words, the route proceeds from Grant south down Park Ave. right through Jefferson Park and into North University.

Detailed descriptions of the potential routes are included in the CEC application, which is available on the project website at tep.com/midtown-reliability-project. The site includes an interactive map that allows users to zoom in and out on route alternatives.

The Ward III office, 1510 E Grant, received a binder from TEP that includes the very lengthy TEP application to the ACC for the Midtown Reliability Project.

It is available for examination in the waiting room of Ward III office. So for your summer reading pleasure...

From Underground Arizona (May 28):

"We continue to believe the ACC Line Siting Committee lacks jurisdiction on the issues of undergrounding and substations. If it grants itself jurisdiction, the arguments for the ACC overriding local laws are fairly weak. To override a local law, whatever the local law requires must be technologically infeasible. Undergrounding is not technologically infeasible. In fact, as we show on our website, it happens all the time.

TEP has to contend with the University Area Plan (UAP) and the West University Historic Preservation Zone (HPZ) at a minimum on its preferred route. The UAP requires undergrounding anywhere in its area and the HPZ requires structures to comply with the height restrictions of the historic preservation zone, at a minimum.

Anyways, there is much more that Underground Arizona will go into over the coming weeks. While you may not think this issue applies to you, TEP shows in its plans that it intends to build more substations in these areas in the next decades. Thus, establishing that TEP is not above the law is important."

PLASTICS PROGRAM

Must use the orange bags after July 1

Plastic Recycling will require ORANGE BAGS after July 1, 2024

From Karin Uhlich's May 31 newsletter:

Beginning July 1, 2024, we will protect the integrity of the plastics being dropped off by curtailing it to Hefty Renew’s “orange bags” program. It (nor any reprocessing stream we can identify) cannot process all plastics; like the Ward 6 pilot, it’s targeting the recycling of household plastics that are not accepted in our existing “blue barrels” recycling program.

·     Beginning July 1, 2024 any plastics deposited into the dumpsters that are not in the orange bags will have to be diverted to the landfill and will be considered as contaminant(s); we have to have this control in place to reinforce the household program parameters and volume of material, and to prevent industrial/commercial streams that contaminate entire loads.

·     Our long term goal (at least one year from now) is to be able to to allow orange bags to be deposited into our “blue barrels” for curbside pickup and materials sorting into the appropriate processing stream.

Like the removal of waste and other plastics from our homes, there’s a cost associated with the Hefty Renew orange bags ($8 for every 20 bags). I truly wish there was some magic to divert the non-recyclable plastics consumed by all 550,000 Tucson residents for free. In fact, bringing the program to this stage has been made possible by the devotion and hard work of countless volunteers and partner groups: Rotary Clubs, neighborhoods, and many more. A year from now our plan is to cut the ribbon on the processing plant. It will be able to accommodate the goals of our community and the scaling of the pilot program in-keeping with the lessons we continue to learn along the way. It will be a model for other cities in Arizona and across the country as envisioned. Our success will depend on full transparency, necessary adjustments, and ongoing collaboration."
