We commemorated Fair Housing Month this April with a free virtual training presented by KHRC's Senior Compliance Officer, Tim Herrman. The session provided a review of Fair Housing basics, Section 504, Reasonable Accommodations, Assistance Animals, new legislation, and updated HUD guidance.

Federal Eviction Moratorium extended through
June 30, 2021
Despite several court rulings declaring the measure unconstitutional, the Centers for Disease Control and Prevention (CDC) extended its eviction moratorium, further preventing the eviction of tenants who are unable to make rental payments.

The moratorium that was scheduled to expire on March 31, 2021 is now extended through June 30, 2021. On April 6, 2021, HUD released updates to its Multifamily Q&A for COVID-19 and CDC Order to Temporarily Halt Evictions Q&A.

Procorem Updates

The LIHTC/HOME Procorem Tenant Event Portal recently changed! New fields in the portal became available on April 23. They are:

  • Federal Rental Assistance Amount
  • Federal Rental Assistance Source
  • Other Non-Optional Charges

Section 8 rental assistance is to be captured in the Federal Rental Assistance field and the appropriate source selected from the dropdown. The Non-Federal Rental Assistance field should indicate $0.00 if none is received. The same applies to the Other Non-Optional Charges field. If the property is charging a monthly Non-Optional Fee, include the amount there, otherwise enter $0.00.
HUD Releases Housing Notice N-2021-01:
Continued Availability of Funds for COVID19 Supplemental Payments (CSP)

On April 13, 2021, HUD announced the continued availability of supplemental operating funds for Section 8 properties to prevent, prepare for, and respond to COVID-19 and establishes an application process for owners of properties assisted under this program to request funds for one or more of these purposes. The guidance includes an April 26, 2021 filing deadline for owners. The third request period covers expenses incurred through March 31, 2021.

  • 2021 Income Limits have been published. They were effective April 1, 2021.
  • HOME and National Housing Trust Fund Annual Reports are due May 15.
