At the San Diego County Office of Education (SDCOE), we are fully committed to supporting your Local Control and Accountability Plan (LCAP) implementation and success. 2023-24 LCAP Cycle
Our team looks forward to partnering with you to implement the final year of the 2021-24 LCAP cycle and preparing for the new three-year cycle. Senate Bill (SB) 114 was signed into law on July 10, 2023. Among other things, SB 114 amended California Education Code (EC) Section 52064, which requires that revisions be made to the LCAP template and instructions for the 2024-25 school year. CDE is gathering feedback from multiple partners on proposed revisions (see relevant Education Code sections). The following is an overview of the CDE’s revision/feedback schedule:

LCAP Mid-year Update
The school district superintendent shall present a report on the annual update to the LCAP and the local control funding formula budget overview for parents on or before Feb. 28 of each year, at a regularly scheduled meeting of the governing board of the school district. LEAs have flexibility to provide the update to their governing board and community as they see fit, and must address the available midyear outcome data, expenditures, and implementation data on all actions related to metrics identified in the current year’s LCAP. Our team will keep you apprised of changes as they become available. Please see below for upcoming workshops and professional learning opportunities.

Putting It All Together Professional Learning
Registration is now open! Our Putting it All Together sessions are designed to provide a space and time for participants to interact with others from around the county, learn about LCAP requirements, and explore promising practices. Based on your feedback, these sessions will be held from 9 to 11:30 a.m. and remain virtual, with the exceptions of Sept. 21 and April 30, which will be held on the SDCOE main campus in the JRRTC Comm. Labs. For 2023-24, we will meet on the following Tuesdays:

Dashboard Local Indicators for Districts and Charter Schools
California's accountability system is based on a multiple measures system that assesses how LEAs and schools are meeting the needs of their students. Performance on these measures is reported through the California School Dashboard (Dashboard). LCFF priorities for which there is no state level data collected are referred to as local indicators. This workshop will review the requirements, timelines, and how to include this information into the LCAP.

This workshop was developed for anyone new to the LCAP process. This session will discuss the 2023-24 LCAP template, required timelines, and how to engage educational partners.

Assessment, Accountability, and Evaluation Update Meetings
The Assessment, Accountability, and Evaluation updates provide LEAs with timely information around assessment, funding, LCAP, state and federal programs, and more. They occur on Thursdays most months from 2:30 to 4 p.m. and are virtual. Please use this OMS link to sign up for the updates.

Community Engagement Liaison
You are cordially invited to attend the SDCOE Community Engagement Liaison meeting on Tuesday, Sept. 26, from 10:30 a.m. to 12:30 p.m. Our topic will be: CEI and Community Schools. As we move forward with the 2023-24 school year and seek to develop effective strategies and employ best practices to increase family and community engagement, know that your voice is extremely valuable to the academic success of our students and San Diego County.
This meeting will be held hybrid (in-person/Zoom). Please RSVP here below before Friday, Sept. 22. Please identify if you will be attending in person or via Zoom so we can ensure that we are accommodating everyone.

We're excited to introduce a new section called the "North Star Spotlight," where we'll shine a light on excellence in education with each issue. This platform will showcase the remarkable achievements, initiatives, and goals that our education community is striving toward to create a brighter future for all students.
In this issue, we're thrilled to turn the spotlight on SDCOE's North Star goal of reducing the number of children living in poverty. As part of our commitment to fostering equitable and prosperous educational environments, the SDCOE office has set an ambitious goal: to decrease the percentage of students eligible for free or reduced-price lunch from 50% to 35% over the next seven years. This initiative is not only a mission but also an opportunity to ignite change and shape a better future for San Diego County.
This endeavor is rooted in the belief that education has the power to break cycles of poverty and pave the way for a more inclusive and thriving community. By providing students with increased access to high-wage, high-growth careers, we aim to create opportunities for economic mobility that will resonate for generations to come. We're excited about the potential impact of this goal, not only on the lives of individual students but on the overall landscape of our county. San Diego County Assessment Huddles 2023-24
Calling all assessment leaders! Registration is now available for the Assessment Huddles, which are held regularly throughout the year. The meetings provide a forum for participants to explore and exchange ideas and share locally created resources related to the implementation and coordination of CAASPP and ELPAC. The Assessment Huddles offer opportunities for LEA staff to network with colleagues, get answers about assessment and accountability, learn about upcoming trainings, resources, and more.
All Assessment Huddles will be virtual except for the October and February meetings, which will be held in-person at the SDCOE Linda Vista campus. Meetings will be on Tuesday afternoons at 1 p.m. Please see the flyer for details.

New Coordinator Check-ins 2023-24
Registration is now available for the New Coordinator Check-ins, which are offered virtually for LEA CAASPP Coordinators and LEA ELPAC Coordinators who are new to their role. The meetings focus on upcoming tasks that need to be completed, training opportunities, and a venue to ask questions and get answers about CAASPP and ELPAC. The New Coordinator Check-ins will occur monthly on Thursday mornings from 9 to 10 a.m. Please see the flyer for details.

2023 California Assessment Conference
This year the California Assessment Conference will focus on Charting the Course Between Instruction and Assessment. Attendees will have the opportunity to customize their learning by selecting from over 80 sessions presented by educators from across California. Attendees will hear from outstanding keynote presenters, have the opportunity to ask questions, and receive valuable updates on California's assessments. The conference will be in Sacramento on Oct. 9 and 10. Register now for the October 2023 California Assessment Conference.

Opportunity for Free Social Emotional and Climate Survey and Data Platform
Through the CalHOPE grant, all California schools have access to two free years of Kelvin (staff and student surveys), with a discounted rate available after June 2025. This survey data can be used for improving school climate, determining social emotional supports needed, as well as satisfying LCAP, LCFF local Indicator, SPSA, and other accountability requirements.
What is Kelvin?
Kelvin is a survey platform for students, teachers, parents, administrators, and districts to use. Kelvin’s “Pulse” surveys are a quick, formative way to provide teachers and education leaders with actionable data that allows them to understand where their students and schools are thriving, and where extra support should be targeted.

Expanded Learning Opportunities Program (ELO-P) Updates
The 2023-24 CA State Budget has been signed by Governor Gavin Newsom, and it includes ongoing funding for the Expanded Learning Opportunities Program (ELO-P). ELO-P was originally authorized in the 2021-22 Budget Act and initially provided $1.74 billion for districts and charters to offer expanded learning opportunities to students across the state. The goal is to reach $5 billion in annual funding when the program reaches full implementation. This year, the state budget maintained $4 billion for ELO-P.
