Nelson Mandela said, “Education is the most powerful weapon which you can use to change the world.” Our intentional focus on equitable outcomes for all students via Local Control and Accountability Plan (LCAP) development and implementation assists in changing the lives of our students.

Local educational agencies (LEAs) are putting the final touches on their LCAPs and sharing with their educational partners and boards. Our team at the San Diego County Office of Education (SDCOE) has been busily providing feedback on LCAP initial draft reviews and is preparing for formal reviews and approvals.

SDCOE is committed to supporting LEAs in developing and maximizing the impact of their plans. We hope the resources in this this newsletter and on the SDCOE LCAP website keep you up to date with recent legislation and deadlines as well as provide technical support.

LCAP Approval and Clarification

There are four criteria for county offices of education to use when reviewing and approving LEA LCAPs:
  1. Adherence to template and following instructions for completing the template
  2. Sufficient expenditures in the budget to implement the LCAP actions
  3. Adherence to expenditure requirements
  4. Adherence to required calculations

The SDCOE LCAP formal reviews begin after July 1. If the LCAP fulfills the four requirements for LCAP approval, the LEA will receive an approval letter from the county superintendent of schools.

If the LCAP review results in questions, and/or ambiguities regarding whether the district's board-adopted LCAP fulfills the four criteria for approval, a clarification process between the county office of education reviewers and the district will be initiated. Depending on the issue, a clarification between the county office of education reviewers and the district LCAP writers might be accomplished through a phone call or email.

The timeline for communication of written clarification between the county superintendent of schools and a district governing board is as follows:

On or Before Aug. 15
  • County superintendent of schools may seek clarification in writing about the contents of the LCAP or annual update.
  • The LEA receives notification from SDCOE regarding elements requiring clarification.
  • Board of education (board president) receives letter from SDCOE explaining process
Within 15 days:
  • The governing board of a school district shall respond, in writing, to requests for clarification.
  • If clarification is completed and issues concerning LCAP approvability are resolved, the LEA receives an approval letter.
  • Within 15 days of receiving a response, the county superintendent of schools may submit recommendations, in writing, for amendments to the LCAP or annual update.
  • Within 15 days of receiving recommendations, the governing board of a school district shall consider the recommendations submitted by the county superintendent of schools in a public meeting.
  • Once the clarification process is completed, the LEA receives an approval letter.

On or Before Oct. 8
  • County superintendent of schools shall approve a district’s LCAP, provided the district meets the four criteria in Education Code Section 52070(d).

Other Reminders
Currently, LEAs are in the process of collecting feedback from all of the required educational partners called out in Education Code 54060(g) and collecting the required metrics per Education Code 53060(d). In addition to the required educational partners, there is a new group to be aware of. The LCAP Parent Advisory Committee must include a parent of a currently enrolled student with disabilities. In addition:
  • LEAs must notify members of the public of the opportunity to submit written comments regarding the specific actions proposed in the LCAP. 
  • LEAs must take their LCAP to two separate board meetings.  
  • First, a governing board of a school district shall hold at least one public hearing to solicit input. 
  • A subsequent board meeting must be held where the LCAP is adopted. At the same board meeting that the LCAP is adopted, the LEA shall present the local indicators, and the LEA shall adopt the budget.  
  • Within five days of an LEA’s governing board adoption of the 2023-24 LCAP, the LEA must submit it to the county office of education for review and approval.

Local Indicators
  • LEAs are to report the local indicator results as part of a non-consent item at the same public meeting of the local governing board/body at which the 2023-24 LCAP is adopted.
  • An LEA should be using the State Board of Education-adopted self-reflection tools to prepare the performance report.  

LCAP Assembly
The components of the LCAP for the 2023-24 year must be posted as one document assembled in the following order:
  • Local Control Funding Formula (LCFF) Budget Overview for Parents
  • LCAP Template
  • Plan Summary
  • Engaging Educational Partners
  • Goals and Actions
  • Increased or Improved Services for Foster Youth, English Learners, and Low-Income Students
  • Action Tables (five tables total) 
  • Instructions

It is important to ensure the 2023-24 LCAP that a county office of education receives is in the above noted order and is one document. It is recommended that LEAs submit the LCAP as one PDF in order to ensure the required Section 508 Compliance for persons with disabilities. Responsive and Evolving Equity-Centered Tools and Resources
SDCOE’s Equity Blueprint for Action aims to provide educational leaders and partners with community-informed and research-based guidance to improve equitable outcomes for historically marginalized students, especially for African American, American Indian, and Latinx students. 

The companion website provides practical tools and resources for educators to improve outcomes for all students by integrating equity actions and metrics. These two aligned resources offer overlapping and interconnected entry points for educators to take immediate action in their districts, schools, and classrooms. Equity holds the promise of making our educational systems work for every student — and all students are at the center of this important work.

We are pleased to announce that metrics and resources for priorities four to six are active and ready for your interaction. To explore these priorities:
  • Go to the website.
  • Scroll down to the bottom of the homepage to the “LCAP TOOL PRIORITIES” section.
  • Tap Priority 4, 5, or 6. 
  • Tap “Explore this Priority.”
  • Tap “Equity Actions, Aligned Resources, and Corresponding Metrics.”
  • Select District, School, or Classroom level.
  • Tap on an aligned resource. Toggle between “Resources” or “Metrics.”

professional learning and events
Stay informed by visiting and bookmarking the SDCOE LCAP and LCFF Resources for School Districts webpage for up-to-date information. All sessions will be virtual until further notice. Zoom information will be supplied once registration is confirmed.
Putting It All Together Professional Learning
Registration is now open! Our Putting it All Together sessions are designed to provide a space and time for participants to interact with others from around the county, learn about LCAP requirements, and explore promising practices. Based on your feedback, these sessions will be held from 9 to 11:30 a.m. and remain virtual, with the exceptions of Sept. 19 and April 30, which will be held on the SDCOE main campus in Room 306. For 2023-24, we will meet on the following Tuesdays:
  • Sept. 19 — In-person meeting
  • Oct. 10 
  • Dec. 5 
  • Feb. 13 
  • March 12
  • April 30 — In-person meeting

Once registration is confirmed, a corresponding link will be sent prior to each virtual session.
Increased or Improved Services Workshop
LEAs are required to demonstrate how they are increasing or improving services for unduplicated students as compared to the services provided to all students in the LCAP.​ This two-hour session reviewed the section requirements and provided examples for each Increased or Improved Services prompt. In addition, we reviewed data tables and provided information about determining the proportional percentage by which services must be increased or improved. 
Local Control and Accountability Plan 101
This workshop was developed for anyone new to the LCAP process. The LCAP template and important dates were shared.
Assessment, Accountability, and Evaluation Update Meetings
The Assessment, Accountability, and Evaluation updates provide LEAs with timely information around assessment, funding, LCAP, state and federal programs, and more. They occur once per month from 2:30 to 4 p.m. virtually; most meetings will be held on Wednesdays with the exception of February, March, and May. Please use this OMS link to sign up for the updates.
Community Engagement Liaison

SDCOE to Host San Diego County Schools and Resource Fair in North County
SDCOE, with partners Cal State San Marcos and North Island Credit Union, is hosting the San Diego County Schools and Resource Fair on July 15 from 10 a.m. to 2 p.m. at Cal State San Marcos. Many families whose student is first entering TK-12 schools do not know how to navigate the educational system and do not realize all the options available to their children. Parents will be able to explore educational and child care options. In addition, those considering entering the educational field will be able to speak with schools and districts about career opportunities for the upcoming school year. This event is free!
 
Exhibitors will be on hand for parents and families to learn about early education and pre-K to 6th grade options, career technical education, health and wellness, and community programs in their area. Families can chat with community organizations and learn about community resources and services. In addition, visitors can access health screenings for COVID-19, blood pressure, vision, and cholesterol.
 
Anyone thinking about becoming a teacher or changing their career path can learn more about early education and pre-K to 6th grade options, career technical education, college transfer programs, and teacher credentialing programs.
 
“Following on the success of our resource fair last year, we are excited to bring to North County this one-stop shop for families with questions about school, careers, and other educational resources,” County Superintendent of Schools Dr. Paul Gothold said. “In addition, those who may be considering entering the educational field will be able to speak with schools and districts about career opportunities.”

Registration Now Open for the 2023-24 Introduction to the California Educator Reporting System Training
Registration is now open for the 2023-24 Introduction to the California Educator Reporting System online training. This training supports the implementation of the reporting system and is intended to help LEA staff get familiar with its features and functions. Attendees will have opportunities to explore using various system features. Beginning in July and continuing through October, two types of training will be offered for specific audiences.
Registration Open for 2023 High School Equivalency and Proficiency Summer Convenings
Registration is open for the 2023 High School Equivalency and Proficiency Summer Convenings happening across California from Aug. 7 to 18. The California Department of Education invites chief examiners, test site administrators, school counselors, and others with a connection to high school equivalency and proficiency exams to attend a session. These convenings are designed to provide timely updates and to collect valuable feedback regarding the exams. Register for free today to join us at a location near you.
August 2023: Assessment and Accountability Information Meeting
Registration is now open for the 2023 Assessment and Accountability Information Meeting series, hosted by the California Department of Education. Each session will provide the latest information and updates on California's assessment and accountability systems. Register now for the August 2023 Assessment and Accountability Information Meeting. These virtual sessions will be held on consecutive Thursday afternoons from 2 to 4 p.m.

The dates and topics are as follows:
  • Aug. 3 — General assessment updates, national and international tests, Physical Fitness Test, high school equivalency, English language arts/literacy and mathematics summative assessments, California Spanish Assessment
  • Aug. 10 — Interim and formative assessments, ELPAC, California Science Test

2023 California Assessment Conference
This year the California Assessment Conference will focus on Charting the Course Between Instruction and Assessment. Attendees will have the opportunity to customize their learning by selecting from over 80 sessions presented by educators from across California. Attendees will hear from outstanding keynote presenters, have the opportunity to ask questions, and receive valuable updates on California's assessments. The conference will be in Sacramento on Oct. 9 and 10. Register now for the October 2023 California Assessment Conference.

The Transformative SEL Collective: A Virtual Learning Community
Transformative social and emotional learning is a process whereby young people and adults build strong, respectful, and lasting relationships that facilitate co-learning to develop equitable collaborative solutions that lead to personal, community, and societal well-being.

Leveraging the collective wisdom of our educational community and content expert partners, this collaborative learning series is designed to:
  • Deepen our understanding of the science of social and emotional well-being
  • Provide opportunities for networking and action planning
  • Experience well-being as adult learning in a nurturing community
  • Share strategies, evidence-based practices, and ideas for supporting all members of the learning community
  • Showcase implementation efforts

Who: School and community mental health professionals, educational leaders, teachers, family engagement staff, and community partners are all invited to attend.

What: This series will support educators in deepening their understanding and implementation of transformative social and emotional learning.

When: All sessions will be held from 2:30 to 4 p.m.

Expanded Learning Opportunities Program — End of Year Reminders
Before this school year comes to a close, we’d like to share a few important reminders related to the Expanded Learning Opportunities Program (ELO-P):
  • LEAs are subject to an audit on ELO-Ps commencing school year 2023-24.
  • LEAs must operate the ELO-P pursuant to the requirements in California Education Code Section 46120, including the development of a program plan. The program plan needs to be approved by the LEA’s governing board in a public meeting and posted on the LEA's website.
  • Commencing with the 2023-24 school year, LEAs shall offer to at least all unduplicated pupils in classroom-based instructional programs in kindergarten and grades 1 to 6, inclusive access to expanded learning opportunity programs, and shall provide access to any unduplicated pupil whose parent or guardian requests their placement in a program.
  • For LEAs with at or above 75% unduplicated pupils, those LEAs shall provide access to any pupil whose parent or guardian requests their placement in a program.

In fiscal year 2023-24, SDCOE will continue to host the ELO-P Network on the second Wednesday of each month beginning in August. The registration link for the 2023-24 network is now open.
