The long-awaited school reform legislation from the Commission on Innovation and Excellence in Education finally was introduced, and quickly slated for its first public hearing this week. Counties supported the bill, noting it as being “carrots, not sticks”—while recognizing that the far larger reckoning still lies ahead with the broad funding formula changes anticipated in legislation next session. Time is short, but momentum is strong for this two-year proposal for $1 billion in state funds, and the accompanying statements of broad policy goals.
