Keynotes Announced for NY-GEO 2024 in Albany – NY-GEO’s annual conference, will take place in 2 locations, Albany, April 9th (with an exhibitor mixer from 4:00 to 6;00 pm on the 8th) and Brooklyn, October. At the Albany conference, Public Service Commission Chair Rory Christian will give the opening keynote. Senate Finance Committee Votes 15 to 5 to Advance the NY HEAT ACT – Earlier in February, the Senate Energy Committee had moved the bill to Finance by a vote of 5 to 3. In response to the Finance Committee's vote, Lisa Marshall, Advocacy and Organizing Director for New Yorkers for Clean Power, issued the following statement: "Today's vote to advance the NY HEAT Act brings us one step closer to finally delivering relief for families struggling to afford their energy bills. Utility companies across the state are investing billions every year into the dirty fracked gas system that's driving extreme weather, and they're passing the cost onto New Yorkers already unable to make ends meet. The HEAT Act will put families before utility companies' bottom lines, protecting against rising energy costs and future rate increases while kickstarting our transition away from the fossil fuels that are killing us. With the recent support from Governor Hochul - and now a majority of Assembly Members who also support the bill - lawmakers must carry the momentum forward and finish the job by including the full NY HEAT Act in their one-house budgets!" Hochul Nominates 2 for the Public Service Commission (PSC) – Governor Hochul has nominated 2 new members to serve on the NY PSC. The NY League of Conservation Voters has published these comments on the nominations. “As New York seeks to achieve its ambitious clean energy goals, we need dedicated and forward thinking leaders serving on the PSC to ensure the state’s Scoping Plan is implemented both swiftly and effectively. Denise (Sheehan), who is a member of NYLCV’s Capital Region Chapter Board, is a first-rate public servant with a long track record of success at the DEC, while Uchenna (Bright) combines an expert’s lens with an advocate’s passion for the environment”. According to Marie French of POLITICOPRO, Sheehan headed the Department of Environmental Conservation under Governor Pataki from February 2005 to January 2007 and currently is a senior policy adviser for the New York Battery Energy Storage Consortium (NY-BEST), the trade group for energy storage companies in the state. Bright had worked for the Natural Resources Defense Council and currently is with the business group Environmental Entrepreneurs. French reported that Sheehan will replace Commissioner Diane Burman while Bright will replace John Howard. NYLCV statement here.

Colorado’s Geos Neighborhood is Living the All-Electric Life – Alison F. Takemura - Canary Media – “Net-zero neighborhoods have been built, for example, in Hawaii (19-home Kaupuni Village), Utah (five-home Living Zenith) and Wisconsin (34-home Red Fox Crossing). More are on the way, with developers constructing net-zero enclaves everywhere from Michigan to North Carolina. One of the largest net-zero neighborhoods in the U.S. is unfurling in Vermont; the developer O’Brien Brothers plans to ultimately build 900 fossil-fuel-free units there. It’s finished 115 single-family homes so far. At the Geos project in Arvada, Colorado, homes use a quarter homes use a quarter of the energy of typical construction, lowering the average utility bill to just $8 a month, according to Norbert Klebl, the engineer and former partner at consultancy McKinsey & Co. who developed the Geos neighborhood… (The 1,800 square foot townhouses in the neighborhood use air source heat pumps, and). The 2,500-square-foot single-family homes utilize more efficient geothermal or ground-source heat pumps.” Article link here.

Group Urges Thermal Energy Networks at Purchase College and University at Buffalo - Upgrade New York – “The legislature can demonstrate New York’s commitment to reducing climate pollution with a diverse and growing union workforce by authorizing funding for thermal energy networks at two State-owned campuses, catalyzing the necessary work to fully decarbonize State-owned campuses and facilities while advancing New York’s’ climate action goals." Maryland Governor Moore Directs Funds to Electrification Despite Budget Shortfall – Aman Azhar - Inside Climate News – “… $50 million of the total fund was dedicated to electrifying hospitals, schools, multi-family housing and other community buildings, and $23 million was designated for installing EV charging infrastructure in low- and moderate-income communities. The remaining $17 million… will be spent on electric buses for Maryland’s public schools.” Article link here.

RMI’s Database of Energy Performance Incentives – RMI describes the database as “… the place to find comprehensive information on emergent PIMs (Performance Incentive Mechanisms) across the United States. …The database is filterable by a number of factors, including State, Utility, Status (active or inactive), Incentive Type, Incentive Structure, and Emergent Topic area… You can download the database in full or based on specific filter result parameters. National Fuel Used Ratepayer Funded Websites to Solicit Lobbying – in a document filed February 16th, Department of Public Service staff documented that National Fuel put banners saying “Tell Albany lawmakers: No natural gas bans.” on ratepayer funded company websites. The DPS report is puzzlingly nonchalant about these instances of a ratepayer funded site being used to recruit lobbying efforts. The report noted only the minimal expense of creating and taking down the links, which was incorrectly charged to National Fuel’s ratepayer-funded Energy Efficiency Account. The report ignored the cost to ratepayers of creating and maintaining the website which was then improperly used, costs which could have been cited as misappropriation of ratepayer funds. The report also notes that National Fuel used ratepayer funds to pay $76,000 in dues to 15 organizations that engaged in lobbying. The report did not recommend fines, excused these transgressions as “sloppiness” on the part of the company and recommended “increased oversight of National Fuel Gas’ accounting allocations for legislative lobbying efforts and membership dues.” To see the DPS report, click on item number 1 on this page .

DPS Announces UTEN Performance Metrics Technical Conference - The NYS Department of Public Service (DPS) will be holding a Utility Thermal Energy Network (UTEN) Performance Metrics Technical Conference on March 19th in Albany. UTEN performance metrics to be considered include, but are not limited to, the categories of: (1) technical; (2) financial; (3) customer/societal; and (4) safety/reliability. Those interested in submitting comments to this matter (CASE 22-M-0429) and/or participating (in person or via WebEx) should follow the instructions in the Notice of Technical Conference released last week.
Geo on Chicago’s South Side – Juanpablo Ramirez-Franklin – Grist- “The key to building low-carbon infrastructure in the city? Its trademark alleys… In 2023, Blacks in Green was one of 11 community partners across the country chosen by the U.S. Department of Energy to design and develop a community geothermal heating and cooling district. That will mean building out a shared geothermal network across four city blocks containing more than 100 multi-family and single-family homes… With 23 geothermal districts across the country, the U.S. lags behind Europe, where nearly 400 are in operation.” Article link here.

CO2 Gas Drilling Effort Goes Silent – Peter Mantius – Water Front – “The scientists and activists that pushed New York State to ban high-volume hydrofracking are working overtime against a speculative plan to inject CO2 rather than water into Southern Tier shale formations to extract natural gas…. The health status of the ambitious scheme is now in doubt because its creator, Southern Tier Solutions (STS), has gone silent in the face of mounting practical and technical obstacles.” Article link here.

Current Status of NY HEAT Act – Marie French – POLITICO -This article describes the current status of the NY HEAT Act and some of the key issues it is raising for NYS Legislators. “Senate Democrats have endorsed a sweeping measure dubbed “NY HEAT” that includes eliminating subsidies for new gas hookups and empowering the Public Service Commission to decommission sections of the gas system in the future. Gov. Kathy Hochul this year put forward her own proposal to achieve those goals, winning praise from environmental groups. The Assembly Democratic conference is viewed by environmental advocates as the roadblock. But there appears to be growing openness to tackling the vexing energy issues this year.” Article link here.

13 Massachusetts Communities Kickstart New Geothermal Networks with $450,000 in Funding – Home Energy Efficiency Team (HEET) – “HEET is delighted to announce the award of $450,000 in grant funding through its Kickstart Mass program to 13 communities to support the proliferation of geothermal networks in Massachusetts. The program, made possible with funding from the Massachusetts Clean Energy Center, supports the development of shovel-ready projects to bring clean, utility-scale heating and cooling to neighborhoods throughout the Commonwealth—with nearly 50% of the money going to environmental justice communities to prioritize an equitable transition to a clean energy future.” Article link here.

Report Says Canada Is Not Keeping Pace on Building Decarbonization – Aurélie Vérin and Mathieu Poirier – Building Decarbonization Alliance - “As noted in The Transition Accelerator’s Pathways to Net Zero report, the replacement of fossil-fuel fired furnaces and boilers with electric heating equipment (electrification) is the most compelling pathway to widespread building decarbonization. In the residential sector, more than 6 million or 40% of homes use electric heating, and more than 850,000 of those homes use heat pumps. Although Canadians’ adoption of heat pumps is already increasing, Canadian households are not on track to electrify their space heating by 2100, let alone by 2050. In this context, this report serves as a tool to understand the current state of adoption of heat pump technologies in the residential sector, and the rates of adoption that are needed to reach Canada’s 2050 goals." To determine the market acceleration necessary to meet the 2050 goal, we compare our modelling to existing sales trends. Most space heating systems have a lifespan of approximately 15 years, so this yields a sales curve comprising 100 percent of heat pumps sales by 2035 (see Figure 2). This means a change from having heat pumps in an estimated 1.05M homes in 2024 to 21.3M homes in 2050”
NYISO Among the Slowest at Interconnecting New Power Sources – Ethan Howland - Utility Dive – “For interconnection requests submitted in 2018 to 2020, the completion rates for ISO New England, the New York Independent System Operator, PJM and the Southwest Power Pool fell to less than 10% because of the high number of submissions and slow progress in completing the study process, according to the report. ‘Completion rates below 10% reflect a lack of sufficient upfront information and/or a deficient and burdensome process,’ the report said. ‘The uncertainty and slowness of the interconnection process creates a perverse incentive for interconnection customers to submit even more proposals, which can create a negative feedback loop.’” Article link here.

2.5 Million Americans Displaced by Weather-Related Disasters Last Year – Aidan Gardiner – New York Times – “An estimated 2.5 million people were forced from their homes in the United States by weather-related disasters in 2023, according to new data from the Census Bureau… More than a third said they had experienced at least some food shortage in the first month after being displaced. More than half reported that they had interacted with someone who seemed to be trying to defraud them. And more than a third said they had been displaced for longer than a month." Sea Temperatures Are Alarming Scientists – David Gelles - New Yok Times -“For the past year, oceans around the world have been substantially warmer than usual. Last month was the hottest January on record in the world’s oceans, and temperatures have continued to rise since then... in Cambridge, England, Rob Larter, a marine scientist who tracks polar ice levels, (notes) ‘It’s quite scary, partly because I’m not hearing any scientists that have a convincing explanation of why it is we’ve got such a departure,’ he said. ‘We’re used to having a fairly good handle on things. But the impression at the moment is that things have gone further and faster than we expected. That’s an uncomfortable place as a scientist to be.’ ” Article link here.

Is It About Temperature Increases or Wild Destructive Weather Events? - Kevin Trenberth – World Scientific - “The obsession with 1.5○ C extends to arguments that the world may be able to overshoot the value and then return to it later, using some form of negative emissions. This is linear thinking and works only in the simple models used for this sort of exercise. How does one undo the huge thawing of permafrost that spews copious amounts of methane into the atmosphere as the carbon in soils decays? How does one undo a hurricane and its damage? Funding To Study “Doomsday Glacier” Running Out – Bob Berwyn – Inside Climate News – If all the ice of Thwaites Glacier melts, it would raise average global sea level about 2 feet. Knowing how fast the ice in West Antarctica will melt and raise sea level in the coming decades is critical information for tens of millions of people in low-lying coastal areas around the world who need to adapt to sea level rise. NY GEO is the driving force in the mass adoption of Ground Source (Geothermal) Heat Pumps for residential, commercial, and utility-scale heating and cooling in New York State. NY-GEO's mission is to grow the geothermal heat pump industry and develop its workforce while educating policymakers building/property developers and residents about the benefits of geothermal heat pumps.
