Kentucky Public Service Commission
names Executive Director
FRANKFORT, Ky. (Oct. 2, 2017) - The Kentucky Public Service Commission (PSC) has named Gwen R. Pinson as its executive director. Before coming to the PSC, Pinson was the executive director of the Office of General Counsel in the Finance and Administration Cabinet. She succeeds Talina Mathews, who in July was named to serve as a PSC commissioner by Governor Matt Bevin. (

Kansas Rural Water Association Stands Up for Rural Development Water Programs in U.S. Senate
: On Thursday, General Manager Elmer Ronnebaum testified before the U.S. Senate Agriculture Committee to advocate for continued funding for USDA's water programs.
The White House also provided witnesses for the hearing who were questioned on the Administration's proposal to eliminate the programs in their budget proposal. Congress restored the funding in fiscal year 2018 (documentary). However, it is likely the White House will re-propose the elimination of the rural water initiatives in their fiscal year 2019 budget proposal in February.
Privatization Roundup
: Last Tuesday, Aqua America's CEO and vice president of the National Association of Water Companies explained to the House Transportation and Infrastructure Committee how private water companies are a solution to small and rural communities' water issues through federal consolidation policy (

). On Tuesday, the Washington Post reported that the President has backed off his belief that the private sector can be the source of his infrastructure plan ( WaPost). NRWA has been supporting the President's call for a new infrastructure initiatives (NRWA in the U.S. Senate), however, the association has raised concerns with relying on private financing for rural and small utility infrastructure (NRWA). On Friday, the Financial Times published an op ed titled, "The pendulum swings against privatization," stating, "privatization proponents mention the galvanizing effect of the profit motive, or the entrepreneurial spirit of private enterprise. Opponents talk of fat cats and selling off the family silver... It is hard to see how water companies will ever truly compete with each other; the logic of geography suggests otherwise. All this matters because the broad lesson of the great privatization experiment is that it has worked well when competition has been unleashed, but less well when a government-run business has been replaced by a government-regulated monopoly (FT)."

Green River Valley Water District
holds Open House
The Green River Valley Water District held an Open House and Ribbon Cutting at its new facility on Hwy. 218 on Friday, Sept. 15. When the district began in 1962 it had 312 customers. Today, the district has more than 7,000 customers and wholesales water to the Larue County Water District, the Green-Taylor Water District, Caveland Environmental Authority and the cities of Bonnieville, Horse Cave and Munfordville.
The original District Board of Directors included Chairman R.E. Palmore, Sr., Treasurer S.E. Terry, Secretary Donald McDonald, Russell Greer, Frank E. Gunn, Sr., Attorney Terry Hatchett and Manager Elroy Larimore.Current Board members include Chairman Phillip Doyle, Vice-Chairman Ray Branstetter, Secretary/Treasurer John Bunnell, Leland Glass, Pat Tucker, Attorney Pat Ross and Manager David Paige. Manager Paige said in a program statement, "Our commitment to you is to provide a safe, clean and reliable supply of drinking water. We want to assure you that we will continue to monitor, improve and protect the water system and deliver a high quality product.

In 1997, the Kentucky Division of Water launched its watershed management program. This program was a public outreach effort to promote the new watershed management plan and enlist volunteers to help in the assessment of the waterways in Kentucky. Since 1997, Watershed Watch in Kentucky has trained nearly 4,000 volunteers and currently has approximately 2,000 volunteers that continue to sample across the state. There are monitoring stations in Kentucky, Virginia, West Virginia and Tennessee.
Watershed Watch offers training to citizens interested in water quality. Volunteers are trained on how to take a qualified water sample that is analyzed by professional labs. They are also trained on how to collect basic water quality field data, consisting of dissolved oxygen, pH, temperature and conductivity. Volunteers can also be trained to perform biological and habitat assessments.
