Forecasters estimate that El Niño conditions will develop in the next few months, and there’s a  70-75% chance  El Niño will be present through the winter. Most computer models are currently predicting a weak El Niño event.
October 1 is New Year’s Day for water in the U.S. west. This year, Californians were bidding farewell to a dry 2018 water year (October 2017-September 2018), which saw precipitation totals fall below the annual average for much of the state. 
The drought outlook for October shows drought is likely to continue or worsen across parts of the West while the Southwest may see drought conditions improve or even end. Georgia may also see drought develop or worsen.
