Governor Kelly Announces Kansas Rural Health Innovation Alliance Appointments


TOPEKA – Governor Laura Kelly today announced 14 appointments to the Kansas Rural Health Innovation Alliance (KRHIA), a newly created alliance of stakeholders tasked with overseeing the application and implementation of Kansas’ Rural Health Transformation Program (RHTP). 

The passage of H.R. 1, which instituted significant funding and coverage cuts to Medicaid and further threatens the viability of rural hospitals, also included the $50 billion for the Rural Health Transformation Program. 


“The Kansas Rural Health Innovation Alliance will play an instrumental role in ensuring that Kansas communities receive the maximum support and funding for their rural hospitals and health care facilities that stand to lose so much from federal funding cuts,” Governor Laura Kelly said. “The organizations selected for the alliance have demonstrated an understanding of the challenges rural communities face in accessing health care, and a commitment to solving those challenges. I look forward to working with them as we navigate this important process.”  


KRHIA will work with Kansas’ RHTP application development team as it advances through the application process and distribution of RHTP funding. The RHTP application must be submitted by November 5 and then the Centers for Medicare and Medicaid Services will announce the funding awards by December 31.

KRHIA members will provide feedback on Kansas’ application and help develop key elements of the RHTP plan that will support the continued delivery of rural healthcare in Kansas.  

The goal for Kansas’ application is to support our rural health systems, communities, and patients in a holistic manner by improving access and outcomes through workforce development, education, systems change, and technology.

Federal Government Shuts Down: What It Means for Long Term Care


As you may have seen in the news, Congress was unable to pass a government spending package by its deadline of midnight Tuesday, September 30, resulting in a government shutdown. Fortunately, at this time, we anticipate minimal impact on long term care. Medicare and Medicaid are mandatory health program payments that continue even during a lapse of appropriations.  


The U.S. Department of Health and Human Services (HHS) has a contingency plan to maintain necessary staffing and funding for certain programs during this time. This includes continuing Medicare and Medicaid payments  to providers and states. There may be slight delays in payments, waiver approvals, and technical assistance due to fewer federal staff available to do this work, but we do not anticipate serious disruptions. The same is true for HUD programs, such as section 232 loan servicing. If the government shutdown is prolonged, we will keep you posted.  


Given the reduction in federal staff, rule-making and other policy development may be delayed. CMS survey and certification surveys will focus on serious, complaint investigations, and other survey activities (recertification, initial and less serious complaint investigations) by federal staff will be suspended. See a summary of CMS activities during a lapse in appropriations.

Additionally, the CDC’s final recommendations for the COVID vaccine this season may also be delayed due to the shutdown. While the Advisory Committee on Immunization Practices released their recommendations earlier this month, the CDC must issue its final recommendations.


Furthermore, some residents may have telehealth access reduced due to waivers that expired on September 30. This may require rescheduling visits to in-person until the budget issues are resolved. CMS has also directed all Medicare Administrative Contractors to implement a temporary telehealth claims hold, which is standard practice during a partial shutdown. Providers may continue to submit claims during this period, but payment will not be released until the hold is lifted. AHCA/NCAL is part of a coalition of providers and consumer groups advocating to extend—and make permanent—these telehealth flexibilities. We will continue to encourage lawmakers to reach a swift resolution and restore telehealth access.

CMS just released a new QSO memo on surveys during the Federal Government Shutdown (QSO- 26-01-ALL). 


KDADS confirmed that nursing home surveys have been halted except for complaints at a high level. They also confirmed they completed current surveys on Tuesday, so providers will not be impacted mid-survey.

Resources Provided For Understanding Freedom To Invest In Tomorrow’s Workforce Act


Provider Magazine (9/25, 151K) reported, "As noted previously, the association supports the bipartisan Freedom to Invest in Tomorrow’s Workforce Act," which "would expand qualified expenses under 529 savings plans to include postsecondary training and credentialing, such as licenses and professional certifications, books, and testing costs related to workforce training programs." The Power of Associations created "a FAQ and resources about 529 Plans and this expansion to cover eligible postsecondary credentialing programs."
