A Message from the President & CEO Linda MowBray: Our Kansas Commitment
Today is Friday, March 28, 2025, Yesterday was day 50 of the 2025 Legislative Session. Day 51 will occur when the Legislature returns on April 10, 2025, to start the veto session.
The Senate wrapped up their business Thursday evening around 9:45PM.
One of the last pieces of business for the day included the Legislative Budget- including a full rebase and $20 per day Medicaid add-on for Nursing Homes. The Senate passed the budget on a vote of 24 Yea and16 Nay. This was closer than we wanted but it passed, none the less.
The House wrapped up their business Thursday evening shortly after 11:30 PM.
The Legislative Budget considered by the House also included a full rebase and $20 per day Medicaid add-on for Nursing Homes. The House passed the budget on a vote of 89 Yea and 36 Nay.
The Budget now moves on to the Governor.
Once it is presented to the Governor, she will have 10 days to sign, veto all or part of it or let it become law without her signature. Governor Kelly does have the ability to use “line-item veto” power and veto certain areas of the bill.

In United States government, the line-item veto, or partial veto, is the power of an executive authority to nullify or cancel specific provisions of a bill, usually a budget appropriations bill, without vetoing the entire legislative package. The line-item vetoes are usually subject to the possibility of legislative override as are traditional vetoes.
The House has enough votes to override a veto while the Senate does not. We will keep you up to date on the status of the budget.
The next Bob Bethell Joint HCBS and KanCare Oversight Committee will be April 14, 2025. Please let us know as soon as possible if you are having issues with KanCare or the MCOs so we may bring them to the Committee’s attention.
