NY HEAT Act Is Next Step on the Road to a Clean Econmy – Lisa Marshall – Times Union Opinion piece – “National Grid’s recent request to the regulators to raise average gas heating bills by about $30 per month for its Long Island and New York City customers serves as an urgent reminder of the need for this bill. National Grid’s request includes $930 million for new pipes, at a cost of more than $10 million per mile; for New York City, this accounts for about a quarter of the total proposed rate increase. NY HEAT Act Aligns Utilities with State’s Climate Act  – Sonal Jessel and Karines Reyes – City Limits – “This bill…reflects the CLCPA mandate to safeguard low-income communities and communities of color by ensuring that they will not have to pay energy bills higher than 6 percent of their household income”…The op ed also focuses on the HEAT Act’s provisions on gas infrastructure, saying NY’s Climate Act “will fail if we do not address the fact that we still have two outdated rules that can be found in New York’s Public Service Law. The gas industry is using these old laws to undermine the state’s emission reduction efforts at the expense of ratepayers, forcing them to subsidize gas infrastructure and continue its legacy of pollution.” The two outdated rules referred to are the 100-foot rule that provides free pipes to new gas customers, and the obligation to serve provision that limits gas companies to providing gas and not allowing them to provide other heat sources. Op Ed link here.

NYS Budget Includes $30 Million for Studies of Thermal Energy Networks at State’s 15 Largest Building Campuses – Marie J. French – POLITICO – “The ‘Upgrade NY’ campaign had pushed for more than $100 million in funding to support a mandate for all state buildings to have zero on-site emissions by 2040. The final budget deal includes $30 million in funding for 15 ‘decarbonization action plans’ for the 15 highest-emitting state facilities, with a focus on thermal energy network options. The New York Power Authority would be tasked with those efforts and plans are due by Jan. 31, 2026.” Link to the Upgrade NY website which includes their statement on the budget provisions.  

NYC Geothermal: Energy-Efficient Rental Developments That Ditch Fossil Fuels – Evelyn Battaglia – Brick Underground - This article focuses on four large geothermal projects in NYC - 1515 Surf Ave., 1 Java Street, Arverne East, and Beach Green Dunes. NY-GEO member ZBF Geothermal is involved with each. “These pioneering projects—two in Brooklyn, two in Queens —are jump-starting efforts to meet or exceed Local Law 97's net-zero carbon emission caps and serve as models nationwide. Why New York City? For starters, the real estate market has always been a goldmine for developers, so that's nothing new. Then there's the chance to be the first—or among the first—to have bragging rights to this cutting-edge green technology. (The city is built on hyperbole, after all. And competition is spurring innovation.) Then there's the sales angle: Sustainability also attracts eco-minded buyers willing to pay to live in an energy efficient building.” Article link here.

CA Considers Income-Graduated Fixed Charge for Utilities – CA Public Advocates Office – “As electricity rates continue to grow, new mechanisms are necessary to help ensure that (i) monthly bills are affordable, especially for low-income customers and (ii) electrification remains cost-effective to drive the state’s climate goals. The Public Advocates Office, consumer groups, environmental nonprofits, and others generally agree that an income-graduated fixed charge (IGFC) is critical to support these goals.” The three California investor-owned utilities filed a proposal to institute an income-graduated fixed charge proposal on April 7, 2023 with the California Public Utilities Commission.  Article and Q&A link here. For an article noting backlash against this proposal, click here

Green Bank – 1.5% Financing for Geo and Thermal Storage – On May 11^th the NY Green Bank gave a webinar which was advertised as follows “NY Green Bank is pleased to announce the launch of our $250 million Community Development Fund (CDF). The CDF is expected to expand and accelerate the lending capacity of smaller community-based and mission-driven investors by channeling financing into sustainable infrastructure projects that benefit underserved New Yorkers in (Disadvantaged Communities) DACs.” During the presentation the slide below was shown indicating an interest rate of 1.5% for eligible organizations funding building decarbonization projects. CDFI website here. 

Heat Pumps 101 – Self Study - John Siegenthaler – Heat Spring Magazine – Free 46 minute class – “Heat pumps are a foundational technology in the plan to meet decarbonization targets. The market for heat pumps will double in the next five years…Learning how they work is a great start… You’ll learn the very basics of heat pump technology, including heat transfer, refrigeration, and what applications are commonly used. At the end you’ll be able to speak intelligently about heat pumps and what they do.” Register here.

Diverso Energy Acquired by DIF Capital Partners – Diverso press release – “DIF Capital Partners (“DIF”) is pleased to announce that it has signed an agreement to acquire a majority interest in Diverso Energy Inc. (“Diverso”), a leading developer, owner, and operator of geothermal energy systems in Canada. DIF’s investment will be executed through its DIF Infrastructure VII fund. DIF will acquire a 75% interest directly from the founders who will retain the remaining ownership and continue to lead the company. Founded in 2015, Diverso offers a geothermal heating and cooling solutions for multi-unit residential and commercial projects under an Energy-as-a-Service (“EaaS”) model with long-term contracts. The acquisition will enable Diverso to continue its growth and execute on its growing pipeline of geothermal projects in Canada.” Press release link here.

St. Paul MN Mayor Melvin Carter Highlights How Geo Can Create Good Jobs, Fight Climate Change - Steamfitters Pipefitters Local 455, Fresh Energy, and the BlueGreen Alliance today hosted a tour of a cutting-edge geothermal energy system with Saint Paul Mayor Melvin Carter and local labor, environment, and civic leaders and local community members.  The event showcased the work the City of Saint Paul has been doing to grow geothermal and ground-source district energy systems and discussed how other cities around the state could tap into the opportunity it presents. Link to article and video of the Mayor speaking (:30 to 3:43) here.

Gas Utility Death Spiral Examined – Michael Barnard - Clean Technica – “ Where does the death spiral come in? Well, when better alternatives arise to the thing the utility provides, then customers will slowly peel away across its entire geographical service area, reducing its revenue, but it will still have to provide service everywhere, hook up new customers if they want it, and maintain the entire network of linear assets. Reduced revenue, no reduction in expenses. That means that it has no money to improve service or reduce price point, so the competitor takes more customers, and the problem gets worse. The death spiral leads to bankruptcies of regulated utilities” Barnard’s solution? …”All the buildings in a specific isolation sub-network of a city or suburb or county can be targeted. They can be given a schedule, they can be cajoled with carrots, and they can understand that the stick of no gas exists. Heat pump incentives. The Investment Boom In ‘Renewable Natural Gas’ Is Sparking Debate - Maria Gallucci – Canary Media – “Oil and gas giants are spending billions to develop RNG projects from trash, food and manure…The message you hear… is, ‘Why do we need to get off the gas system if we can drop in a clean replacement instead?’ said Sasan Saadat, a senior research and policy analyst for the environmental organization Earthjustice. ‘We can keep all the same appliances in place, and we’ll just substitute the dirty fuel for the clean fuel…What’s missing from that message,...is an honest assessment of how scant the supply of sustainable RNG is and how risky the potential is that RNG could actually increase climate impacts.’” Article link here.

Carbon Capture for NYC Buildings Not Yet Compliant – Samantha Maldonado – The City – Local Law 97 mandates energy efficiency levels and gas emission limits for buildings over 25K sq. ft. by 20224. Although currently non-compliant with the Law, carbon capture for emissions has been touted as a possible means of achieving emissions compliance, in particular in the short term. Opponents argue that carbon capture, especially in the long run, will hinder the transition to electrification, and could even result in an increase in gas infrastructure. Full story here.

Environmental Justice Concerns with Cap & Invest – Raya Salter – Hudson Mphawk Magazine - This 10-minute podcast features Raya Salter, a member of the Climate Action Council and it’s hosted by Mark Dunlea of the Green Education and Legal Fund. Salter examines the Cap and Invest program put forth by the Climate Action Council and recently adopted in part in the NYS Budget bill. Salter notes the problems Cap & Invest programs cause in environmental justice communities when enacted without effective guard rails.  Thanks to Anne Rabe of NYPIRG for this tip.  Podcast link here.

New Hampshire Co-op Explores Bi-Directional Charging for EVs – Maria McCoy – Institute for Local Self Reliance (ILSR) – “A member-owned electric cooperative in New Hampshire is one of the first utilities harnessing the power of ‘vehicle-to-grid.’ For this episode of the Local Energy Rules Podcast, host John Farrell is joined by Brian Callnan, Vice President of Power Resources and Access for New Hampshire Electric Cooperative. They discuss the co-op’s Transactive Energy Rate pilot program and how the energy sitting in electric vehicle batteries can provide additional value to the owner and the grid."  Link to article & podcast here.

The Many Tentacles Of Octopus Energy - Julian Spector – Canary Media – U.K.’s Octopus Energy sells clean electricity to some 5.3 million customers globally. It also provides a plethora of clean energy products and services for home, commercial, and utility markets including: software platforms for electrical utilities; wind farms; solar panels; home batteries; smart electric-vehicle chargers; heat pumps; and payments for customers who shift their consumption around at key moments. “What we’re really trying to build is a world where we have the right amount of generation at any moment in time, for all of our customers, from green sources,” CEO Greg Jackson said. Texas Would Be Crazy to Penalize Renewables – Texas Power Podcast – Renewable Energy World - Rudy Garza, CEO of CPS Energy, the nation's largest integrated municipal power and gas utility, doesn't mince words when it comes to the effort by some policymakers in Texas to punish renewables for the broad failures during Winter Storm Uri. Garza became CEO a little over a year ago but has deep experience in Texas energy… Garza, while recognizing the need for more dispatchable resources in the ERCOT market, opposes efforts to penalize renewables, a current legislative focus. "I think it’s crazy to penalize renewables. We need every megawatt on the system that we can get our hands on," Garza said on Episode 8 of the Texas Power Podcast. 

Biden Administration Green Lights Nation’s First Congestion Pricing Plan For New York – POLITICO – “The Biden administration (has approved) an environmental review that suffered such significant delays many doubted the first-in-the-nation tolling system would ever happen...  MTA officials have said they would need almost a year to set up the new tolling infrastructure once it obtains federal approval, putting it on track to meet its current target of launching congestion pricing in the second quarter of 2024. Article link here.

Maine's Proposed New Non-Profit Electric Utility - Lori Valigra - Bangor Daily News - Lawmakers heard testimony this week on the Maine referendum that would buy out the infrastructure of Central Maine Power Co. and Versant Power and put it under the control of an elected board. The comments shed light on the complexities and controversy behind the proposal to create a new Pine Tree Power Co.  In the balance lies the state's need to upgrade its power grid and rein in escalating rates, no matter who controls the system. Article link here.

California Adapts Rules to De-Carbonize Locomotives – Maria Galucci – Canary Media – “All new locomotives operating in California will have to be zero-emissions by 2035.” Rail operators say the necessary infrastructure and technology are not in place. Electric railroads would be a proven solution, but railroads have resisted converting from diesel power. Although alternative technologies, such as battery and hydrogen power, are in their relative infancy, railroads are making moves in that direction. BNSF Railway and Union Pacific have plans to purchase a limited number of battery-electric locomotives. Full story here

Ambitious Climate Proposition Faces Fossil Fuel Backlash in El Paso - Martha Pskowski – Inside Climate News – “Sunrise El Paso put forward a charter amendment to transition the city off fossil fuels and explore creating a municipal electric utility. The chamber of commerce and the fossil fuel industry are mounting a scorched earth campaign to kill it….Since the 1980s, the city has averaged more than 20 days of triple-digit heat a year. It’s only getting hotter—since 2010 El Paso averaged more than 30 triple-digit days a year. According to a report from the state climatologist, temperatures have increased faster in El Paso than all other Texas counties except for one. The report predicted that by 2036, temperatures will be 3 degrees Fahrenheit warmer than the average for 1950-1999.” Article link here.

Europe’s First Solar Panel Roof-Covered Bike Lane - Linea Ahlgren – TNW – The 300-meter-long lane recently opened in Freiburg Germany. The solar cells are enclosed front and back by glass panes, increasing durability over installations using PV panels themselves as covering. The article also mentions arenas in Germany and Turkey with solar panel roofs, and a 9 km solar panel roof bicycle lane in Korea. Full article here

NYSERDA Pauses Companion Loans – “In 2021, NYSERDA launched the Companion Loan which was available to Green Jobs – Green New York (GJGNY) financing customers who are fully utilizing the $25,000 GJGNY Loan for their energy efficiency or renewable energy project and need additional loan funding to pay for remaining project costs. The funding for Companion Loans has almost been fully committed. While NYSERDA assesses available funding sources for the Companion Loans, effective immediately, NYSERDA is pausing the acceptance of any new applications for Companion Loans until further notice. However, all applications for Companion Loans which have been pre-approved or approved by Slipstream as of May 10, 2023 will be eligible for funding."  Full statement here and contact information here.

Power Flow Studies on Utility Distribution – Tim Taylor – Heat Spring Magazine – “For DER developers, owners, and engineers looking to install utility-scale or community solar PV plants, power flow studies provide the utility with an indication of the possible impacts that a DER project might have on the electrical conditions on a feeder. For example, they may indicate that a 3 MW solar PV plant may create voltages that are excessively high under certain circumstances, or they may indicate that the proposed project will result in current flow that overloads existing feeder conductors for some scenarios.” Article link here.

IGSHPA Geothermal Installer Accreditation – Ryan Carda – Course is 10 modules over 6 and ¾ hours and the fee is $675. “Offered in partnership with the International Ground Source Heat Pump Association (IGSHPA).  This course is designed to prepare students to take the exam to become IGSHPA Accredited Installer. This course is required to access some government incentives, some product distributors require it of their dealers, and some engineers restrict bid lists to IGSHPA Accredited installers and drillers. Quite simply, this is the foundational course for any serious geothermal professional.” Course link here.

World-leading Climate Center on Governors Island – NYU News Release – “NYU is among the consortium of leading institutions selected by Mayor Eric Adams and The Trust for Governors Island earlier this week to establish a world-leading climate solutions campus on Governors Island. The consortium, called The New York Climate Exchange and composed of top universities, environmental justice organizations, businesses, government groups, and the philanthropic community, is expected to open its first facilities on the island in New York harbor by 2028.” Article link here.
