Let's see how this goes ...
In Section VIII we have the opportunity to "block out" a zone where we feel it's too far for us to travel. Many of us take advantage of this. It's mostly the western areas of Nassau County. So, consequently, the swim meets in those zones have fewer officials available to work them. We encounter a shortage of officials to serve those areas. As we add new officials, that will only work in Nassau County their first years, it helps with the assigning in those understaffed zones.

Swimming and Diving Rules Changes - 2018-19

Rule 1
:
Rule 1 has been reorganized to more accurately reflect and define meet specifications and organization.
Rationale:
Clarifies and consolidates terminology and reorganizes sections to reflect the order in which rules appear in the rules book.
2-4-5
:
The 16.4-yard/15-meter marks must be visible on both sides of the pool deck.
Rationale:
Although markings may be integrated into each lane marker/lane line, because the position of such floats are often irregular, the marks on the sides of the pool are the uniform default marking for all lanes.
2-7-2b
:
Backstroke starting ledges are not permitted in high school swimming.
Rationale:
Clarifies that backstroke starting ledges are prohibited in high school swimming due to risk minimization.
2-7-2c (NEW), 2-7-3
: Options for starting platform malfunctions are provided, and direction for malfunctioning swimming equipment has been re-organized.
Rationale:
Clarifies directives when swimming equipment malfunctions or is non-compliant.
4-2-1d
:
The referee shall conduct a pre-meet conference with the starter, the coach and the captain of each team for all non-championship meets.
Rationale:
Emphasizes the importance that participants are aware of all details associated with the event.
4-5-3, 4-7
:
The responsibilities of stroke inspectors and turn/finish judges can now be combined by the referee.
Rationale
:
Specifies when the availability of officials is limited, the referee has the option to staff the deck effectively and efficiently with available officials.
5-1-2a
:
In non-championship meets, the diving event maybe held first, last or simultaneously with the swimming events, in addition to the traditional placement as Event 5 between the 50-yard freestyle and the 100-yard butterfly.
Rationale
:
Allows for flexibility in conducting the diving event within the dual meet program which will permit more options for competing teams.
5-3, 5-3-NOTE (NEW)
: Section 5-3 has been updated to provide lane and heat assignment protocol from the dual meet to the championship meet.
Rationale
:
Clarifies direction for situations in which the number of teams and/or entries cannot be equally divided into the number of available lanes.
5-4-2:
New language provides scoring protocol based on pool facilities with differing numbers of available lanes.
Rationale:
Clarifies protocol for number of qualifiers and scoring for facilities that have 4, 6, 8, 9, or 10 lanes available.
9-4-6 NOTE 2 (NEW)
:
The NOTE clarifies that it is permissible to conduct eleven-dive competitions during dual meets, double-dual meets, and other non-championship multi-team meets.
Rationale:
Provides for additional options for competitors to prepare for tournament series events.

Instruction for the starting procedure during a backstroke relay was moved to a NOTE, as this is not an NFHS event. The NOTE can provide the guidance that may be needed.

Things Every Diving Judge Should Know...
|
The number of team entries in diving competition shall be the same as in the swimming events for that meet.
The diving event shall count as an individual event entry for the competitor.
A diver may withdraw from a diving competition by giving notice to the referee.

Lifetime Achievement Award
|
|
Jim McAllister was one of the founding members of the LISOA in 1957. He has been officiating for 60 years. He also has served as president of our association and other leadership positions over the years.
He was unable to attend our 60th Anniversary Dinner in March where we had a Lifetime Achievement Award to present to him.
We found out that his family would be gathering for a Father's Day picnic and presented the award to him surrounded by his family.

Changes
in our new Section XI contract
|
|
Officials Contract July 1, 2018 - June 30, 2022
Fees to be Paid by Officials
- Any absentee official from an accepted contest shall submit a written explanation to the Executive Director of Section XI stating the reason for the absence. An official who is absent from an accepted single contest will pay the office of the Executive Director the amount of one and one-half fee he/she would have received for officiating that contest unless the reason for the absence is beyond the control of the official. An official who absents himself/herself from a two-contest assignment at a given location will be charged one and one-half varsity fee and one- half of the JV fee which he/she would have earned. The matter may be referred to the officials Ethics Committee. The official may forward a copy of his/her written explanation to the president of their association, who in turn may discuss the matter with the Executive Director.
2.A service charge of a
½ fee
will be paid by an official for each rejection or turn back, (unless THE REASON FOR REJECTION OR TURN BACK IS COMPLETELY ACCEPTABLE TO THE EXECUTIVE DIRECTOR OF SECTION XI.) A service charge of
$85
will be assessed if the turn back is
on the day of the contes
t. If the turn back is
two hours or less before game
time, the fee will be
$90
. A consultation with the president of that sport may take place regarding individual matters if the president so desires. Each official will be entitled to
one rejection/turn back per season per sport without charge
if the official notifies the Section no later than
5 business days
prior to the contest. If both contests of consecutive assignments are turned back, the fee is
$90 plus $20
.
An additional service charge of $100 will be assessed; on top of, the turn back fee to
any official who makes themselves available for a post season contest and
subsequently rejects that assignment.
4.Failure of an official, without due cause approved by the Executive Director, to respond to the beginning of the season assignments within 10 business days can be subject to a $50 fine.
5.Officials must submit to Section XI by 12:00 noon the next business day, the
appropriate Section XI Misconduct Form whenever a red card, ejection or
misconduct causes a player or coach to be removed from a contest. Failure to do so
will result in a ½ fee penalty. Under extenuating circumstances, as adjudicated by
the Executive Director, the fine may be waived.
ARTICLE IX - SPORT SPECIFIC CONDITIONS
4. At the modified level,
should participants be placed in extra exhibition events each official will be compensated $4 per event
. In diving, the fee will be
$3
per extra participant.
ARTICLE III - ORGANIZATION MEETINGS AND LISTINGS
C.
Clinics - As need dictates, one clinic per sport will be conducted by the
association each year to train new officials.
Each official organization must
submit to Section XI a recruiting / training plan that illustrates the steps each
organization takes to recruit and train new and current officials.
ARTICLE IV - ASSIGNMENTS
10.Each official’s organization will establish a movement policy, based on ratings (if average is being used no more than a three year average), to promote officials to higher ranks and move poorly rated officials from varsity to lower ranks.
11.Section XI with the request from an Athletic Director may assign an extra official as deemed appropriate by the Athletic Director and Section.
12.If there is a movement during the terms of this agreement to a 3-person crew in all lacrosse regular season games, Section and the Officials mutually agree to work out a phase-in process that may involve a sharing of expenses or other fiduciary agreeable terms, to be decided upon at that time.

Jeff Cluff, supervisor of officials for the Utah High School Activities Association, says it’s OK to talk to yourself as well. In fact, he encourages it when circumstances require it.
“I talk to myself verbally (not out loud),”
he said,
“but I’m telling myself to
refocus
. ‘Let’s go, it’s another inning. I need to be my best.’
“BREATHING EXERCISES MIGHT HELP TO CALM YOUR NERVES. YOU HAVE TO PRACTICE GETTING BACK TO YOUR NORMAL STATE OF OFFICIATING. THAT’S JUST AS IMPORTANT … THE MENTAL ASPECT. IT MIGHT BE SOMETHING AS SMALL AS LOOKING AT A PARTNER FOR A NOD, THINKING ABOUT YOUR KIDS AT DISNEYLAND, I DON’T KNOW, WHATEVER IT IS THAT WORKS.”
If Big 12 football official Reggie Smith knows he just blew a call, he immediately likes to wipe the slate clean.
“I have a word I use to help me reset, sort of like doing a soft reboot on your computer,”
Smith explained.
“I use the word ‘veto’ to clear my mind, to wipe out everything from that last play. Using that trigger word helps me dig in and refocus on the job at hand.
“While it (the mistake) might linger for a play or two, I think when you’re conscious that you need to get back at it, the sooner you’re able to do that the better off you’re going to be able to recover.”
