Key House Committee Amends and Passes Public Safety Duty Disability Bill
The bill, which represents a compromise between employers and labor groups, is aimed at addressing troubling trends around public safety duty disabilities related to post-traumatic stress disorder.

Bill to Increase Local Government Aid Heard in Senate Committee
The bill would increase local government aid and county program aid annually by $150 million and index the appropriations to inflation.
Zoning Preemption Bill Advances in the House
Despite city opposition, the House Housing Finance and Policy Committee moved the “Legalizing Affordable Housing Act,” which contains broad city preemption provisions, onto the next committee.
House Passes Bonding Bill, Measure Reaches Senate Floor
In addition to $1.5 billion in bonding projects, they approved a second bill spending cash on other projects.
Ranked Choice Voting Considered in Senate
The bill would authorize both statutory and charter cities to implement ranked choice voting.
Ongoing Elections Funding to Local Governments Heard in Senate
A proposal to establish reimbursement and grant programs for certain elections expenses was heard in the Senate Elections Committee.
Comprehensive Housing Spectrum Act Heard in House Committee
The bill for the Comprehensive Housing Spectrum Act passed out of committee after discussion on the state role in assisting cities with local housing efforts.
Catalytic Converter Bill Passes House and Senate, Goes to Governor’s Desk
The new law would add requirements for scrap metal dealers and establish penalties for unauthorized possession.
Bill on 4d Low-Income Rental Classification Class-Rate Reduction Heard in Senate Taxes Committee
While the bill includes provisions appreciated by the League, the class-rate reduction still results in a property tax shift onto homes and businesses.
Tax Increment Financing Bill Would Allow More Small Cities Access to Economic Development TIF for Commercial Developments
Bill reduces radius to authorize a small city in closer proximity to a larger city to utilize economic development tax increment financing for qualified commercial development.
Bill Would Implement Ambulance Licensing Accountability Provisions
The League-supported measure would modify primary service area laws and give local units of government more authority over service models and providers.
New Round of Opioid Settlements: Cities Need to Sign On by April 18
To maximize the money coming to Minnesota, all cities with populations over 10,000 are asked to sign on to these settlements by April 18, 2023.
