Gas Whitewash Bill Introduced – New York Senate Energy Committee Chair Kevin  Parker has introduced S6030, a bill that would gut the State’s greenhouse gas emission accounting system by ignoring the short-term impacts of methane in driving the rapid destabilization of the climate. NY’s system rates emissions on a 20-year time frame, where methane is over than 80 times more potent than carbon dioxide at warming the planet. 20 years is consistent with the most current scientific consensus from the International Panel on Climate Change which notes there is only a “brief and rapidly closing window of opportunity to secure a livable and sustainable future for all”.  Parker’s bill would move NY’s time frame to 100 years, essentially caving to fuel industry demands and distorting emissions calculations tied to New York’s Climate Plan.  There is a high-pressure behind-the-scenes campaign being mounted to include S6030 in the State budget. Write nygeoinfo@gmail.com with an email title of “20-year” if you’d like to take action on this item. Click here for a comparison of the 20 and 80 year time frames from the Energy Justice Law & Policy Center.

Tallest US Multifamily Geothermal Building Under Construction in Brooklyn - "Lendlease, NYSERDA, and ZBF Geothermal announced over $4M in funding through the community heat pump program (PON 4614) for the 1 Java project. Situated on a 2.6-acre site, 1 Java Street will be comprised of five interconnected buildings, including a 37-story and a 20-story tower and is believed to be the tallest multifamily building in the United States to install a geothermal system. Construction of the project is currently underway and is expected to be operational in 2025. NY-GEO members ZBF Geothermal and CDM Smith are the project's geothermal consultants and NY-GEO members Brightcore, American Well, and Geosource Energy are involved in the geothermal loop field construction. Release link here.

Win Climate Report on Resiliency and the Buffalo Blizzard – 47 Western New Yorkers lost their lives in a vicious 48 hour Christmas 2022 holiday blizzard. On Wednesday, March 29^th, Win Climate released a report titled How implementing the CLIMATE LEADERSHIP & COMMUNITY PROTECTION ACT will make Buffalo safer in future.  The report notes “As substations froze and power lines fell, over 100,000 homes and businesses lost power. With it, the vast majority of these also lost their fossil-fueled heat.  A quarter of Erie County’s fatalities died in freezing homes, their natural gas furnaces and boilers unable to operate without electricity.”  The report notes that weatherization investments coming under NY’s Climate Plan, as well as battery technology advances and other elements provide a safer way forward than the deadly fossil-fuel status quo. Find the report here, and a recording of the report release press conference here.

Con Edison Backs HEAT Act and All-Electric New Building Act – Marie J. French – POLITICO – “New York’s largest utility is throwing its support behind a proposal to end a policy subsidizing new gas hookups, a key point of debate in ongoing budget negotiations. Con Edison…issued a policy memo to the governor, lawmakers and key staff on Tuesday (3/28). The memo marks the first time a New York utility has explicitly supported ending the ‘100 foot rule’ that requires other gas ratepayers to subsidize a portion of the pipeline when new customers request service… Con Edison’s memo also supports the electrification of new buildings, which the company has previously endorsed. The policies proposed ‘will change the trajectory of natural gas consumption, which is key to achieving the goals’ of the state’s climate law, the memo states. ‘These changes are not easy, but they are critical to advance the clean energy transition and ensure a cleaner, greener environment for generations to come.’” Full article on this page under “On the Beats” heading.

NY Renews Rallies for ClimateJobsJustice Bill Package - On March 28th in Albany, NY Renews organized over 400 New Yorkers to rally for its #ClimateJobsJustice package of bills to be included in this year’s fiscal budget. The bills include the transformational NY HEAT Act, as well as “funding for NY's landmark Climate Act, public renewable energy for all, union jobs, and a system in which polluters pay for the mess that they’ve made.” Senators Pete Harckham, Rachel May, Jessica Ramos, Samra Brouk, Liz Krueger, Robert Jackson and Assembly Members Anna Kelles, Harvey Epstein, Michaelle Solages, and Sarahana Shrestha addressed the crowd. NY Renews facebook post here.

Letters Supporting HEAT Act and All-Electric New Construction – The Sierra Club has compiled a list of 68 letters that have been published across New York State supporting two bills that are currently part of budget discussions – the Home Energy Affordable Transition (HEAT) Act and the All-Electric New Building Act. The graphic below shows part of the first page of the 2-page listing. See the list, with links to the articles here.

The Union Movement’s Climate Goals – Interview with AFL-CIO President Mario Cilento – “Combating climate change while protecting workers is a top priority for the union movement, which is why the New York State AFL-CIO along with our affiliates have been involved every step of the way as the state moves toward achieving its ambitious clean energy goals laid out in the 2019 Climate Leadership and Community Protection Act… New York State AFL-CIO President Mario Cilento discusses how the state can address climate change in a responsible way in this 9 minute Union Strong podcast.” Cilento touches on geothermal networks in the initiative to decarbonize large NY State facilities at the 3:15 mark.

NYLCV Backs Zero Emission New Builds, HEAT Act and Geothermal Tax Credit Cap Increase – Peter Aaronson - “Negotiations to finalize New York State’s FY 2024 budget are in the homestretch and the New York League of Conservation Voters is pleased to report that many of our environmental priorities remain on the table. Both the governor and the legislature support a major NYLCV priority called UpgradeNY, which calls for all new buildings constructed to have zero carbon emissions and for all state buildings to be decarbonized. ‘We are a national leader on this. All eyes are on us and a lot of other states … are looking to what New York does,’ NYLCV Policy Director Pat McClellan recently told Politico about what would be the first-in-the-nation measure to phase out fossil fuel combustion equipment in most new buildings. ‘If we prove it can be done and we have the political will to do this, it’s going to open the floodgates for other states to take action.’” Thanks to Rick Steinberg of the Sierra Club for this tip. Web page link here.

National Grid Backs New Building Electrification with a Caveat – Marie French – POLITICO – “National Grid, which opposed the proposal to require all new buildings to electrify last year, has shifted gears in its advocacy as Democratic lawmakers have made clear they support beginning the state’s transition off fossil fuels… Huck Montgomery, director of policy and strategy at the gas and electric utility that supplies gas to Long Island and portions of New York City and electricity to 1.6 million upstate customers (said ) ‘The evidence really does show that electrification of new buildings is an optimal way to achieve the transition … and the scoping plan was very clear that this is the preferred strategy.’ Montgomery said the utility wants to see… the state Department of Public Service to make a determination for specific regions and projects as to whether there’s enough electric capacity available before the mandate for new construction could move forward… Michael Hernandez, the New York policy director with Rewiring America, called it a ‘poison pill.’… ‘All new buildings currently constructed are already being hooked up to the electrical grid without the need for DPS… to determine load capacity for each permit,’ he said. ‘The status quo should not change simply because the building will not have fossil fuel combustion systems installed in them.’” Thanks to Isaac Silberman-Gorn for this tip. - Article link here.

Massive Methane Leaks Make Natural Gas a Climate Disaster – Caleb Heeringa – Gas Leaks – “In November 2022, a gas storage field in Pennsylvania sprung a leak. By the time it was plugged two weeks later, it vented more than 1.4 billion cubic feet of methane gas straight into the atmosphere. G iven that methane is more than 80 times as potent a greenhouse gas as carbon dioxide, that’s the equivalent of a year of emissions from 261 coal plants — enough pollution to wipe out the climate benefits of half the electric vehicles sold in the US in 2021! Link to blog and 30 second video here.

Inside the Fossil Fuel Industry’s ‘Existential’ Battle Against New York’s Climate Plan – Colin Kinniburgh – New York Focus – “The oil heat association is planning to spend $150,000 on lobbying this year, filings show. The propane association expects to spend $60,000. Some fuel companies have registered their own lobbyists. And the American Petroleum Institute, a national trade group, has budgeted more than $200,000 for New York… Rich Schrader, New York policy director at the Natural Resources Defense Council, said fossil fuel companies have good reason to worry that they could be out of business within the next few decades. But he said they, not lawmakers, were the ones to blame. ‘Had we had an honest discussion in the ’80s and ’90s, had they not killed treaty after treaty, the fossil fuel industry could have been part of the discussion and could have been prepared to transition,’ he said, referring to decades-long efforts by oil interests to spread misinformation on climate. ‘But we have a shorter period of time, because the climate crisis is so much more daunting, and we’re already seeing extreme weather.’ " Article link here.

Labor and Clean Energy Leaders Write Op Ed Backing Decarbonization of NY Building Campuses – John Murphy, International Representative for the United Association of Plumbers, Pipefitters and Sprinkler Fitters in and Lisa Dix, New York Director of the Building Decarbonization Coalition, published an opinion piece in the GothamGazette endorsing a plan to decarbonize State-owned buildings. “Because these high-emitting state campuses and facilities have multiple buildings, they are prime candidates for Thermal Energy Networks (TENs). TENs connect multiple buildings together with each other in a shared network that allows transfer of energy with thermal sources like geothermal boreholes, surface water, and even wastewater…TENs provide a true transition for the very workforce that currently install and maintain fossil fuel equipment and piping systems."  Op Ed here.

Part One Of A Series On “Green Hydrogen” & Federal Tax Credits – Jeff St. John – Canary Media – Will tens of billions of dollars of federal tax credits from last year’s Inflation Reduction Act go to support a domestic clean-hydrogen sector that reduces carbon emissions — or one that actually increases them? The NRDC and other signatories have asked that the hydrogen tax-credit rules require three things: ​using new clean energy sources; using power from the grid for the production site; and matching production and actual clean energy usage on an hourly basis. NYISO: Upstate Electricity 91% Zero Emissions in 2021 – According to the New York Independent System Operator, 91% of the electricity consumed in 2021 in Upstate NY (essentially all of NY West of the Hudson Valley) was from zero emission sources. As the graph below shows, wind outpaced production from gas, with nuclear and hydro comprising 85% of total productions. Source: 2022 NYISO Reliability Need Assessment page 18.

Where are Clean Energy Technologies Manufactured? – Selin Neguz – Elements – “When looking at where clean energy technologies and their components are made, one thing is very clear: China dominates the industry. The country, along with the rest of the Asia Pacific region, accounts for approximately 75% of global manufacturing capacity across seven clean energy technologies. Based on the IEA’s 2023 Energy Technology Perspectives report, the visualization above breaks down global manufacturing capacity by region for mass-manufactured clean energy technologies, including onshore and offshore wind, solar photovoltaic (PV) systems, electric vehicles (EVs), fuel cell trucks, heat pumps, and electrolyzers."  Thanks to NY-GEO member Bob Wyman for this tip. Bob notes “Only in the production of heat pumps does the USA have a substantial portion (29%) of world production. Only in heat pumps does the USA exceed European production (16%) and begin to approach Chinese production levels (39%). U.S. Power Generation From Renewables Surpasses Coal For The First Time – Kevin Clark - Power Engineering - In 2022, generation from renewable sources such as wind, solar, hydro, biomass and geothermal surpassed coal-fired generation in the U.S. electric power sector for the first time. The shift continues to be driven by solar and wind capacity additions. The combined wind and solar share of total generation increased from 12% in 2021 to 14% in 2022. Full story here.

2023 RHN Legislative and Budget Agenda - The Renewable Heat Now Campaign (RHN) is organizing to win funding and policies that will move fossil fuels out of our buildings affordably and equitably. The legislative package includes the All-Electric New Building Act (S00562-A/A00920-A - Kavanaugh/Gallagher) that would sunset fossil fuels in new construction starting January 1, 2024. It also includes the NY Home Energy Equitable Transition (HEAT) Act – (S2016/A4592 – Krueger/Fahy) and the Energy Efficiency, Equity and Jobs Act (S3126c/A3996c – Parker/Hunter). In addition, RHN has also released an agenda for the NYS budget, which is currently being negotiated by the Governor and the Legislature. Eastern Vermont Design Opportunity - Margaret Jackson - Our project is a heating system for our home, a 2,200 square foot house, currently being heated by a multi fuel wood burning furnace providing forced hot air heating. We are in the process of converting to radiant heat with the object being to eliminate the wood/oil system. We are looking for help with the outdoor horizontal geothermal design.

A Clear Message From Scientists – Somini Sengupta - New York Times, Climate Forward - “There is a ‘brief and rapidly closing window of opportunity to secure a livable and sustainable future for all (very high confidence).’ This is the most striking sentence in a 37-page summary, issued today, of the latest report by the Intergovernmental Panel on Climate Change. It tells us what’s possible. It tells us the stakes. The report has been compiled by hundreds of scholars and approved by the representatives of 195 countries. The italicized phrase represents the authors’ degree of certainty. The italics are theirs, not mine. The report is sobering, gut-wrenching and above all, practical. Its clearest takeaway: The continued use of fossil fuels is harming all of us, and harming some of us a lot more… It calls for a swift, sharp reduction in fossil fuel use if the world is to stay within a relatively safe planetary boundary. That is, to limit the global average temperature to within 1.5 degrees Celsius, or 2.7 degrees Fahrenheit, above preindustrial levels. It plainly warns that the world is on track to exceed that threshold, at least temporarily, in the first half of the 2030s. The actions taken during this decade will ‘largely determine’ what happens for centuries to come." Article link here

 Mobile Home Residents Are 15 To 20 Times More Likely to Be Killed in a Tornado - Scott Dance, Adam Lynch and Marisa Iati – Washington Post - …”mobile home residents in this town of 2,000 (Rolling Forks, Mississippi) weren’t able to make it out before tornadoes tore through Mississippi and Alabama on Friday, (March 24^th) killing at least 26 people… That kind of devastation is typical for areas with mobile homes, residents of which are 15 to 20 times likely to be killed in a tornado than those in a permanent structure, the National Weather Service estimates.” Article link here.

“Energy Department Will Recruit 1,000 Additional Staffers For New Corps To Tackle The Climate Crisis • The DOE is starting up a Clean Energy Corps to help implement the bipartisan infrastructure law and develop clean-energy solutions to the climate crisis, the agency said.
