Release of the TAF & TAC 2nd Editions

The Department is pleased to announce the release of the Second Editions of the Transportation Analysis Framework (TAF) and Transportation Analysis under CEQA (TAC). These updated resources reflect the latest policy direction, guidance, and stakeholder input, and are designed to support more effective and consistent transportation analysis across the state. 

The TAF and TAC provide essential guidance for analyzing transportation impacts on the State Highway System in accordance with the California Environmental Quality Act (CEQA) under Senate Bill 743 (Steinberg, 2013). 

Drafts of the second editions of the TAF and TAC were released for public comments from October 31 to November 22, 2024. Caltrans has consolidated public comments and provided responses in a Question and Answer (Q&A) document. The second edition TAF, TAC, and Q&As from 2020 and 2025 are now available on the updated Caltrans SB 743 website. Please update your bookmarks with this new link.

Caltrans encourages transportation practitioners, local agencies, and stakeholders to review the updated documents and incorporate them into their planning and environmental review processes.
