The State of Proposed Federal Legislation Impacting College Sports

During this session, the state of proposed federal legislation that impacts college sports will be discussed covering related issues like transfer eligibility rules, an antitrust exemption to provide the NCAA authority to enforce its rules, and a proposed amendment to the Sports Broadcasting Act.


University of Louisville Leaders Call for Reforms

University of Louisville leaders, Dr. Laurence Benz, Chairman of the Board of Trustees; Dr. Gerry Bradley, President, and Josh Heird, Vice President and Director of Athletics, recently published four papers calling for substantive reforms, including the need for extensive cost controls, stronger protections for college athletes’ academic interests, and a commitment to broad-based opportunities and gender equity. These leaders will highlight their perspectives and the data that support their call for change.

The Knight Commission released its 2026 Priorities for College Sports Reform: Uniform Standards to Promote Education, Opportunity, and Financial Responsibility. This educational resource is particularly timely as Congress debates various bills impacting college sports.


The priorities focus on:

  • Promoting Athlete Education, Well-Being, and Fair Competition
  • Supporting Athlete Opportunity through Revenues & Financial Incentives
  • Demonstrating Financial Responsibility with Institutional Spending

2026 C.A.R.E. Model Conference Grant Application Open Now


The 2026 C.A.R.E. Model Conference Grant Application is now open to Division I conferences that demonstrate their revenue distribution policies align with C.A.R.E. Model priorities, including college athletes’ education, health, safety, well-being, equity, and opportunity.


Following two successful campaigns of the C.A.R.E. Model Conference Grant program in 2024 and 2025, the Knight Commission announced year three of the program, to provide individual grants of up to $25,000 in 2026 to Division I Conferences that implement the C.A.R.E. Model principles related to the distribution and use of “shared athletics revenues.” 


Six Division I conferences have achieved C.A.R.E. Champion status: America East Conference, Big Sky Conference, Metro Atlantic Athletic Conference, Patriot League, The Southern Conference, and The Summit League.


Applications are due by July 1, 2026.
