Poisonous Air Covers New York State – As the NY State Legislature finished up its 2023 session, toxic pollution from Canadian wildfires settled over much of the state. Several clean energy organizations held a press conference to urge the Legislature to meet the moment. “’There's no starker reminder that the climate crisis is the existential threat of our time than the dangerous smoke-filled skies covering most of New York State this week – it demands urgent leadership from New York's legislature,’ said Liz Moran, New York Policy Advocate for Earthjustice. ‘Yesterday, the Senate wisely chose to take action by passing the HEAT Act, which will save New Yorkers from the rising costs of gas, while protecting public health and fighting climate change. The Assembly must not give in to the ongoing, decades worth of fossil fuel industry lies that have brought us to the crisis we face today and pass the HEAT Act immediately’” Press conference video here. |  | |

Senate Passes NY HEAT, Assembly Fate Is in Doubt – The NY HEAT Act (S2016a/A4592a – Krueger/Fahy) would correct sections of NY Public Service that currently require gas utilities to make expensive, rate-payer funded,long-term investments in gas infrastructure despite the fact gas burning will need to be nearly eliminated in the next few decades if New York is to meet its climate goals. The Senate passed NY-HEAT on June 6th. As Just In! goes to press on Saturday, June 10th the Assembly was engaged in what is projected as the final day of their legislative session. The NY-HEAT Act is not on the announced agenda for the day, although last-minute changes to the agenda are possible. |  | Legislature Supports Geothermal Drilling – Led by Senator Pete Harckham and Assemblymember Deborah Glick – the chairs of the Environmental Conservation committees of the Senate and Assembly – the Legislature has adopted S6604/A4969. This bill removes geothermal boreholes deeper than 500 feet from regulation as oil and gas wells and puts them under more appropriate DEC regulation. The ability to dig deeper boreholes without expensive and inappropriate conditions may be important, especially in denser urban environments where space for drilling is limited. Senate Environmental Conservation Committee Chair Pete Harckham introduces A6949/S6604 on the Senate Floor as the Senate matched the Assembly in adopting the bill, which will go to Governor Hochul for a signature, amendment or veto before the end of the year.
WaterFurnace President to Dialogue with NY-GEO Members - NY-GEO’s weekly Friday 3:00 PM open discussion will feature WaterFurnace President John Thomas in a dialogue with NY-GEO members on Friday June 16th. WaterFurnace is a NY-GEO Platinum Member and a world leading US manufacturer of geothermal heat pumps. Legislature Passes Benefits Matching Law, Could Cut Utility Bills for 1.1 Million New Yorkers - "New Yorkers who receive federal Home Energy Assistance Program (HEAP) grants… are automatically enrolled in their gas and electric utility company’s own Energy Assistance Programs (EAP), which require the companies to keep customers’ energy burden at or below 6% of household income. However, many low-income utility customers are not enrolled in HEAP, and they must enroll in EAP programs on their own. That has led to about 1.1 million households in New York – an estimated 2.6 million people – who are eligible for the EAP program not being enrolled.” This week both houses of the NY Legislature passed “bill S4548-Parker/A4876-Solages, to require the state Office of Temporary and Disability Assistance to generate lists of beneficiaries of OTDA-administered programs who are also eligible for utility companies’ affordability programs and share that data with the utilities. New York City already matches benefits data in this way. The state legislation would standardize this process statewide, with all utilities participating.” Article link here.

Local Electeds Back NY HEAT – 70 local elected officials, including Ulster County Executive Jen Metzger and New York City Comptroller Brad Lander, sent a letter to NYS legislators pushing for passage of the NY HEAT Act, which would reshape the gas industry. The letter states: “This bill, recommended by the Climate Action Council, aligns public service law with the climate law, halts ratepayer subsidies for expanding gas service, allows utilities to invest in thermal energy networks and caps utility bills at 6% of income for low and moderate-income households. This utility bills cap provision alone would put an average of $1,000 back into the wallets of low and middle-income New Yorkers every year." Press release link here.

Understanding Direct Pay and Transferability for Tax Credits – Rachel Chang – Center for American Progress - “The Inflation Reduction Act removed the eligibility restrictions on governmental and tax-exempt entities for clean energy credits by introducing direct pay, which allows these entities to directly benefit from the tax credits…Essentially, the IRS will treat these tax credits as an overpayment of taxes, and it will refund the overpayment to the entity regardless of whether the entity is subject to tax." ACEEE Report: Gas Bills to Rise Sharply – “Many households’ gas bills will likely climb steeply in coming decades as building heating and fuels are decarbonized and aging gas pipelines are replaced, according to a new report from the American Council for an Energy-Efficient Economy (ACEEE). The report recommends that policymakers and regulators begin planning now to minimize future costs to gas utility customers.” Press release here.
|  | Ashland, Oregon Moves Toward Natural Gas Ban in New Homes – “Ashland may be the next city in Oregon to ban natural gas in some of its buildings in an effort to reduce greenhouse gas emissions and improve indoor air quality. The Ashland City Council on Tuesday directed the city’s staff and attorney to draft an electrification ordinance that would bar natural gas hookups in new residential construction. Electric System Resilience to Extreme Cold in NC – Physicians, Scientists and Engineers for Healthy Energy (PSE) - “During the early hours of Christmas Eve in 2022, winter storm Elliot brought extreme cold to North and South Carolina. Plummeting temperatures led to a surge in energy demand and mechanical failures at several fossil-fueled power plants leaving the region’s electric utility, Duke Energy, unexpectedly without enough power to meet demand… Duke Energy, in order to maintain balance on the electric grid and prevent system-wide failures, decided to cut power to 500,000 of its customers. In a recent analysis, PSE scientists examined why these outages occurred and how similar outages could be avoided in the future.” Article link here. | |

Tennessee, South Carolina, and Georgia have, or have planned, EV production plants. Strong Rebound For Solar in Q1 – Renewable Energy World – The U.S. solar industry had its best first quarter in history, according to the U.S. Solar Market Insight Q2 2023 report. The solar industry accounted for 54% of all new electricity generating capacity added to the grid during the quarter. The report also noted that the 2022 Inflation Reduction Act has spurred a surge of new manufacturing announcements. However, interconnection issues and work force shortages pose challenges going forward. Article link here.

New Catalyst Lowers Cost For Producing Environmentally Sustainable Hydrogen From Water – Hank Wilczek – My Droll – Proton exchange membrane (PEM) electrolyzers split water into hydrogen and oxygen with higher efficiency at near room temperature, reducing energy demand and making them an ideal choice for producing clean hydrogen using renewable but intermittent sources, such as solar and wind. Known PEM units use iridium as a catalyst. However, the high cost of iridium is an obstacle to upscaling the process. Video Illustrates a Geothermal Heating Solution for Radiator Systems– In this 9-minute video, NY-GEO member Matt Desmarais of Energy Catalyst explains an innovative geothermal solution for buildings with hot water radiators. The solution includes lower temperature, longer run-time water radiator heating, combined with forced air ducts on the first floor that also provide summer cooling. Clean Heat Program Clarifies Custom Space Heating Plus Envelope Incentive Changes – The utilities running New York’s Clean Heat program will change incentive levels for measures that combine custom space heating with envelope improvements. National Grid, Central Hudson, Orange & Rockland and NYSEG/RG&E are all planning to provide Tier 1 incentives of $70 per MMBTU of annual energy savings and $80 for tier 2 starting September 1st. These incentives have been reduced from current levels. These, and other changes to the incentive program that will take place in September, will be discussed in Monday’s Quarterly Clean Heat meeting. Global Warming Eroding Sleep and Widening Global Inequalities – Kelton Minor, Andreas Bjerre-Nielsen, Sigga Svala Jonasdottir, Sune Lehman, and Nick Obradovich – One Earth – The rise in ambient temperatures from global warming is greatest at night, and is increasing insufficient sleep in many populations. The increase is substantially larger for residents from lower-income countries and older adults, and females are affected more than males. 2023 12 5th to 7th - IGSHPA Annual Conference – The International Ground Source Heat Pump Association (IGSHPA) will be holding its annual conference December 5 to 7 at the Las Vegas Convention Center. IGSHPA is partnering again this year with NGWA (National Ground Water Association). Early bird registration is open now, along with exhibitor, sponsorship, and advertising opportunities. 2024 05 28th to 30th – IGSHPA Research Conference - The International Ground Source Heat Pump Association (IGSHPA) is pleased to announce that the next IGSHPA Research Conference will be held at Polytechnique Montréal. This is the fourth in a series of research conferences held in Denver (2017), Stockholm (2018), and Las Vegas (2022). Like the previous three conferences, papers will undergo peer-review to ensure quality.
