Kaufman County Progress Update


Kaufman County, Texas

Amidst the scorching Texas summer, Kaufman County continues to make significant strides in its development and improvement projects, demonstrating a commitment to the betterment of the community and the well-being of its residents. From judicial expansions to transportation upgrades, the county remains focused on progress and growth. Let's take a closer look at the latest developments across the County.

Justice Center Expansion Nears Completion

The highly anticipated Justice Center Expansion, located at 1902 US Highway 175 in Kaufman, is on track to open its doors in September 2023. This ambitious project will accommodate the Adult Probation Offices, Precinct 1 & 4 Justice of the Peace Courts, Precinct 1 & 4 Constables offices, and Pretrial offices. The expansion promises improved access to justice and streamlined court operations, strengthening the County's legal infrastructure.

Sheriff’s Substation Set to Enhance Law Enforcement

As part of its efforts to enhance public safety, Kaufman County is gearing up to open a new Sheriff's Substation near North Forney High School in late August. This strategic location will bolster law enforcement presence in the area and facilitate quicker response times. The Forney Independent School District's generous land donation and bond-funded construction have made this project possible.

Historic Courthouse Renovation Preserves Heritage

Preserving its historical heritage, Kaufman County is currently renovating the iconic Historic Courthouse. The project aims to maintain the building's architectural significance while ensuring its functionality meets modern standards. The County's dedication to preserving its history will allow future generations to appreciate this cherished landmark. The project is still in the design phase as the designers continue to meet with County leaders and department heads to ensure their needs are met.

New District Court and Judge Appointment to Strengthen Judiciary Services

Kaufman County proudly announces the successful establishment of a new District Court, that will be designated as the 489th Judicial District Court, as a momentous achievement in strengthening the local judicial system and significantly improving access to justice for all county residents. With Kaufman County experiencing unparalleled growth as the fastest-growing county in the nation, the addition of this new court is a vital step to meet the pressing demand for efficient administration of justice.


This, the County's 3rd Judicial District Court, will compliment the existing 86th District Court under the Honorable Judge Casey Blair and the 422nd District Court under the Honorable Judge Shelton Gibbs. This much-needed milestone will help alleviate the burden of the mounting caseloads, ensuring a fair and timely resolution of cases for the growing population.


The vision of this new court became a reality through the unwavering efforts of State Representative Keith Bell, who championed the cause and collaborated tirelessly with his colleagues in the Texas Legislature to pass House Bill 3474. The bill received the seal of approval from Governor Greg Abbott on June 13, 2023, marking a turning point for the County's judicial system.


Criminal District Attorney Erleigh Wiley emphasizes the significance of the 489th Judicial District Court, citing its pivotal role in enhancing the county's ability to effectively address the increasing workload resulting from the unprecedented growth in the County.


"As our county continues to flourish, this much-needed court will play a crucial role in expediting legal proceedings, ensuring a fair and timely resolution of cases, and ultimately bolstering the seamless flow of justice for all residents," said Criminal District Attorney Erleigh Wiley. "Our dedicated investigators, prosecutors, and all those who diligently serve in the judicial system of Kaufman County wholeheartedly appreciate the foresight and recognition demonstrated by the Commissioners' Court in addressing the pressing need for this court. Additionally, our gratitude extends to Representative Keith Bell, whose unwavering dedication and efforts in carrying the torch for Kaufman County resulted in the successful passage of this essential bill."


Representative Keith Bell, a strong advocate for the creation of the 3rd Judicial District Court, led the omnibus bill HB 3474 through the legislative process, celebrating a significant victory for Kaufman County.

The establishment of the 489th Judicial District Court marks a significant advancement for Kaufman County's justice system. By effectively managing the caseload and expediting legal proceedings, this new court will enhance access to justice for all residents. Commencing on September 1, 2023, the County's 3rd Judicial District Court will contribute to the fair and timely administration of justice, fostering a stronger and more accessible legal system for the flourishing community of Kaufman County.

Commissioners' Court Approves Proposed FY 2023-24 Budget

The Kaufman County Commissioners' Court approved the FY 2023-24 Proposed Budget on Tuesday, August 1, 2023. See Proposed Budget HERE: Commissioners have been working on the budget hearing requests from elected officials, department heads, and non-profit organizations that have received previous funding. The County aims to approve the final budget and tax rate before the end of August, ensuring responsible financial management.

BURN BAN IN EFFECT FOR KAUFMAN COUNTY

The Kaufman County Commissioners' Court has issued a burn ban for Kaufman County effective Tuesday, August 1, 2023 until further notice. All outdoor burning is prohibited including fires used for recreation, ceremony, disposal, and land clearing. The burn ban which will remain in effect until October 30, or until drought conditions improve, carries with it a violation of a Class C misdemeanor, punishable by a fine of up to $500.


The burn ban does not apply to: 

• Fires that are used for cooking (grills & smokers) 

• Firefighter training 

• Fires related to public health and safety if authorized by Texas Commission on Environmental Quality (TCEQ) 

• Fires related to public utility, natural gas pipeline, or mining operations

• Fires related to planting or harvesting of agricultural crops 

• Burns that are performed by a prescribed burn manager if it meets the standards set forth by the Natural Resources Code

Fire Marshal Streamlines Outdoor Burning Permit Registration

To promote safe practices, Kaufman County has introduced a new registration process for Outdoor Burning Permits. This streamlined system will help manage controlled burns and reduce potential risks associated with outdoor burning, safeguarding both residents and the environment. As summer temperatures rise and the drought conditions threaten to worsen, Kaufman County is being pro-active in managing outdoor burning.

Street Crimes Unit Takes on Community Safety

Kaufman County law enforcement agencies have joined hands with the Texas Anti-Gang Center to establish the Street Crimes Unit. This cooperative effort addresses street crime issues, including gang activity and juvenile crimes, while also tackling the illegal possession of firearms. The program, funded by the State, provides resources for investigators, prosecutors, equipment, and training, enhancing community safety and security.

Free County-Wide Collection Event Set for August 5 in Kemp

Clean out your house and garage of unwanted items and bring them to us!

It's a great time to clean out that garage or patio and make room for your summer activities. This county-wide clean up event is FREE to all Kaufman County residents with proof of residency. (Drivers License, water bill.)


Who? Kaufman County residents only. Proof of residency will be required.

What? Free County-wide Cleanup Event

When? Saturday,

August 5, 2023, from 8 a.m. to 4 p.m.

Where? ECO Station, 6520 Plainview Dr., Kemp, TX 


Items taken at all locations for free during cleanup/collection events: Mattresses, Furniture, Appliances, Trash & Recyclables


NO CONSTRUCTION DEBRIS/DUMP TRAILERS/NO ENCLOSED OR CATTLE TRAILERS.


Tires will ONLY be accepted for free on April 1st, April 15th, May 6th, June 10th & July 8th. (see schedule)

(Limit 10 per household until truck is full. Passenger vehicle tires only. NO RIMS ALLOWED.)

Kaufman Convenience Station will be open for you to bring items that are not being collected at the free event.

Transportation Projects Enhance County Mobility:

Progress is evident on various transportation projects throughout the county. The completion of County Roads 4042 and 4043 in Kemp marks successful milestones. Additionally, upcoming road improvements, including CR 4044, 4045, and 4059, as well as work on TxDOT Roads, promise enhanced mobility for Kaufman County residents and visitors alike. As summer heats up, so does the spirit of progress in Kaufman County. The collaborative efforts of local authorities, community leaders, and residents have proven instrumental in driving these developments forward. TxDOT Roads in Kaufman County

  • Terrell - Highway 34 between Airport Road - various lanes closed and down to 1 lane.
  • Terrell - US 80 and SH 205/FM 148 intersection - Intersection improvements to increase the capacity and improve safety at the intersection and the adjacent railroad crossing on FM 148 south of US 80, including full traffic signalization. Project is underway with estimated completion in August 2024.
  • Crandall - From FM 148 to CR 4104 - Construct new 2-lane frontage roads; convert existing frontage road from 2- lane, 2-way to 2-lane, 1-way frontage road and ramp modifications. Estimated completion Summer 2023.
  • Kaufman - FM 1895 between 1836 & Bus. US 175.
  • Kaufman - Construction of new 4-lane roadway connection for new Kaufman County justice Center. Construction begins late 2023.
  • Kaufman – FM 148 Bypass From US 175 to south of FM 3039. Construct new 2-lane undivided facility; add connection to proposed US 175 frontage road project. Construction is estimated to begin Summer 2023 and last approximately six months.
  • US 80 Widening - Reconstruct and widen from 4 to 6 main lanes and reconstruct 2/4-lane discontinuous to 4/6-lane continuous frontage roads from Lawson Road to FM 460. Project is underway with an estimated completion date of September 2026.
  • Forney - FM 740 and FM 548 from IH 20 to US 80 - Public meeting scheduled for July 11, 2023, from 5:30 to 7:30 p.m. at the Forney High School Cafeteria (1800 College Avenue, Forney, TX 75126).
