After nearly three years of rigorous work and study, the Kirwan Commission on education received a start course correction. A letter from the General Assembly’s presiding officers indicated the legislature would be unable to fully oversee both policy and funding recommendations in the coming session. The new path ahead? Policy proposals and stop-gap funding this year, and more work toward broad formula changes in 2020. The ambitious plan for re-imagining education delivery and accountability in Maryland will partially be shelved for yet another year, and the central debate for the 2019 session may be around the limited transitional funding now envisioned.
