About the Presenters
William (Billy) Lynch has served as HUD’s Assistant General Counsel for Fair Housing Compliance since 2015. Prior to his time at HUD, he served as a trial attorney in the Disability Rights Section, Civil Rights Division, U.S. Department of Justice enforcing the Americans with Disabilities Act and Rehabilitation Act, and completed two judicial clerkships. He received his B.A. in Philosophy from Loyola University Chicago and his J.D. from Catholic University’s, Columbus School of Law. He is a member of the Virginia Bar.

Meryl J. Kanofsky joined HUD’s Office of General Counsel as a Legal Honors Attorney in 2014 and has been a Trial Attorney in the Office of Fair Housing, Compliance Division since 2015. She earned a B.A. in History and Psychology from the University of California, Davis and her J.D. from Washington University in St. Louis School of Law. She is a member of the California Bar.
Jeanine LaFratta is a Trial Attorney with the Office of General Counsel (OGC) at the U.S. Department of Housing and Urban Development. Ms. LaFratta has worked in OGC’s Office of Fair Housing, Compliance Division since 2007, when she joined HUD through HUD’s Legal Honors Program. Ms. LaFratta received a B.A. in Political Science and Theology from the University of Notre Dame, and her J.D. from Notre Dame Law School. She is a member of the Virginia Bar.
