A Message from Mark Parkinson


It’s no secret that I will retire at the end of this year. Following my announcement, a dedicated CEO selection committee has been working hard to find the right person to lead the next chapter of AHCA/NCAL. 


And the good news is that they’ve done exactly that.  


I’m very pleased to share with you that Clifton J. Porter, II has been appointed the new President and Chief Executive Officer, effective Fall 2024. Many of you know Clif and have worked with him in his role as Senior Vice President of Government Relations at AHCA/NCAL over the past 10 years where he has successfully led the organization’s legislative agenda and advocacy efforts.

I’ve known Clif for many years, and I have no doubt he will also be successful in this new role. He has been serving the needs of seniors in long term care for more than 35 years, beginning as a nursing home volunteer and then starting his career as an administrator in training at a skilled nursing facility. Clif also served as administrator of several SNFs before becoming a regional director of operations for a large-urban market. Before joining AHCA/NCAL, he was Vice President of Government Relations at HCR ManorCare (now ProMedica Senior Care) for nearly 10 years. 


Throughout his tenure at AHCA/NCAL, Clif has been a key leader in many legislative accomplishments, including securing billions of dollars in life-saving resources to support members throughout the pandemic. He recently received the McKnight’s Long-Term Care News Industry Ally Award and made The Hill’s Top 100 Lobbyists for his advocacy efforts. 


I would also like to share a few thoughts about Clif that can’t be found on his resume. 


Clif is a true leader. He is smart, strategic, and takes the time to listen. Most important, Clif has spent years working in nursing homes. He knows what you face every day and every night. He knows the joys and the frustrations. He understands the issues that you face and can bring together the right people and strategies to win those issues. Yes, he is one of the most influential lobbyists in D.C. On top of that he is one of us. I am confident he will lead the profession to future success and give you the ability to deliver high quality care.


When Clif takes over this fall, I will be there to support him and this transition in any capacity that is helpful. Suffice it to say, you aren’t getting rid of me just yet. But no matter what, I fully believe that Clif is the right person to lead long term care into the future.

Does it surprise anyone that F677 ADL Care Provided for Dependent Residents is in the top 10 deficiencies in both standard surveys and complaint surveys? The regulation says, “A resident who is unable to carry out activities of daily living receives the necessary services to maintain good nutrition, grooming, and personal and oral hygiene. Surveyors use The Activities of Daily Living Critical Element Pathway to determine compliance or noncompliance.

Electrical Panel Clearance 


Electrical panels are an essential component in any facility. When looking into electrical panel clearance safety, you need to start by looking at the requirements put in place by the national electric code, or NEC.


One of the main things that the NEC 110.26 specifies is that all electrical panels must have enough room around them that someone working on the equipment will have the room to safely access everything they need. This is necessary for all types of work including examination of the electrical panel, adjusting the electrical panel, servicing the electrical panel, and of course, performing maintenance on the electrical panel.
