Senate Bill 3 will attach the Kentucky Agricultural Development Board and the Kentucky Agriculture Finance Corp. to the Kentucky Department of Agriculture (KDA). "This idea has long been a subject of discussion," Kentucky Agriculture Commissioner Dr. Ryan Quarles said. "Consensus emerged in the last year that this is a reform whose time had come."
Kentucky averages 46 inches of precipitation each spring. The southern part of the state receives the most average rainfall, about 50 inches, while the north averages 40 inches.
