The Kings Board of Education held a Work Session on
September 11, 2018 and a Regular monthly meeting on
September 18, 2018 in the Kings Education Center.

The Kings Board of Education holds two meetings each month. The second Tuesday of the month, they hold a Work Session and the third Tuesday of the month is their Regular Meeting.

The Board holds the Work Sessions to engage in dialogue and discuss specific topics in greater depth. Work Sessions are open to the public but no public comments are accepted. This newsletter is a compilation of both meetings . All meetings are recorded and available on our website .
Reports/Presentations Work Session
  • The Board observed a moment of Silence to commemorate the events of September 11, 2001.
  • Kent Cashell, Managing Director of RBC Capital Markets, the company that the Kings Local School District uses to manage the District's debt service. Mr. Cashell reviewed the District's debt, credit rating, and debt limits and how they pertain to the long range facility plan.
  • Matt Freeman, Director of Teaching and Learning for grades 7-12 reviewed the State of Ohio Graduation Requirments and how they will affect the Kings High School class of 2019.
  • Mrs. Dana Martin, Director of Pupil Personnel and Student Services informed the Board about a $15,000 grant received from the Bureau of Workers Compensation that will be used purchase 2 new behavior programs. She also gave an update on the Professional Development for Kings High School Special Education teachers and paraprofessionals. Both items were approved by the Board at the Regular Meeting.

  • Mary Beth Fosse, Director of Teaching and Learning for grades PK-6 updated the Board on the Library MakerSpace areas in our buildings.
Reports/Presentations Regular Meeting

No special reports at this month's meeting.
Legislative Update

Mrs. Walter gave an update on HB 432, HB343, HB 591 and HB49.
Public Participation
There was no public participation this month.
Treasurer's Report - Cary Furniss
Mr. Furniss gave an investment performance update. He also presented proposals for new dental and HSA programs for District employees.The new dental plan through Dental Care Plus will offer an 11% reduction in rates guaranteed for 3 years. This plan will save the District $180,000 over the next three years. The HSA provider will change from American Fidelity to Fifth Third and Chard Snyder. The new provider will offer additional amenities to our employees such as a single card for HSA and FSA, and a mobile app. He stated that all proposals are supported by the Kings Insurance Committee.

The Board approved the following:

  • Minutes from the August 21 and September 5 Regular Meeting and September 11 Session.
  • Donations and Financial reports for the month of August
  • Donation from Cody Mayo Foundation
  • Dental Insurance Proposal
  • HSA Program Provider
  • Amended Certificate and Final Appropriations for FY19
  • Then and Now Invoices
Superintendent's Report -
Tim Ackermann
Mr. Ackermann gave an update on the District's Long Range Master Plan. He noted that the final building project will cost between $80-85 million dollars. He told the Board that the next Thoughtexchange will come out in October and will wait for the feedback from the community before the final plan is taken to the Board. He is looking to recommend a bond issue to the Board for the May 2019 election. If the final master plan and bond levy is approved, then the designing and building process will commence and would be projected to be finished at the beginning of 2022-2023 school year.

He also gave an update on the District State Report Card. He told the Board that there will be a full presentation on the report card at the October Board meeting.
Assistant Superintendent's Report - Timothy J. Spinner
The Board approved the following:

  • Certified and Classified employess
  • Certified and Classified substitutes
  • Staff employment and resignations
  • Staff supplementals and stipends
  • Camp Campell Gard and Washington, D.C. chaperones
Business Manager's Report - Matt Luecke


Mr. Luecke gave an update on air conditioning upgrades at KME.

The Board approved the following:

  • Payments for In-Lieu of Transportation for 11 families.
Items Presented by the Board
  • Mrs. Phillips asked Mr. Ackermann and Mr. Furniss to present their yearly goals.
  • Mrs. Cowan gave an update on the Diversity and Inclusion Task Force. She encouraged Kings Faculty and Staff to be represented on the Task Force. She also mentioned that the D&I Task Force has created a GoFundMe account to raise money to buy books that educate our students on human diversity.
  • The Board made amendments to the Superintendent and Treasurer's employment contract. Mr. Ackermann received a 5-year contract and Mr. Furniss received a 3-year contract.
Executive Session
  • The Board went into Executive Session and then voted on the amendment to the Treasurer and Superintendent's contracts. Both contracts were approved by the Board. Kings Board President, Peggy Phillips noted that the Board began discussion in March with public presentations from legal counsel around contract evaluation and the law. The Board had a good discussion with counsel in Executive Session, they researched and gathered information about contract evaluation and the law, and had good discussion among themselves. She said, "We researched and gathered information from other districts to ensure that Kings is competitive while being good stewards of District funds."
