All Eyes on Albany this Coming Tuesday – 200 people are signed up to visit their legislators and rally for ridding NY’s buildings of fossil fuels this coming Tuesday, 1/24. This is billed as an important and FUN effort to engage the Legislature on building electrification and the transition way from fossil fuels. NY-GEO members are encouraged to take part and it’s not too late to sign up.  No matter your knowledge level or experience with lobbying, by joining with informed teammates your contribution will be magnified and you’ll be glad you participated. For “10 things you need to know” about the 24th, click here.  


Sierra Club Notes Flaws in National Grid CLCPA Study - In an important filing with the NYS Public Service Commission, the Sierra Club has repeated its concerns over flaws in National Grid’s study on how it intends to comply with NY’s Climate Law, which requires vast reductions in greenhouse gas emissions. Sierra notes problems with excessively optimistic assumptions, Grid’s justification for retention of the existing gas pipeline system, the use of hydrogen blending and the inclusion of a scenario that counts on emission reductions from outside National Grid’s purview. Sierra Club Comments here.

Albany Lawmakers Plot Climate Priorities and Ways to Find Green – Samantha Maldonado – THE CITY – “When it comes to state climate action, the ball’s in Albany’s court, and by all appearances, lawmakers are still figuring out how to shoot it… Gov. Kathy Hochul kicked off 2023 by laying out her climate priorities in the State of the State address last week. Now, as the legislative session gets into full swing, state lawmakers are expected to write and pass bills to accelerate specific emission-reducing initiatives that touch on all sectors of the economy — including power, housing and transportation — and greenlight dollars to fund climate spending. ‘Everybody’s going through the [Climate Action Council’s scoping] document right now, [asking] what should be done through rules? What should be done through legislation?’ state Sen. Pete Harckham (D-Westchester), chair of the Senate Environmental Conservation Committee, told THE CITY earlier this month. Full article here.




PUSH Buffalo Names Dawn Wells-Clyburn as Organization's Third Executive Director – “Wells-Clyburn steps into role after serving as Deputy Director under outgoing Executive Director Rahwa Ghirmatzion, who left in a planned departure after five years in the role…Dawn has been with the organization for the last nine years, playing a significant role in the development of the Finance department before taking over as Deputy Director.  As Deputy Director, Dawn oversaw the organization’s day-to-day operations and strategic direction for PUSH’s weatherization program, sustainability and clean energy initiatives, advocacy on public policy related to climate and housing justice, and other social issues facing frontline communities in Buffalo. Over the past several years, Dawn has played an integral role in moving forward the West Side Homes project, an award-winning 49-unit zero emission, affordable and supportive rental housing development project on the West Side of Buffalo. NYSERDA Seeks Firms to Support Code Revisions, Building Policies and Equipment Standards – source: NYSERDA email – “Through Request for Qualifications (RFQL) 5236, NYSERDA is seeking to establish a pool of firms, companies, or organizations (including teaming arrangements) to provide program design, analysis, and support for innovative initiatives to help us meet the goals of the Climate Act through the development and implementation of advanced energy codes, building policies, and appliance and equipment energy efficiency standards. More here.

Propane Industry Anti-Electrification Propaganda - Eight national consumer and environmental advocacy groups wrote to Energy Secretary Jennifer Granholm regarding the lack of oversight by the US Department of Energy over the marketing of pro-fossil fuel and anti-electrification messaging by the Propane Education and Research Council (PERC).  Also, in response to an article on the topic in the New York Times, Maine Congresswoman Chellie Pingee has written Granholm stating “… a propane industry trade association is bankrolling a multi-million dollar campaign by paying TV influencers to promote fossil fuel and discourage the use of heat pumps and other clean energy sources.” Pingree stated: “According to the NY Times, PERC intends to spend $13 million on its anti-clean energy campaign this year alone.” Coalition letter here.

 



New York’s Climate Plan Will Boost Economy & Quality of Life – Anshul Gupta – Op Ed – Yonkers Times – “Fears of grid capacity and power failures are often raised. But our electric grid is stressed in the summer while the heat pumps add to the winter electricity demand.  Major utilities like LIPA and Con Edison support all-electric new construction to begin an orderly transition to a pollution-free buildings sector while our energy infrastructure evolves in tandem. Even fossil-fueled heating doesn’t work during power failures without expensive generators. A look at poweroutage.us would reveal that beyond severe weather events, power outages are uncommon. However, almost every winter day, HVAC technicians and plumbers crisscross towns and villages all over the state, rushing to rescue hundreds if not thousands of customers with heat outages from broken boilers, furnaces, and water heaters.”  Read more here.


Puget Sound Energy Agrees to Move More Customers from Gas to Electric Heat – Hal Bernton – Seattle Times – “About 10,000 Puget Sound Energy customers will be offered financial incentives to switch from gas to electric heat in a pilot program that will help chart a new course for the state’s largest energy utility. The program is part of rate increase agreements approved last month by the Washington Utilities and Transportation Commission, which also require a phaseout of ratepayer subsidies for new PSE gas hookups. ‘We anticipate that utilities around the country will look to this agreement as a model,’ said Jaimini Parekh, senior attorney for Earthjustice, who participated in settlement negotiations on behalf of the Sierra Club, the NW Energy Coalition and Front & Centered. ‘We are in agreement with the environmental community that this case really lays the foundation for the company’s transition to clean energy,’ said Jon Piliaris, director of regulatory affairs for PSE. Tip from Peter Jensen at the National Building Electrification Network and Sunstone Strategies.  Full article here.

Cap-and-Invest’ Climate Plan Draws Skepticism – Mariana Simoes – City Limits – “The program will charge companies for carbon pollution and introduce a novel rebate initiative that promises to distribute $1 billion to New Yorkers. But environmentalists say its success will rest on how exactly the state designs the program, to ensure it doesn’t allow companies to essentially pay to pollute without meaningfully lowering emissions.” (tip from 2023 01 19– City & State First Read) Full article here.

 

New Long-Duration Clean Electricity Storage - Julian Spector - Canary Media - Noon Energy has created a low-cost carbon-based long-duration (100+ hours) energy storage technology three times denser than lithium-ion batteries and having nearly the same round-trip efficiency as lithium-ion.  The technology inputs electricity to split CO2 into solid carbon and O2 and then produces electricity by reversing the operation to oxidize the solid carbon.  Noon has raised capital to work on scaling the technology to grid power plant levels. See full article here.

PSC Approves Beneficial Utility Rates for Electric Vehicle Charging Stations – PSC Press Release – On January 19th, “The New York State Public Service Commission… approved a series of incentives, programs and tariffs designed to reduce the utility bills for commercial electric vehicle (EV) charging, which includes fleet charging and public fast charging stations. The solutions are designed to reduce the impacts of demand charges on the operating costs for EV charging stations, particularly in the near-term when EV adoption is still growing.” Release here.


24/7 Carbon-Free Electricity In California Community – Jeff St. John – Canary Media – “Peninsula Clean Energy says it can deliver affordable clean energy to its Bay Area territory nearly every hour of the year by 2025…Achieving 24/7 carbon-free energy is a lot harder than achieving 100 percent carbon-free energy on an annual basis.” As climate journalist David Roberts explains, “Offsetting 100 percent of your energy use with clean energy mainly involves buying bulk wind and solar wherever and whenever they are cheapest. But matching your energy use with clean energy on an hourly basis means finding sources that can cover for wind and solar when they are not available.” This article raises important questions and provides fascinating data. Especially in the colder Northeast market, adding peak-reducing geothermal heating and cooling to the analysis would be important.  Full article here.

Offshore Wind Not Causing Whale Deaths. Renewable Energy World. “Federal environmental and energy officials moved Wednesday to quell a growing controversy over whether work done by the offshore wind power industry is killing whales in the northeastern U.S., saying there is no evidence this is happening. In a briefing of reporters, Benjamin Laws, deputy chief for permits and conservation with NOAA Fisheries Office of Protected Resources stated: ‘I want to be unambiguous: There is no information supporting that any of the equipment used in support of offshore wind development could directly lead to the death of a whale. There are no known connections between any offshore wind activities and any whale strandings.’ ” Full story here.



2023 RHN Legislative Agenda - The Renewable Heat Now Campaign is organizing to win funding and policies that will get fossil fuels out of our buildings affordably and equitably. The legislative package includes the All-Electric New Building Act (S6843c/A8431b)- Kavanaugh/Gallagher) that would sunset fossil fuels in new construction starting January 1, 2024 . It also includes the Gas Transition and Affordable Energy Act – (S8198/A9329) - Krueger/Fahey) and the Energy Efficiency, Equity and Jobs Act (S3126c/A3996c) – Parker/Hunter).

NYS Publishes Geothermal Tax Credit Form – The State Department of Taxation and Finance has released form IT-267 for the Geothermal Energy System Credit, along with a 3-page instruction sheet. The tax credit, sponsored by Senator Kennedy and Assembly Member Rivera is a 25% credit up to $5,000. The form can be found here. The instructions can be found here.


NYSERDA Adds $4.2 Million to Community Heat Pump Initiative – NYSERDA emailNYSERDA has added a round 8 to its Community Heat Pump program (PON 4614) for proposals starting February 8th. It includes $4.2 Million in additional funding, and clarifications that Utility Thermal Energy Network projects are ineligible for NYSERDA funding through this initiative and that private and public entities can receive funds for design or construction either through the Utility Thermal Network program or NYSERDA, but not both. Revisions list here.




Clean Heat Program Adds DHW Incentive Categories – With an emphasis on the variety of ways heat pumps can provide domestic hot water (DHW), the new Clean Heat Program Manual (Version 8) has added several categories of incentives. Thanks to Cara-Leigh Battaglia of the Building Performance Contractors Association (BCPA) for this tip. The program manual can be downloaded here.

Heat Waves, Kidney Problems, and Redlining - Bill McKibben – The New Yorker -  Global warming is causing: kidney failure among laborers working outdoors in high temperatures; and kidney stones in residents of redlined neighborhoods, which are generally significantly hotter than city mean temperatures. “A 2022 study estimated that six hundred and seventy-seven billion working hours a year were already being lost because it’s too hot to go outside and build things or farm. The researchers assessed the cost at more than two trillion dollars annually…” Read more here.

2023 02 16 - Networked Geothermal Heat Pump Systems as an Alternative to Natural Gas - 11:00 am -12:00 pm ET John P. Ciovacco, CGD, the President of Aztech Geothermal will be giving a virtual presentation the rapidly emerging topic of Networked Geothermal Heat Pump Systems. Energy Department Will Recruit 1,000 Additional Staffers For New Corps To Tackle The Climate Crisis • The DOE is starting up a Clean Energy Corps to help implement the bipartisan infrastructure law and develop clean-energy solutions to the climate crisis, the agency said.
