Another Deadly Gas Explosion – WSYR-TV – “One person is dead following an explosion and house fire in Oneonta on Saturday, Dec. 9. Around 5:30 p.m. on Saturday, the Otsego County 911 Center began receiving multiple calls about an explosion and house fire on Richards Avenue. The Oneonta Fire Department arrived on the scene and saw multiple residences had suffered serious damage, and one of the homes was on fire.” Thanks to NY-GEO member Paul Coons for this tip. US Senators Back No-Money-Down Approach for Geothermal Ground Loops – 15 U.S. Senators have signed a letter to the Treasury Department, asking for a guidance document to clarify that geothermal ground loop are eligible for third party ownership. The letter notes, “The largest barrier to GHP adoption is the up-front cost required to install ground heat exchangers (or ‘ground loops’) that, once in place, serve as heating and cooling infrastructure. Third-party ownership models – such as those used for residential solar energy systems – can help make the technology more affordable and accessible. Under this arrangement, a homeowner would pay little or no money up front, and instead make monthly payments to the third-party under a lease or energy services agreement … Low- and moderate-income households stand to benefit most from third-party ownership models since they can least afford the higher up-front cost of GHPs and would benefit the most from their efficiency.” The Senate letter follows an October 2022 House letter signed by a dozen Congress members. NY-GEO Members Win Awards at Successful IGSHPA Conference – With 403 registrants from 40 countries and all 50 states, and the splashy release of a DOE report on geothermal as a grid cost reduction tool, the December 5th – 7th International Ground Source Heat Pump Conference in Las Vegas was a resounding success. NY-GEO members played a prominent role in the event and in fact took home two awards. The Commercial Innovation Award resulted in a tie with NY-GEO member Jim Thomas being one of two awardees for his work on the Moonshot Farm project. PSC Directs National Fuel to Do More for Shift to Renewables – Matt Glynn - Buffalo News - “The state Public Service Commission says National Fuel must go further with its long-term plan to reduce greenhouse gas emissions, and give greater attention to the role of renewable energy sources. National Fuel was required to file a 20-year plan as the state starts to implement far-reaching changes in its energy policy. ‘While (National Fuel Gas) has filed a long-term plan pursuant to our gas planning order to reflect a modernized and revised approach to planning by a gas utility, there are many aspects of that plan that stakeholders found unacceptable,’ Among what the PSC directed National Fuel to do:
- File plans for a pilot project comparing cold-climate air source heat pumps with hybrid heating systems.
- Provide more-complete information on rate and bill impacts resulting from its long-term plan.
- Develop criteria for determining when leak-prone pipe segments can be replaced with non-pipe alternatives.
- Submit annual updates of its long-term plan each year for the next three years by May 31. The utility must submit its next long-term plan by Dec. 15, 2026."

Massachusetts DPU Decides to Move Away from Natural Gas (Methane) for Residential Use – Steve Hanley – Clean Technica – We covered the fact that the DPU rejected hybrid (heat pump + gas backup) systems in last week’s Just In!. But there is considerably more of substance in the “Future of Gas” order, and this article presents a summary. “Massachusetts has become the first US state to begin phasing out natural gas as a residential heating source. The Massachusetts Department of Public Utilities on December 6, 2023 rejected arguments from utilities and the gas industry that proposed the use of 'renewable natural gas' and hydrogen as lower carbon alternatives to methane gas — popularly known as natural gas. Instead, the department ruled that the state should encourage a transition to using electricity for heating and other functions currently made possible by burning gas…The department rejected most of the utilities’ suggestions, with some of the only agreement coming on the idea that the companies should explore greater use of geothermal energy... Matt Rusteika of the Building Decarbonization Coalition said …’This order sets a strong precedent that (regulators are) going to stop skirting the science and start asking the hard questions…’ ” Article link here.

NY Black, Puerto Rican, Hispanic and Asian Caucus Budget Endorses NY HEAT - Rebecca C. Lewis – City & State – “This year’s agenda is entitled 'A Demand for Justice,' and contains a number of big-ticket proposals…The caucus is also throwing its support behind what are expected to be two of the biggest climate change priorities in the upcoming session, the Climate Change Superfund Act and the New York HEAT Act. The former would require the most prolific polluters to pay $3 billion into a fund annually for 25 years that would be used to cover costs related to combating climate change. The latter would eliminate a subsidy for new gas hookups paid for by New Yorkers and cap utility bills for low-income ratepayers.” Article link here.

EU Landmark Buildings Energy Performance Directive to Phase Out Fossil Fuels - Nikolaus J. Kurmayer – Euractive.com – “Fossil fuel boilers will need to be completely phased out by 2040 and subsidies cut from 2025 as part of a political agreement reached by EU legislators on Thursday evening (7 December) to revamp the bloc’s Energy Performance of Buildings Directive (EPBD). The end objective is to make Europe’s entire building stock climate neutral by 2050, in line with the European Union’s aim of cutting emissions to net zero by mid-century. ‘We have achieved something remarkable this evening. We created a blueprint for the transition towards a zero-emission building stock,’said Ciarán Cuffe, a green lawmaker from Ireland who was the lead speaker on the EPBD revision for the European Parliament.” Thanks to David Smedick of RMI for this tip. Gas Outage in Niagara Falls – Niagara Gazette – “An overnight warming shelter was set up at the John Duke Senior Center Monday night following a ‘sizable’ natural gas outage in the LaSalle area of the city on Monday. Niagara Falls firefighters were dispatched to the area of N. Military Road about 10:50 a.m. Monday after a private contractor struck a main natural gas pipeline while digging.” The outing was also covered by Channel 4 in Western NY, which reported “National Fuel… tells us they had to turn off 185 resident’s gas to fix the main line and are now going house to house to relight their gas services.” Gazette story here. BDC Report: Neighborhood Scale – the Future of Building Decarbonization – Building Decarbonization Coalition (BDC) - "Neighborhood-scale building decarbonization focuses on transitioning street segments, developments, or even entire neighborhoods to decarbonized energy sources and electric appliances with the end goal of managing the transition off of the gas system. It is intended to complement, not replace, the existing appliance-by-appliance approach to building decarbonization. The novelty, scale, and ambition of neighborhood-scale building decarbonization requires that we define terms, clarify objectives, collaborate on solutions, and educate strategic partners. The framework developed in this whitepaper is intended to serve as a springboard for conversations about how to accelerate decarbonization to improve the habitability and sustainability of the buildings in which we spend the majority of our lives." Steve Barker, Managing Director of Arden Winch says, “I think the return on it is about seven or eight years, but it’s not just about the money, it’s about doing the right thing as well. Basically, we all know at the moment there’s an issue with gas for the whole of the UK, and obviously we won’t be reliant on gas any more.”
Seattle Passes Landmark Climate Policy to Transition Large Buildings to Clean Energy - Kim Petty – Sierra Club - "The Seattle City Council voted unanimously today (2023 12 12) to pass a landmark climate policy to transition large multi-family and commercial buildings away from fossil fuels and to clean electricity. The policy, the Building Emissions Performance Standard (BEPS), is the first of its kind passed by a city in the Pacific Northwest and is one of the most ambitious in the nation. The BEPS policy is also expected to slash Seattle's total planet-warming building emissions 27% by mid-century. The vote comes just weeks after the Washington State Building Code Council finalized their landmark state building code, which almost entirely rules out the use of fossil fuels in new construction in the State. Under the proposed policy, buildings over 20,000 square feet in Seattle will be required to start reducing their greenhouse gas emissions incrementally beginning in 2031, with all covered commercial buildings reaching net zero emissions by 2045 and all multifamily buildings by 2050." Although housing providers want to prioritize the health, comfort and safety of residents by transitioning to all electric buildings, they encounter many difficulties trying to finance electrification. Yale Poll: Americans Like Home Electrification — But Also Still Love Their Gas Stoves – Tik Root – Canary Media – “Most Americans would prefer to live in a home where almost all major appliances run on electricity — but only if they can keep their gas stoves. Just 31 percent want to go fully electric…If you combine those who said they would go fully electric with the 29 percent who would do so except for their gas stove, that means six in 10 Americans are ready to decarbonize. UK Heat Pump Applications Surge – Gov. UK press release - "More families are choosing to ditch fossil fuel boilers for a cleaner alternative, after the government increased its grant by 50% for new heat pumps – making it one of the most generous schemes in Europe. The number of new applications to the government’s Boiler Upgrade Scheme in the first week since the grant uplift (to £7,500) reached 1,150 – more than 3 times higher than the average weekly rate prior to the change. Report: A Regulator’s Blueprint for 21st Century Gas Utility Planning –
Sarah Steinberg - Advanced Energy United – “As you all know, the regulatory tools we have in our toolkit today are inadequate to meet the demands of the energy transition. This guide is meant to help state regulators, commission staff, and regulatory advocates create new, or update existing, gas utility planning processes. The paper lays out key process and analytical features of gas plans, provides a more in-depth look at a few key elements (like Non-Pipeline Alternatives), and then reviews existing processes from the Pacific Northwest, New York, Michigan, Colorado, and British Columbia.” From the report:
“Gas utilities are experiencing four primary headwinds:
1. The lifetime costs of electric appliances are comparable to gas appliances;
2. States, cities, and the federal government are adopting decarbonization policies;
3. Gas prices are increasingly volatile and are more heavily influenced by global supply and demand dynamics; and

Fossil Fuel Companies Lobbying Hard for Hydrogen – Jimmy Cloutier – as reported in Renewable Energy World – Fossil fuel companies, which have promoted hydrogen as a catch-all solution to climate change, rank among the top lobbying spenders this year as the Biden administration prepares to direct billions of dollars in federal subsidies to scale up hydrogen production. Many climate advocates support this move for hard to electrify sectors – and not the heating of buildings - but warn against incentivizing hydrogen projects that could prolong the use of fossil fuels (e.g., “blue hydrogen” from natural gas using carbon capture, a nascent technology still in early development). 2024 01 26 – IGSHPA Dig Deeper - GHP Impact Analysis – 11:30 am ET – Speaker: Jeff Winick & Sean Porse of U.S. Department of Energy Geothermal Technologies Office, “In Fiscal Year 2022, with GTO support, ORNL and NREL conducted a modeling assessment of the grid impacts resulting from the mass deployment of GHPs. Modeled changes in end use load profiles for the US building stock and their impacts on the bulk power system were analyzed under various carbon policy, electrification, and sensitivity scenarios using capacity expansion modeling (ReEDS) and production cost modeling (PLEXOS). The results demonstrate GHPs’ significant aggregate value to a decarbonizing grid through reduced infrastructure requirements, reduced emissions, and improved grid efficiency.” Register here.
