2025 Chairman
I would like to thank Rita Mahony for providing leadership to this organization in 2024 through a very active year and election season. I look forward to working with Rita, the Senior Officers Nick Lee and Nichole Weinman, Board of Directors, and BIA staff this year to further promote the production of housing in the San Diego region. The residential building industry and the San Diego BIA represent a significant workforce in the region that deserves to be recognized and appreciated for the process of providing homes of all types to people in San Diego County. The BIA values its many members and member companies, as that is the collective force that enables the organization to provide the much-needed advocacy for housing production. We believe that the organization offers many benefits to the membership with the aforementioned advocacy and with business connections, industry education, industry promotions and discounts, and friendships. In 2025 we will endeavor to better reach each of the employees of our member companies to include them in the process to create more housing. The theme of the Installation in 2025 is “Connected Through Housing”. That is the driver that brings this organization together through a variety of different components of the process. There will always be challenges in the process to create housing in the San Diego region.

Housing Affordability Crisis Deepens
Affordability remained unchanged for new homes but improved slightly for low-income families, with the CHI dropping from 77% to 75%. For existing homes, affordability improved for both median- and low-income families, with the CHI decreasing from 39% to 38% and from 79% to 75%, respectively.
The CHI also covers 176 metropolitan areas, showing severe cost burdens in 10 markets where families spend over 50% of their income on housing. The most burdened markets include San Jose, CA (85%), Urban Honolulu, HI (75%), and San Diego, CA (70%). Conversely, the least burdened markets are Decatur, IL (16%), Cumberland, MD-WV (18%), and Springfield, IL (18%)

Mayor Todd Gloria’s 2025 Plan: Overcoming Financial Hurdles and Prioritizing Committee Needs for Housing
In his 2025 State of the City Address, Mayor Todd Gloria outlined his vision for navigating San Diego through a challenging financial period while focusing on key priorities: safety, homelessness reduction, housing, and road repairs. He acknowledged the difficulty of making progress after the failure of Measure E, a proposed sales tax measure, and the need to address a $258 million budget deficit.
Mayor Gloria emphasized an optimistic and action-oriented approach, viewing the situation as an opportunity to reimagine city services. He announced immediate spending cuts, including a hiring freeze and halting non-essential spending, and plans to evaluate and potentially renegotiate city leases. He urged city departments to rethink their operations to focus on core services.
The mayor stressed the importance of addressing the budget deficit in 2025 without relying on one-time measures or external assistance. He reaffirmed his commitment to his core priorities, particularly increasing shelter options for the homeless, despite the financial constraints.
Mayor Todd Gloria has outlined several specific housing plans for 2025:
- Increasing Shelter Opportunities: The mayor is committed to opening new shelter facilities, including a new Safe Parking site at H Barracks, to provide more options for people to get off the streets.
- Permanent Housing Solutions: Continuing efforts to transition people from temporary shelters to permanent housing. Since taking office, City-funded programs have successfully placed nearly 4,700 people into permanent housing.
- Evaluating City Leases: Assessing and potentially renegotiating or terminating city leases to consolidate space and reduce costs, which can then be redirected towards housing initiatives.
These plans are part of a broader strategy to address homelessness and increase the availability of affordable housing in San Diego.

New Member Spotlight
Please join us in welcoming Kellie Anderson, as one of the newest associate members to the San Diego BIA.
Kellie comes to us from FirstService Residential and is the New Business Development Director for their So-Cal High-Rise Division. Kellie comes with 25 years of experience in the high-rise industry, and she herself, lives in a high-rise giving her position a little more credibility when speaking about the perks and challenges of this lifestyle. Kellie is originally from Minneapolis, MN. and says she moved West as soon as she graduated High School to escape to freezing Winter temperatures.
Kellie joined the BIA in hopes to learn more from industry leaders and make long-lasting business partnerships with other members to grow her professional networking circle. Kellie has joined the Membership committee and looks forward to helping recruit new members to the BIA.
Kellie says she is already seeing her networking base grow just from attending committee meetings and meeting other members which she finds very exciting. The one thing she says is challenging in meeting new members is that everyone is so busy and sometimes follow-up falls through.
All in all, Kellie says she is really enjoying her BIA membership and when asked 3 verbs that best describe her professionally, she says she is Dynamic, Strategic, and a Visionary. When not busy at the office closing deals, you can find Kellie exploring our Southern California “hot spots”, doing yoga, hiking, and of course eating at new restaurants as she is a self-proclaimed, “foodie.”
Next time you see Kellie at one of our BIA events or meetings, make sure to go up and say “hi”.
