Welcome to the 2022-23 school year! We’re gearing up to provide the most up-to-date information to support your Local Control and Accountability Plan (LCAP) implementation and support.

August is a busy time! Schools are either in session or preparing for the hustle and bustle of returning students and staff. Our team at the San Diego County Office of Education (SDCOE) is focused on reviewing, gaining clarification, and approving district LCAPs. Additionally, we are preparing for upcoming professional learning sessions and informational workshops.

SDCOE is committed to supporting LEAs in developing and maximizing the impact of their plans. This monthly communication is intended for anyone who is involved in the LCAP process. Information will be provided to keep readers up-to-date with recent legislation and deadlines, and to support technical assistance. LCAP Approval Process and Important Timelines

SDCOE Review Timeline
Submission to SDCOE: Local governing boards met and adopted LCAPs by the deadline of July 1.

After Submission: Formal LCAP reviews began July 5. If our team has questions or needs additional information/clarification, we will follow the steps below as outlined in statute.

On or before Aug. 15:
  • County superintendent of schools may seek clarification in writing about the contents of the LCAP or annual update.
  • Within 15 days, the governing board of a school district shall respond, in writing, to requests for clarification.
  • Within 15 days of receiving a response, the county superintendent of schools may submit recommendations, in writing, for amendments to the LCAP or annual update.
  • Within 15 days of receiving recommendations, the governing board of a school district shall consider the recommendations submitted by the county superintendent of schools in a public meeting.

On or before Oct. 8:
  • County superintendent shall approve a district's LCAP, provided the district meets the three criteria in EC 52070(d).

LCAP Professional Learning Series

This year, we are creating multiple professional learning opportunities for our LEAs.

Putting It All Together Professional Learning
Save the date! Our Putting it All Together (PIAT) sessions are designed to provide a space and time for participants to interact with others from around the county, learn about LCAP requirements, and explore promising practices. Based on your feedback, these sessions will remain virtual until further notice.

Local Control and Accountability Plan (LCAP) 101
This free workshop is developed for anyone new to the LCAP process. During the session, participants will learn about important timelines, the LCAP template, and planning essential engagement opportunities for stakeholders.
Assessment, Accountability, and Evaluation Update Meetings
The Assessment, Accountability, and Evaluation (AAE) updates provide LEAs with timely information around assessment, funding, LCAP, state and federal programs, and more. They occur once per month from 2:30 to 4 p.m. virtually; most meetings will be held on Wednesdays with the exception of February, March, and May. Annual Assessment and Accountability Information Meeting
This year's virtual Assessment and Accountability Information Meeting (AAIM) for CAASPP and ELPAC coordinators will be held from 2 to 4 p.m. on Aug. 18 and will cover the California Educator Reporting System and accountability.

2022-23 SDCOE Assessment Huddles
San Diego County Assessment huddles begin in September! The assessment huddles provide a forum for LEA assessment leaders to explore and exchange ideas and share locally created resources related to the implementation and coordination of local and statewide assessment programs. All assessment huddles will be virtual except for the February meeting, which will be held in-person at the SDCOE Linda Vista campus:

2022-23 New Coordinator Check-ins
SDCOE will continue offering New Coordinator check-ins for 2022-23. These monthly meetings are offered virtually for LEA CAASPP coordinators and LEA ELPAC coordinators who are new to their role. The meetings focus on upcoming tasks that need to be completed, training opportunities, and provide a venue to ask questions and get answers about CAASPP and ELPAC. The New Coordinator check-ins will occur the second Tuesday of each month from 1 to 2 p.m. virtually:

Social and Emotional Learning
Social and Emotional Support in Distance Learning
Welcome back! We hope that you have taken time to rest, refill your cup, and spend meaningful time with friends, family, and self. Our team is growing, and we will be announcing our Social Emotional Learning (SEL) specialist soon. This new team member will lead our implementation work across the county and lead our Community of Practice (CoP). One of our favorite resources for introducing SEL to both adults and students is the 3 Signature Practice Playbook, and our friends at Washoe County have put together a helpful website with explanatory resources. As we onboard our new team member, be sure to visit our site and sign up for the listserv. Our first CoP will be Sept. 14 from 2:30 to 4 p.m., so save the date!
