Board Member Spotlight: Walter Gardner
Mayor Walter M. Gardner, Jr. was first elected to the Warrenton Board of Commissioners in 1989. While serving as Mayor Pro-Tem in 1997, he was appointed Mayor to fill the unexpired term of former Mayor W. A. Miles. Elected Mayor in the general election later that year, he is currently serving his 23rd year in office. Mayor Gardner is President of Warrenton Insurance Agency, Inc. of Warrenton. Born in 1955 and raised in Warren County, he is active in his local church and community. Having followed in his father's footsteps in business, he also grew up in the Warrenton Rural Volunteer Fire Department, of which his father was a charter member. Now having served 47 years in the department, he is the current Fire Chief of 18 years and was named the North Carolina Volunteer Fire Chief of the Year in 2008 by the NC Association of Fire Chiefs.

Named one of Five Outstanding Young North Carolinians in 1986 during his 20-year involvement in the North Carolina Jaycees, Mayor Gardner continues involvement in the Warrenton Lions Club, serves on the Board of Visitors and former Trustee of Chowan University in Murfreesboro, NC and is appointed to various local and state boards and commissions. He has served on the NC State Fire & Rescue Commission through an appointment from the North Carolina League of Municipalities since 2002.

Residing in Warrenton with his wife, Mishew, he has two children. Kelly, a graduate of East Carolina University, lives in Raleigh, and Brian, a graduate of Vance-Granville Community College, resides in Warrenton. There are four grandchildren, plus Mishew has a step-daughter Robin with a grandson in New Mexico. Walter and Mishew enjoy traveling and spending time on Lake Gaston.
Staff Spotlight: Michael Kelly, Planning & Development Director
Michael Kelly serves as the Kerr-Tar COG Planning & Development Director and has been with the COG for almost 5 years. He enjoys interacting with our elected officials, local government staff, and residents to best meet the needs of their particular communities. When asked what one of his proudest accomplishments was, Michael mentioned the Kerr-Tar's inaugural Economic Development Summit, Focus 20/20, featuring Doug Griffiths, former politician, and now community motivational speaker, and author of 13 Ways to Kill Our Community. A fun fact about Michael is that when he was younger, he served as a news reporter on Kids News, which aired Saturday mornings on WRAL. We have our very own reporter here at the COG!

Deaf & Hard of Hearing Webinar
The NC Department of Health and Human Services (DHHS), Deaf and Hard of Hearing Division, will be providing a free webinar via Zoom on March 25 at 12:30 pm. The webinar is entitled, "Can You Hear Me?" This informative presentation will focus on hearing loss and late deafness in seniors, including information on financial assistance programs and assistive technology. Please note this webinar will use interpreting (voice to sing and sign to voice) and English captioning.

AARP Community Challenge
The application period for the 2021 AARP Community Challenge is now open! This challenge provides small grants to fund quick-action projects that can help communities become more livable for people of all ages. Applications are accepted for projects to improve public spaces, housing, transportation, civic engagement, coronavirus recovery, diversity and inclusion, and more. Applications are due by 8:00 pm (EST) on April 14, 2021.

Long Term Care Ombudsman
Kim Hawkins, Regional Ombudsman, continues her services. She and her volunteers are scheduling virtual visits with residents and staff. PLANNING & DEVELOPMENT
New Staff Member: Kisha High
Kisha High joins Kerr-Tar Regional Council Of Governments (COG) as the Safe Routes to School Coordinator. She holds a B.A. in Psychology, from North Carolina Agricultural and Technical State University, and a M.A. in Gerontology, from The University of North Carolina at Charlotte. Prior to coming to Kerr-Tar Regional COG she worked closely with Wake County Public School System in the transporting of 1200 special needs students daily for 10 years. Her interest lies in helping provide access to education for all children. In her new role as coordinator, she will support initiatives that provide safe routes to school for the students of Franklin, Granville, Person, Vance, and Warren Counties. 
 
Kisha resides in Franklin with her husband and two children. In her free time, she enjoys long walks with her family and travelling. 
Kerr-Tar Rural Planning Organization
The next KTRPO joint TAC/TCC meeting will be held Thursday, March 25, 2021 from 3:00-5:00 pm via Zoom. Further details, including the agenda will be provided to members as the meeting date approaches.
Members of the KTRPO TAC and TAC Alternates are required to submit Statements of Economic Interest (SEI) and Real-Estate Disclosure (RED) forms annually to the North Carolina State Ethics Commission. The annual due date for the Commission to receive these documents is April 15. The Ethics Commission is strongly encouraging all TAC and TAC Alternates to submit these forms electronically via the following LINK, as Commission staff will not be in the office to accept paper forms.
NCDOT Announces CMAQ Applications
The NCDOT's Transportation Planning Division--Congestion Mitigation Air Quality Program announces a call for CMAQ projects for FY 2022. Statewide and regional projects will be funded through an allocation. The allocation for the KTRPO for FY 22 is $505,265.

If your community is interested in submitting a CMAQ project aimed at reducing transportation emissions and improving air quality, please contact the KTRPO. The eligible CMAQ Counties in the Kerr-Tar Region are: Franklin, Granville, and Person County. All CMAQ applications are due by March 15, 2021.
Visit NC Farms Mobile App
The Council of Governments along with our Cooperative Extension Offices are still accepting applications for inclusion onto the the region's Visit NC Farms Mobile App. Since the pandemic, many of our region's farms and Farmers' Markets have adapted the ways they conduct business or offer products.

If you are a local farmer, local food producer, a restaurant using local foods, or offer local goods, please contact your local Cooperative Extension Office or Council of Governments for details about being included onto the mobile app.

The app is available to download for free in the Apple App Store or Google Play Store.
Transportation for COVID-19 Vaccine Appointments
Are you a resident int he Kerr-Tar region in need of transportation to and from you COVID-19 vaccine appointment? The North Carolina Department of Transportation and Department of Health & Human Services are pleased to announce transportation assistance to COVID-19 vaccine appointments through local transit agencies. Residents in Vance, Franklin, Granville, and Warren Counties may contact KARTS at 252-438-2573, and residents in Person County may contact PATS at 336-597-7717.
Community Economic Recovery & Resiliency Initiative
The North Carolina Department of Commerce and the NC Main Street & Rural Planning Center are pleased to announce the Community Economic Recovery and Resiliency Initiative (CERRI) for communities. The Council of Governments has partnered with the Department in this initiative to assist small towns and rural communities recover from the economic impacts of COVID-19 and build resilient local economies. Any local government interested in participating in CERRI, please contact James Cunningham at 252-436-2040 or jcunningham@kerrtarcog.org. Participating communities will receive individualized Community Economic Resiliency and Small Business Support Plans.
Innovative Small & Local Business Spotlights
Are you aware of a local or small business creatively managing during the pandemic? The Council of Governments is highlighting those businesses adapting to the pandemic through new and different methods, such as a new delivery of business services, contactless payment options, or a greater online presence. The COG will be posting these stories to the KTCOG Facebook page and featuring them in our Economic Development newsletter. SBA Announces Shuttered Venue Operators Grant
The US Small Business Administration has announced a grant opportunity for small businesses that have been affected by the pandemic. The Shuttered Venue Operators Grant (SVOG) seeks to provide venues whose operations and operating revenues have been affected by COVID-19 with assistance. Venues may not have received a PPP loan. Eligible applicants may qualify for grants equal to 45% of their gross earned revenue, with the maximum amount available for a single grant award of $10 million or $2 billion is reserved for eligible applications with up to 50 full-time employees. The SBA has yet to release the application, but any interested community with an eligible public venue within the Kerr-Tar region is encouraged to apply. 2021 NC Main Street Virtual Conference: Pivoting for Prosperity
This year's NC Main Street Conference: Pivoting for Prosperity will be held virtually, March 9-11, 2021 and recognizes that communities, businesses, property owners, and individuals have had to endure as a result of a pandemic. This conference will help build more resilient downtowns that are better equipped to face the next challenge. The Main Street Program and its strategies, principles, and comprehensive Four-Point Approach to downtown revitalization, will help communities pivot for prosperity. The key to economic development in small cities and towns in local investment, locally owned businesses, and a vast array of local volunteerism and community engagement.

This year's conference will provide attendees with the tools, data, and knowledge to take on any challenge. The North Carolina Main Street Conference offers the most innovative approaches to downtown revitalization and redevelopment available in the state and, perhaps, in the southeast. Resurfacing Projects Awarded for Kerr-Tar Counties
Thanks to four new contracts awarded by the NC Department of Transportation, totaling nearly $4.5 million, more than 70 miles of area roadway will be resurfaced.

  • Under a $2.76 million contract, ST Wooten Corporation of Wilson will mill and resurface pavement and improve shoulders along 27.9 miles of state-maintained roads throughout Granville and Vance counties.
  • Under a $700,414 contract, Fred Smith Company of Raleigh will mill and resurface pavement and improve shoulders along 16.3 miles of state-maintained roads throughout Granville, Vance, and Warren counties.
  • Under a $663,670 contract, Whitehurst Paving of Richmond, VA will mill and resurface pavement and improve shoulders along 17.9 miles of state-maintained roads throughout Franklin County.
  • Under a $338, 714 contract, Carolina Road Solutions of Center Valley, PA will mill and resurface pavement and improve shoulders along 8.1 miles of state-maintained roads throughout Person County.

This work will start by this summer and must be complete by August 2022.
Additionally, the NCDOT is pleased to announce nearly 12 miles of area roadway in Granville County will be resurfaced. Under a contract awarded to Boxley Materials Company of Roanoke, VA, mill and resurface pavement on sections of five state-maintained roads in the eastern portion of the county will begin on approximately July 1, 2021.

The roads to be resurfaced are Hight Road (SR 1614), Peaces Chapel Road (SR 1615), Tommie Sneed Road (SR 1616), Grove Hill Road (SR 1630), and Flat Rock Road (SR 1625 & SR 1629). This work can start as soon as July 1 and must be complete by the end of July 2022.
NCDOT Bicycle Helmet Initiative
A record number of children across the State of North Carolina will be receiving bicycle helmets through the NC Department of Transportation's Bicycle Helmet Initiative as part of ongoing efforts to reduce bicycle injuries and deaths.

NCDOT uses funds from the sale of "Share the Road" license plates to pay for bike helmets that are distributed at Bicycle Safety Events by governmental and non-governmental agencies.

A record 163 organizations applied to participate in the program this year. The Kerr-Tar region is pleased to announced five regional partners (listed below) that applied and will be receiving bicycle helmets. Helmets will be delivered to these organizations by April 30, 2021.

  • The City of Oxford
  • The Town of Warrenton Police Department
  • Vance County Schools

"Downtown Oxford Economic Development Corporation (DOEDC) partners with Oxford Parks and Recreation Department in obtaining a grant from the NCDOT providing bike helmet distribution. The departments will incorporate bike safety for kids by offering a community bike rodeo. Children will move through multiple skill stations learning key bike safety tips and upon completion each child will receive a free bike helmet. Providing bike safety training is a way of incorporating aspects of the adopted Pedestrian and Bike Plan as bike lanes are added to selected street around the City as part of the Oxford’s street resurfacing project beginning in 2021. The DOEDC Board and the City of Oxford would like to thank NCDOT for the grant supporting bike safety at the local level."

DEQ Drinking Water State Revolving Fund
The Drinking Water State Revolving Fund was created with the 1996 amendments to the Safe Drinking Water Act. Because the DWSRF is federally-seeded, the loans are subject to additional federal regulations regarding environmental review, outreach for disadvantaged business enterprises, payroll (Davis Bacon and Related Acts), etc.

The types of funding available are low-interest loans (1/2 of market interest rates) and a limited amount of principal forgiveness loans. To learn more, CLICK HERE.
LELA 201: Top 10 Primer on Transportation Planning in NC
From potholes to bike lanes, our transportation networks affect the quality of life in all our communities. Have you ever wondered how and when the planning for our state's highway network takes place? If you're a local elected official, do you know the best way to inject your community's transportation needs into the statewide planning process?

To many local officials, the State's planning processes for building our paved infrastructure can seem like a true enigma. The NC Department of Transportation provides opportunities for local input through a network of planning organizations across the state; these organizations provide local governments a way to provide input into comprehensive plans for our State-administered highway system.

In this Top 10 Primer, participants will learn about the Department of Transportation structure, funding, and planning processes. The roles of the Metropolitan Planning Organizations (MPOs) and Rural Transportation Planning Organizations (RTPOs) will be explained and anticipated future statewide transportation needs will be explored.

This quick-moving interactive free virtual workshop will provide the audience a basic understanding of the policies that affect statewide transportation priorities and the avenues for making your voices heard. Some of the questions that will be answered include:
  • What is the Comprehensive Transportation Plan (CTP)? The Metropolitan Transportation Improvement Plan (MTIP)? The State Transportation Improvement Plan (STIP)?
  • Where can I influence the decisions?
  • What is the NCDOT Complete Streets Policy?

NC Moves 2050 Plan Adopted
Thank you to all who participated during the planning process for NC Moves 2050, the N.C. Department of Transportation’s long-range transportation plan update. Your input over the past two years has helped us to ensure that North Carolinians have a voice in our transportation future and made this a plan that will serve all communities across the state. Through community events, stakeholder meetings, social media interactions, presentations and more, we reached over 3 million people and heard your input through more than 30,000 survey responses. 

The plan provides a blueprint focused on creating a more responsive, diverse and inclusive transportation system to keep people and freight moving safely and efficiently throughout the state. It also includes an Implementation Plan that provides actionable steps to complete the top tier of recommended actions within the next 10 years. 

We are excited to share the NC Moves 2050 Plan, adopted by the N.C. Board of Transportation on Feb. 4, 2021. NCDOT also launched an interactive webtool that presents the plan’s findings and outlines the steps North Carolina needs to take to be prepared for the next 30 years and beyond. WORKFORCE DEVELOPMENT
NextGen Success Story
TyKiyah Moore came to the NextGen Program in August 2020 seeking training assistance. She is a Vance County resident and mother of one. Since joining the program, she became a Certified Nursing Assistant at a local nursing facility. Ms. Moore has a very positive attitude and has shown determination while working toward meeting her educational and employment goals. Earlier this month, she completed her Medication Aide Training at Vance-Granville Community College and will sit for the state exam next month.
Success Story
Mr. Edlewis Cooper lost his job in New Jersey due to COVID-19. Like many others, he decided to make a move to a new location, and moved to Vance County to be near family in August 2020. He found temporary work in Durham, but the distance and pay rate was not sustainable. Mr. Cooper had a variety of work experience including construction management and warehouse supervision. He had always found employment through networking and was struggling to make the same connections in his new location.

Mr. Cooper reached out to NCWorks in December seeking assistance with his job search. He was particularly interested in working for one of Kerr-Tar's premier manufacturers, Bridgestone-Bandag. Their Human Resources Manager Kimberly Burnett is a close and valued partner with NCWorks. She was seeking excellent candidates for night-time Production Technicians. Her process requires applying through NCWorks, answering screening questions and then being referred by Center staff. Applicants would then be provided a link to the online application.

This multi-step process requires a high level of computer literacy, and Mr. Cooper possessed the computer skills, but did not have access to a home computer. At this time, due to COVID-19, many public computer labs were closed, including the public libraries, as well as NCWorks. Mr. Cooper worked closely with Business Services and his Career Advisor to complete all the steps of the application, using his cell phone to log in for each step. He followed up daily straight through the Christmas and New Year's holidays. After the holidays, Mr. Cooper toured the plant, interviewed, and was offered the position. He happily accepted, and is excited to start on a new career pathway in Advanced Manufacturing with Bridgestone-Bandag.

Kerr-Tar Regional Council of Governments (COG) is seeking licensed General Contractors to apply to be included on the approved bidders list. The COG administers the NC Housing Fiance Agency Essential Single Family Rehabilitation Loan Pool Program as well as the Urgent Repair Program (URP) in the counties of Franklin,Granville, Person, Vance, and Warren. Licensed General Contractors with experience in performing comprehensive housing rehabilitation on occupied units will be considered. Liability insurance is required and references will be checked. Those contractors added to the approved bidders list will be invited to bid on housing rehabilitation projects. Some projects may require contractors to be Certified Renovators working for a Certified Renovation Firm or be a Certified Lead Abatement Contractor. 2020 Census Data Release: Shapefiles
The Basics

The Census Bureau has released the 2020 Census Redistricting Data Geographic Support Products for all 50 states, including North Carolina. State and local governments use these products in their redistricting efforts.

The products contain newly created 2020 Census blocks and updated block groups, census tracts, voting districts, and current boundaries for legal governments and school districts referenced to January 1, 2020.

Tips for Using the TIGER/Line Shape Files

  • The core 2020 TIGER/Line Files and Shapefiles do not include demographic data, but they do contain geographic entity codes (GEOIDs) that can be linked to the Census Bureau's demographic data, available HERE.
  • Download a complete set of zipped shapefiles for North Carolina on the Census Bureau's website or download the shapefiles on the Census Bureau's FTP Archive by State and FTP Archive by Layer.

Open for Business Loan Program
Many small and local businesses in the Kerr-Tar Region have been negatively affected by COVID-19. In an effort to provide support to those businesses, the Kerr-Tar Regional Council of Governments is rolling out the Open for Business Loan Program. This loan program is designed to help small to medium size businesses recover from the economic effects of this pandemic.

The Open for Business Loan is a non-forgivable interest free loan, ranging from $10,000-$100,000. Eligible borrowers are small to medium size (1-99 employees) businesses who have been in business for at least 12 months and must be located in Franklin, Granville, Person, Vance, or Warren counties. Documentation providing evidence of a loss of revenue since the start of the COVID-19 pandemic is required. All loans will require a personal guarantee and additional collateral. The Open for Business Loan Program is locally administered, funded by the US Department of Commerce, Economic Development Administration with funds from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Applications are available on the Kerr-Tar COG website, or by calling Kerr-Tar Regional Council of Governments at 252-436-2040. Applications should be completed as soon as possible as funding is limited.
