MESSAGE FROM THE PRESIDENT

April 14, 2025

The General Assembly has introduced several bills we are actively engaged in. The breadth of the issues includes income taxes, the disclosure of wages in job postings, general contractor liability, utility regulations, mandates on accessible parking spaces, and more. To get more information about these and other proposals we’re actively working, visit our blog.

More importantly, if one or more of these proposals is of interest, please let us know and we will set up a meeting with legislators so you can share your views. We would also benefit from gathering your input on these bills, so please reach out to our team to share your thoughts.

Our End-of-Session Policy Conference will be May 21st at Delaware State University in Dover. We’ll discuss these and other topics with key legislators and other influencers. Register here >

CNBC ranked Delaware 46th—down 20 places from 2023—for business friendliness and 44th for cost of doing business in 2024. Combined with ranking 50th for corporate taxes and 42nd for individual income tax by the Tax Foundation, Delaware should consider strategies around expediting permitting and approval processes, controlling wage and utility costs, supporting emerging industries, and protecting incentives and tax breaks offered to reduce business costs.
