Over the weekend, we learned that one of my colleagues, Rep. Harry Benton, resigned from the House and the November ballot over allegations of sexual harassment. Back in February of this year, the Speaker removed Rep. Benton from all committees, withdrew staff support, and prohibited him from participating in House Democratic Caucus meetings after receiving a complaint that he referred to the Legislative Inspector General for investigation. Last week, following established procedures the LIG provided both Speaker Welch and Rep. Benton with his report indicating the end of his investigation. While the contents of the report have not been made public, Speaker Welch responded to the report by calling for Rep. Benton’s immediate resignation and making clear that if he did not choose to resign he would initiate expulsion proceedings. As a member of the Legislative Ethics Commission, I am not yet privy to the details of the investigation or report at this phase of the process. Under the law, once the LIG delivered his report to Welch and Benton, that started a timeline that will eventually lead to the LEC making determinations about the report as well as whether it warrants publication. Rep. Benton resigned on July 3rd and indicated he would also be withdrawing from the ballot, but there’s been no public indication that he’s done that yet.
July 1 brought the beginning of state fiscal year 2027 and the implementation of this year’s budget. Our state’s $55.9 billion balanced budget was a bit of a mixed bag with some very good outcomes and some concerning ones as we look ahead to the next budget cycle with even more uncertainty about possible federal funding cuts on the horizon.
I was pleased that we were able to take up the long discussed digital advertising tax in this budget cycle, even though we know that anticipated litigation on the topic means we won’t see new revenue from the tax for a bit while the issue moves through the courts. We were also able to restore funds in several areas that were left out of the Governor’s proposed budget. Historically, when the Governor introduces his budget proposal, it doesn’t include any items that were added as legislative programs and that often sets off a round of communications about critical programs being cut, but it’s a normal part of the budget process for our budgeteers to go back through and evaluate programs for inclusion. There were several notable issues I was watching for restoration of funding for, including homeless prevention, HIV-AIDS funding, violence prevention funds, rate increases for home care workers, and several others. I was also pleased that after a pause of a year to study the impacts, we reinstated a property tax relief grant to school districts that are then required to abate property taxes for residents in the district. This component of our evidence based funding formula recognized that many of the poorest school districts had higher property tax rates than their wealthier counterparts. These grants were intended to provide relief to school districts struggling to achieve equity. The grant was paused last year to allow for a study of the effectiveness of the program and was funded for FY2027 after results showed relief was reaching those most in need, even if the amounts were insufficient to meet demand.
While I spent several years as one of our chambers’ budget leads, it’s been a few years since I’ve been part of our negotiations. I’ve compiled a few different budget summaries that I found helpful from fellow members as well as advocates to share since it’s pretty much impossible to summarize the budget in a way that gives everyone the information they're looking for. If you have specific budget items you’d like more information about, please let us know and we’ll gather the relevant information.

As we head into the heart of the summer, I’m looking forward to joining the team tabling at street fests, fairs, and farmers markets. We’re also working on setting up some coffee chats for the duration of the summer and should have some news on that soon. Speaking of coffee shops, a neighbor recently encouraged me to check out Monarch Community Cafe on Clark Street and I was so glad I did. I think they’ve been open about a month and the bright, airy space has plenty of comfortable seating whether you want to hang out on the couch and chat or are looking for a space to work solo or with coworkers. I had the signature drink, The Monarch which was a delicious iced brew with milk, cinnamon, and honey that was delightful. Candace had the espresso milkshake which was beyond decadent. Add a delicious pastry from their friends at pHlour Bakery (holy cow that tomato basil danish was beyond amazing) and you’ve got the perfect morning. Have you found a cool new gem in the neighborhood you can’t wait to go back to? Let us know and maybe we’ll add it to our coffee chat rotation!
