LA HAP Policy Change on Low Income Subsidy for Medicare Beneficiaries
Effective immediately, LA HAP will no longer require non-dual eligible Medicare beneficiaries to apply for Low Income Subsidy (LIS) as part of their LA HAP application if their reported income is above
150% of the Federal Poverty Income Guideline
. In 2019 (and accounting for the $20 monthly income disregard used by Medicare), this threshold is $18,975 for individuals and $25,605 for couples. A summary of LA HAP's policy on LIS is as follows:
- Client with income between 0-150% FPIG: must apply for Low Income Subsidy UNLESS the client is dual eligible
- Dual eligible clients including Qualified Medicare Beneficiaries (QMB), Specified Low Income Medicare Beneficiaries (SLMB), and Qualified Individuals (QI) are automatically eligible for LIS and do not need to actively apply
- Client with income 151% FPIG and above: do not need to apply for LIS
