Executive Order – Extending Expiration Date of License
Effective March 27, 2020, pursuant to Executive Order 202.11, any license issued by the Division of Licensing Services that expires after that date shall remain in effect until April 20, 2021. Further, the Appraisal Subcommittee of the Federal Financial Institutions Examination Council, has advised that appraisers within New York have been granted a 90-day deferment for meeting continuing education requirements. Any license holder that is eligible to renew and does not need the extension is encouraged to do so; all other license holders may rely on the above extensions. If you are having difficulty finding an available continuing education course, contact the Department of State at (518) 474-4429. All required continuing education must be completed on or before April 16, 2021. 
 
CDC Extends Eviction Moratorium through June 30
The Centers for Disease Control and Prevention said Monday that the federal eviction moratorium has been extended through June 30. The Consumer Financial Protection Bureau and the Federal Trade Commission said they had also started investigating “deceptive and unfair” eviction practices, focusing on the actions of multi-state landlords, private-equity firms and eviction-management services. Applications for 2022/2023 Director and/or 2022 Board Officer Now Available
LIBOR’s Credential Review Committee will meet soon to review all candidate applications for the 2022 officer, to be elected by the Board of Directors, and the 2022/2023 director positions to be elected by LIBOR membership, in order to confirm that each candidate meets the minimum criteria set forth in the LIBOR Bylaws and Policy and Procedures Manual.

If you would like to seek election as an officer or director and have the Credential Review Committee review your application, you must complete the respective application form and return it to LIBOR no later than April 30, 2021 for officer positions and August 9, 2021 for director positions. NYSAR-supported Legislation to Allow Telemarketing and Increase Broker Qualifying Course Requirements
NYSAR-supported legislation that would allow licensed real estate professionals to continue telemarketing business practices during states of emergency (A.6756) was introduced this week by Assemblymember Michael Cusick of Staten Island. Also introduced this week was legislation that would increase the necessary course hours for real estate brokers applying for a license from 120 hours to 150 hours and increase the number of years under the supervision of a broker from two to five years (S.5982).          
 
NYSAR Works with Coalition in Support of Expediting Release of Aid for Landlords and Tenants
On March 30, NYSAR signed on to a coalition letter urging state lawmakers and officials to expedite the distribution of rent relief assistance for landlords and tenants. Landlords are finding it increasingly difficult to cover costs for utilities and maintenance in addition to the already burdensome obligations they have, including payment of property taxes. Reasonable Modification and Accommodation Notice Not Enforced at this Time
On March 3, a new law went into effect requiring landlords, managing agents and real estate licensees to provide a Reasonable Modification and Accommodation Notice to all prospective and current tenants of a “housing accommodation.” Until the state promulgates regulations however, you are not required to take any action. NYSAR will notify you when the regulations will be in effect and enforcement will commence.
