Make sure your adopted Learning Continuity and Attendance Plan is on your website, and then let's move on to the Budget Overview for Parents and prep for the 2021-22 Local Control and Accountability Plan. Teams are working hard on accountability measures and we have the latest updates to support your efforts.

The San Diego County Office of Education (SDCOE) is committed to supporting local education agencies (LEAs) in developing and maximizing the impact of their plans. Our Local Control and Accountability Plan (LCAP) team has the latest information to be able to guide your LEA through this new process and help you prepare for the next year. Learning Continuity and Attendance Plan Updates
SDCOE teams completed the review of Learning Continuity and Attendance Plan (Learning Continuity Plan or LCP) for San Diego County’s 42 districts. As a reminder, local educational agencies (LEAs) must prominently post the plan on the homepage of the LEA's website, consistent with the LCAP posting requirements as specified in Ed Code Sections 52065 and 47606.5.

Additionally, county offices of education (COEs) must prominently post all Local Continuity Plans (or links to the plans) submitted by school districts and charter schools on the COE's website. LCPs have been added to districts and charter schools tabs on SDCOE's school directory webpage.

It is likely that aspects of LEA Learning Continuity Plans may change throughout the year in response to local needs. Please note:
  • There is no requirement for LEAs to revise their LCP.
  • LEAs are encouraged to revise their plans as necessary, in collaboration with stakeholders, and to post their updated plans on their LEA website.
  • Revised plans are not required to be resubmitted to COEs or authorizers.

Budget Overview for Parents Required by Dec. 15
Senate Bill 98 added Ed Code Section 43509, which changed the adoption date for the Budget Overview for Parents for the 2020-21 school year. For 2020-21, local governing boards or governing bodies are required to adopt and submit the Budget Overview for Parents on or before Dec. 15, in conjunction with the LEA’s first interim budget report.
 
The business advisor for each district will send out a Budget Overview for Parents review checklist that we will be using to assist in our review at SDCOE. This is an additional tool that can be utilized to assist in the completion of the Budget Overview for Parents.

Important items to note:
  • Must be approved on or before Dec. 15, with the LEA’s first interim budget
  • Required to prominently post the Budget Overview for Parents on the LEA’s homepage along with the LCP and the LCAP Federal Addendum, if applicable   
  • The statute is silent regarding adopting the Budget Overview for Parents and the first interim report as separate agenda items. As such, this decision should be determined locally, consistent with the needs of the LEA and local community.

Annual Update to the LCAP
SB 820 requires a school district, county office of education, and/or charter school to include the information reported in its LCAP for the 2019-20 school year in the annual update to the LCAP for the 2021-22 school year. The bill requires the superintendent, in consultation with the executive director of the state board, to revise the template for the annual update to the Local Control and Accountability Plan before Jan. 31, to reflect the inclusion of the Learning Continuity and Attendance Plan in the annual update to LCAP for the 2021-22 school year.

The initial draft of the template and instructions are now available. Feedback on the template and instructions may be emailed to LCFF@cde.ca.gov throughout the revision process.

Local Indicators
California School Dashboard local indicators do not need to be uploaded for the 2020 Dashboard. The 'typical' deadline for local indicator uploads would have been Nov. 1. However, it is advised that districts begin the local indicators self-reflection process for 2020-21 since the 2020-21 local indicator data will be included in LCAP development.  

In addition, 2020-21 local indicators will be reported to the local board when the LCAP is presented and will also be uploaded in fall 2021 for the 2021 Dashboard. Find more information on this CDE local indicators webpage and the Local Performance Indicator Quick Guide.

State Board of Education Actions
At its November meeting, the State Board of Education approved the proposed revisions to the Spring 2021 Smarter Balanced English language arts/literacy and mathematics blueprints to allow for shorter tests as a way to maximize flexibility for local educational agencies this spring. The CDE will work with testing contractor Educational Testing Service to provide guidance that will allow LEAs options and flexibility to meet their unique needs.

Multi-Tiered System of Supports and Supporting Student and Staff Social and Emotional Needs
California's Multi-Tiered System of Supports (MTSS) framework promotes the maxim "All Means All," which ensures LEAs and schools successfully implement efforts to meet the needs of each and every student.
