2027 Budget Charts Course for County’s Future

On Tuesday night, it was my honor to deliver my 2027 budget address to the County Board, with a focus on moving the county forward while being mindful of protecting taxpayers.

I’m pleased to present a budget that continues support for essential services, employees, infrastructure, economic development, and the county’s overall financial condition.

Among the highlights of the budget:

  • Two new detective positions in the Sheriff’s Office to create a dedicated unit to investigate Internet Crimes Against Children.
  • Funding for the construction of much-needed shoreline restoration work on the Kemper Center Grounds and a remodeling project that will create a true west-end outpost for the Sheriff’s Office at the County Center in Bristol.
  • Construction of a new public safety communications tower on the west end, which will address coverage gaps in Twin Lakes, Randall, and Wheatland.
  •  Planning for future infrastructure projects, including further phases of Highway K (60th Street) expansion from 94th Court to 128th Avenue and work to improve and protect Highway W from Fox River erosion and flooding north of Wilmot.

The budget does all of this while keeping the tax levy increase below 3 percent, which I’m proud to have accomplished with all five of the budgets that I’ve presented since taking office as your County Executive. Kudos to the Finance team and county department and division heads for helping craft a budget I am proud to say meets the needs of residents countywide while charting a course for the county's future.

The budget is now in the hands of the County Board of Supervisors and will go to County Board Committees for review throughout October.

A Public Hearing will be held Nov. 4 and adoption of the budget by the County Board is scheduled for Nov. 5.

Update on Battery Energy Storage proposal in Wheatland

Robin Energy LLC on Sept. 30 filed an application with the Wisconsin Public Service Commission to construct a 200-megawatt battery energy storage facility in the Town of Wheatland.

As I noted in a statement the following day, I am disappointed that Robin Energy has decided to sidestep our countywide moratorium on Battery Energy Storage Systems by filing its application with the state. I stand with the people of the Town of Wheatland and other Kenosha County residents in opposition to this project.

County Board Chairman Mark Nordigian and Supervisor Erin Decker also released a joint statement in opposition to the project.

Celebrating our Ceremonial Courtroom

Thank you to everyone who joined us at this past Sunday's open house in Kenosha County's newly restored Ceremonial Courtroom!

A special thanks to Ben Woods and the Prairie String Quartet with the Courtroom Players, who gave a stirring performance of "Lovers of Liberty," an original composition that tells the story of the history of the courtroom and the Courthouse building.

For those who missed the open house, you'll have another opportunity to see the courtroom on Saturday, Nov. 7, when the Courthouse will be a stop during Keys to Kenosha, a self-guided tour of notable sites in the community. We hope to see you there!

Kudos to Caregivers

I was honored to join in the Kenosha Long-Term Care Workforce Alliance's recent Caregiver Recognition Luncheon, where I presented a proclamation for Long-Term Caregiver Day.

As the proclamation notes, these workers in nursing homes, home care, assisted living, hospice, and other long-term care agencies provide quality care and a quality of life for our elders and people with disabilities.

They are true unsung heroes in our community! Thank you to all those who do this important work!

Honoring our Public Works Staff

Late last month, the county’s Department of Public Works and Development Services came together for an Employee Appreciation Luncheon filled with food, fellowship, and well-deserved recognition.

The event celebrated employees reaching milestones from one through 30 years of service to the county. Their experience, dedication, and daily contributions are essential to the services that the county provides throughout the community!

Foundation Grows More Roots

Yesterday, I joined in a tree-planting ceremony on Kenosha’s lakefront in celebration of the 100th anniversary of the founding of the Kenosha Community Foundation.

The event also celebrated Elizabeth K. Brown, who, along with her family, has a long history of philanthropic generosity in the community.

Congratulations to Betsy and the Foundation for the work they continue to do to benefit individuals and institutions in Kenosha County.
