Draft 2020-2024 Federal Consolidated Plan

The California Department of Housing and Community Development (HCD) has released the State of California Draft 2020-2024 Federal Consolidated Plan for public comment. 

The plan will allow HCD to administer funding for the following federal housing and community development programs:

  • Community Development Block Grant
  • HOME Investment Partnerships
  • Emergency Solutions Grants
  • National Housing Trust Fund
  • Housing Opportunities for Persons with AIDS (administered by the California Department of Public Health)
The plan also references separate plans for HUD's disaster programs:
  • CDBG Disaster Recovery (CDBG-DR)
  • Natural Disaster Resiliency (CDBG-NDR)
The plan has been updated to include placeholder information for potential future  Coronavirus Aid, Relief, and Economic Security Act (CARES Act)  funds.

The Draft 2020-2024 Federal Consolidated Plan includes five chapters:
  • Chapter 1: Outlines public engagement on the planning process
  • Chapter 2: Needs assessment to evaluate data driven community needs across the state
  • Chapter 3: Market analysis that gauges market resources to help address community needs
  • Chapter 4: Five-year strategic plan that outlines the long term priorities and goals for the plan
  • Chapter 5: First-year action plan that provides the method of distribution for the 2020-2021 HUD funds

The Draft 2020-2024 Federal Consolidated Plan is now available for public comment.

45-day public comment period begins
April 23, 2020 and ends Monday, June 8, 2020 at 5:00 p.m.

The Consolidated Plan is the five-year planning document that provides guidance on how to prioritize the State of California's funds from the Department of Housing and Urban Development (HUD), and includes the first year Action Plan for 2020-2021. The plan also describes how federal funds will be used to address the needs of low- and moderate-income communities and improve the quality of life for Californians.
