Messages from LEAD's Leadership

A Message from Stacy Romero,

Executive Director

What a year 2025 has been for LEAD! Together, we’ve grown stronger, more visible, and more connected than ever before. We’ve more than tripled our membership, expanded sponsorship support to record levels, and delivered professional development courses that directly equip our members with the tools they need to succeed. Along the way, we’ve built partnerships across Louisiana and beyond and elevated the role of economic development in conversations that truly matter for Louisiana’s future. The momentum is real and is something we deserve to celebrate together.

As we enter the final stretch of the year, I want to personally invite you to join us October 14 & 15 at L'Auberge Casino & Hotel in Baton Rouge for LEAD’s Annual Conference, LEADing Louisiana Forward: Legacy-Driven, Future-Focused. This event will bring together leaders from across the state for engaging sessions, powerful conversations, and opportunities to connect with peers and partners. Event details and registration information can be found by clicking here.

I can’t wait to see you in a few weeks as we celebrate how far we’ve come and set the stage for what’s next. Until then, I'd love to connect with you to share more of our plans for 2026 and to learn how LEAD might support you into the future. Please feel free to reach out anytime.

With gratitude,

Stacy Romero

A Message from Russell Richardson,

Board President

LEAD Members:

I hope this message finds you well as we finish up the third quarter. Many of you know I have transitioned from BRAC to the St. Tammany Economic Development Corporation.

That move has brought home something I already believed but now see more clearly every day: economic

development really happens on the ground at the local level. It’s in the decisions about infrastructure, business retention & attraction, workforce development, and local partnerships. It’s where “big picture” strategies must make sense for real people in real places.

That’s exactly why LEAD is so important. Being plugged into this network of economic development practitioners, business leaders, state and regional leaders lets us:

  • Translate regional and state-level goals into local strategies that work
  • Sync efforts so we don’t pull in different directions
  • Speak with a united voice when it comes to policy, investment, and resources

As I continue this transition, I’m eager to lean into my work and participation with LEAD even more. Thanks to everyone for staying connected, showing up, and putting in the work. Together, we can ensure that Louisiana’s momentum in economic growth is felt where it matters most: in our towns, parishes, and communities.

I look forward to seeing everyone at LEAD’s upcoming Annual Conference!

Russell Richardson

2025 LEAD President

Professional development opportunities to learn, grow, and lead

In August, LEAD welcomed economic developers and civic leaders from across Louisiana to McNeese State University for a two-day Workforce Development course. Expert speakers led sessions on workforce competitiveness, talent attraction, emerging worker pipelines, and statewide programs equipping participants with actionable strategies to strengthen communities statewide.

A huge thank you to our incredible speakers for sharing their time and expertise, and to LED for sponsoring this impactful training. Their continued support is helping us grow the capacity of Louisiana's economic development professionals.

Updates on Strategy, Innovation & Impact

Louisiana Doubles Down on Business Growth

Earlier this month, Governor Jeff Landry launched four new initiatives to give Louisiana businesses more tools and opportunities to thrive:

  • Source Louisiana – A new statewide directory that makes it easier for prime contractors and large-scale projects to identify qualified Louisiana businesses of all sizes. Source Louisiana allows businesses to showcase their services, certifications and capacity, ensuring that more Louisiana companies are in the pipeline for opportunity. The platform is available now at SourceLouisiana.com. Louisiana businesses are encouraged to go online to register, verify and update their information as soon as possible.

  • Driving Louisiana Opportunity Tour – LED Secretary Susan B. Bourgeois and her leadership team are embarking on a multi-day, multi-stop tour to meet directly with driver companies across Louisiana. As part of LED’s record-setting goal of 800 business retention and expansion visits this fiscal year, the tour will highlight the people and companies fueling Louisiana’s economy while listening firsthand to business needs and opportunities.

  • Project Lightning Speed – Governor Landry has signed an Executive Order directing LED to formalize its winning, unified approach to economic development. By streamlining efforts across state agencies through designated cabinet-level liaisons and formal interagency coordination, “Project Lightning Speed” ensures projects move at the speed of business and secures Louisiana’s competitive advantage for years to come.

  • Ensuring Louisiana Participation – At the Governor’s direction, LED is reviewing policies to further encourage and promote the use of Louisiana businesses in projects that utilize state incentive programs. Options under consideration include the adoption of new programs and aligning future state incentives to transparent, documented Louisiana vendor participation.

SEDC Spotlight

Regional Collaboration, Southern Impact

2025 SEDC Annual Conference

A delegation of LEAD members attended the 2025 Annual Conference in Oklahoma City, showcasing Louisiana’s presence on a regional stage. Executive Director Stacy Romero joined several LEAD board members and supporters in representing our state, while LEAD Board Vice President Mandi Mitchell, Board Member Rob Cleveland, and LEADer's Circle Sponsor Ed Jimenez of Entergy took the spotlight on a panel focused on the landmark Meta Data Center win in north Louisiana.

The conference featured dynamic sessions on economic development strategy, innovation, and impact across the south, providing fresh ideas and valuable connections to bring back home. Louisiana was well represented, and our delegation’s participation underscored the strength and collaboration of our statewide network.

LEADers Making an Impact

Recognizing the professionals and projects shaping Louisiana's future

Celebrating the Career & Accomplishments of Pat Witty

This quarter, we are proud to honor Pat Witty, a long-time leader in Louisiana’s economic development community, as he prepares to retire.

Pat’s career has been marked by unwavering commitment to building stronger communities and expanding opportunity across our state. In addition to his service at LED, Pat played a pivotal role in shaping the work of our organization as a past president of LIDEA, helping to lay the foundation for what LEAD is today. His leadership, steady guidance, and dedication to collaboration have left a lasting mark on Louisiana’s economic development landscape.

On behalf of the entire LEAD network, we extend our gratitude and best wishes to Pat as he begins this next chapter. His contributions will continue to inspire the work we do every day to support economic growth and professional excellence across Louisiana.

Celebrating Leadership Transitions

Louisiana’s economic development network is strengthened by leaders who bring vision and dedication to their regions. This quarter, we celebrate two such leaders.

Chris Masingill has stepped into the role of President & CEO at Louisiana Central, bringing his deep experience in rural and regional development to advance Central Louisiana’s unique assets.

Russell Richardson now serves as President & CEO of the St. Tammany Economic Development Corporation, following impactful years at BRAC where he championed business development and regional competitiveness.

Both leaders embody the collaboration and momentum driving our state forward. LEAD congratulates Chris and Russell on their new roles and looks forward to working alongside them to shape Louisiana’s economic future.

Board Vice President Mandi Mitchell on the Power of Louisiana’s Ports

This quarter we highlight an important national perspective from our Board Vice President, Mandi Mitchell, who recently authored an article for the Southern Economic Development Council (SEDC) titled “Ports of Louisiana: Driving Regional Growth, National Impact.”

“The scale of Louisiana’s port system is staggering,” Mandi wrote, noting that nearly 20% of all U.S. cargo and 60% of the nation’s grain exports move through Louisiana. “Louisiana’s water access is indispensable to the U.S. port system and the broader economy. Without them, the nation’s exports would slow, costs would rise, and supply chains would face serious disruptions.”

We encourage you to read Mandi’s full article to learn more about the critical role Louisiana’s ports play in shaping both regional competitiveness and national economic strength: Read here

CLECO & Entergy Earn National Recognition

We’re thrilled to celebrate CLECO and Entergy for being named among Site Selection magazine’s 2025 Top Utilities: Making the Connections for Excellence in Economic Development.

Some highlights from the Site Selection recognition include:

  • CLECO’s long-standing reliability, its work on development-ready sites, and its investments in green energy and utility infrastructure in Central Louisiana.
  • Entergy’s significant project wins, its certified site development efforts, and its support for large capital investment and job creation across its service territory, including ambitious data center announcements.

As valued LEADer's Circle Sponsors, CLECO and Entergy are not only supporters of our work, but their leadership also extends into our governance. Amy Thibodeaux of CLECO and Jim Bourgeois of Entergy serve on LEAD’s Board of Directors.
