L&I Launches eCLIPSE
In light of the City of Philadelphia’s Business Activity and Stay Home Order, the Philadelphia Department of Licenses & Inspections (“L&I”) is not handling in-person permits or license applications. Luckily, last week L&I launched an electronic filing system for permits, licenses and inspections. Known as "eCLIPSE" (Electronic Commercial Licensing, Inspection and Permitting Services Enterprise), the new system allows registered users to:
- Apply and pay for permits, business licenses and trade licenses
- Schedule inspections
- Obtain requisite pre-approvals from numerous City departments simultaneously;
- Link licenses and permits to an online user profile; and
- Download, save, and print licenses and permits
The eCLIPSE system just launched on March 18. Although some delays are inevitable due to the recent implementation of the system and the limited number of City employees able to handle such work remotely, the timely launch of the system means that development projects do not need to come to a grinding halt for the duration of the City of Philadelphia’s Business Activity and Stay Home Order. Our zoning and land use team has a registered eCLIPSE account and has been busy processing permit and license applications remotely.
