WELCOME TO 2019
Thank you for all that each of you do for our industry. Every single day you have the opportunity to serve in some capacity as a broadcaster. As we enter 2019, I am honored to serve this organization as your elected Chair. This past year saw several transitions. Several of us have come to realize that, as our industry evolves, disruption is the new normal. Many of us have realized the value of a team approach to advocacy and transition. And all of us understand the tremendous value of local content!

In the coming year there will no doubt be additional challenges that require advocacy and a focused approach to problem-solving. Along with our friends at the NAB, the KBA will continue to fight in the best interest of our industry. Even though some of us are fierce competitors for advertising revenue, we are a united team when threats arise to the health and well-being of our members. Please do not hesitate to contact your district representatives (or any of us) with any questions, comments, or needs.

It is an honor to serve each of you in 2019!

David Brinkley
2019 KBA Chairman

PRESIDENT'S COLUMN
WHAT DOES THE FCC SHUTDOWN MEAN TO KY
Chris Winkle
President/CEO
As the government shutdown closes in on two weeks, the FCC was ordered to close their doors at midday on Thursday. What exactly does the closing of our industry’s regulatory agency mean to broadcasters here in the Commonwealth? Actually, a lot. Especially in terms of the quarterly issues that are required to be uploaded by stations to the Commissions Online Public File no later than January 10th. However, as the FCC closed up shop yesterday, so did the online public file. As a result, stations cannot upload their quarterly filings until the government shutdown ends. One small upside, however, is that the public side of the public file website is also closed. That means the public can’t review a station’s public file either.

While the FCC staff indicates that stations won’t be penalized for not being able to upload quarterly issues files, don’t mistake this as an opportunity to neglect your responsibilities. In fact, the Commission has said in general that filings due while the government is closed will be due on the second day of the FCC being reopened. Moral to this story: don’t wait for the shutdown to end, please be proactive and have your station's quarterly issues finished and ready to upload no later than January 10th.

As media vehicles and platforms proliferate, advertisers are challenged with reducing their brand messages into shorter and shorter unit lengths: Fifteens? Sixes? It’s a daunting task to fit a coherent and compelling advertising message into those tiny packages. But Chris Smith, veteran writer and creative director at The Richards Group in Dallas, uses an entertaining mix of radio spots of varying lengths to illustrate the storytelling techniques that will help you tell compelling brand stories in any spot. Yes, even a 6-second one.
