MESSAGE FROM OUR CHAIR - FEBRUARY EDITION

We’ve said it before, “Bad officials are elected by good citizens who don’t vote!” This quote is attributed to magazine editor George Jean Nathan. This has played out over and over again throughout the county, the state, and even locally when school boards have been taken over by Tea Partiers bent on destruction of the public education system and creation of a bench to launch candidates for higher office. For decades, local Republicans have used local elections to create their local networks and funding to move officials into bigger roles. Just from College of DuPage, the Tea Party has sent 2 people to the state legislature and others who started out as council members, mayors or trustees are on the County Board.

Local Democrats, on the other hand, have long suffered from “I’m the only Democrat on my block” syndrome. Many of us are afraid to offend our neighbors by putting up yard signs or discussing politics. Much of that changed in 2016 and we have since elected Sean Casten to Congress, joining Bill Foster, Mike Quigley, and now Marie Newman. Everyone in Downers Grove Township also has a Democratic County Board Member; and there is a majority of Democrats on the County Board.

Maintaining our Democratic gains and building upon them is dependent on Democrats turning out in the April 6 Consolidated Election. Are you one of the thousands of good Democrats in our township who do not vote in local elections? Yes, there are thousands; if you do vote, you certainly have many neighbors, friends, and relatives who do not vote.

In general, people are happy with local government, except when they aren’t. Then, they yell and complain a lot; some will take action. However, navigating the geopolitical reality in Downers Grove Township is very challenging. There are 10 municipalities, three of which cover parts of Cook County! In addition, 10 park districts, 3 fire protection districts, 2 library districts (plus municipalities that elect distinct library trustees), and 15 school districts. (In my own precinct, there are 2 fire districts and 2 school districts). This mess is compounded by the fact that local news outlets have disappeared or diminished over the past decade, and what does exist is rarely staffed with dedicated reporters and editors who know the community. These races are non-partisan (and should be), but the lack of good information about candidates and issues motivates most people to sit on the sidelines. Even more astounding is the fact that some of these entities did not have anyone file to run for open seats (more about that later).

While we are not meeting in person or out knocking on doors, our work continues. In addition to social media and email, we will be doing more outreach through the U.S. Mail. We must also continue to pay for our office rent and utilities.

We hope that everyone will continue to donate to fund our work during this vital election year. Our priorities will be on voter outreach and engagement to help elect more Democrats here in DuPage County. Don't forget, we elected a majority on the County Board and the Forest Preserve Commission, a judge to the Circuit Court, county wide offices, and to the State Legislature. Now is the time to compose your precinct letter to pass out to the Democratic households in your precinct. A sample precinct letter is here (link). In this letter we want to remind our voters of why it is so important to vote in these consolidated local elections, and the various ways a voter may choose to vote. Encourage your voters to make a Voting Plan: Will they Vote by Mail, Vote Early, or Vote on Election Day? 

Township elections are partisan—we have a slate of Democratic candidates who will be identified as Democrats on the ballot. The other elections, municipal and school board, are non-partisan in which the candidate’s party affiliation is not designated on the ballot. It is still important that we elect citizens to these important positions who espouse democratic values, who are running for the right reasons, who value good government. We have seen how much damage can be done by electing one-issue, right-wing candidates to school boards. You can find which candidates for these offices we believe hold democratic, good-government values on our Downers Grove Township Democrats website. It is okay to mention these municipal and school board candidates in your precinct letter, but try to do it in a non-partisan, good government manner. See the sample precinct letter for language you could use. An easy way to refer your voters to these recommended candidates is to include a marked sample ballot with your precinct letter. You can download a sample ballot for your precinct on the DuPage Elections website.

We know that many voters do not vote in these Consolidated Elections in which we elect township officials, municipal officials, and school boards. Our important job as precinct committeepersons is to encourage more of our voters to vote in this election. We have never elected a Democrat to Downers Grove Township office. This is the year we will do it!

Contact Sue Sitton, sasitton@aol.com, if you need help creating a list of Democratic households who should receive your precinct letter. You can leave the letter in their door, or mail them, but you will need to provide the postage.

KNOW THE ISSUES
HB3653 – AKA THE CRIMINAL JUSTICE REFORM BILL

Last month the Illinois General Assembly passed the most comprehensive criminal justice reform bill in recent memory: The Criminal Justice Reform Act. It is one of the four pillars of policy to address systemic racism put forward by the Illinois Legislative Black Caucus following a summer of protests and public outcry against police violence. At 764 pages it brings sweeping criminal justice and police reforms.

Its reforms are focused in 5 main areas:
  1. Police Reform
  2. Pretrial Fairness
  3. Victim Services
  4. Prison Reform
  5. Sentencing Reform

Some highlights of the bill:
  • Police Reform: Institution of a certification and decertification system for police officers statewide; requirement that all police officers wear body cameras by 2025; ban on all police chokeholds; expanded police training on use of force and crisis intervention.
  • Pretrial Fairness: Elimination of cash bail and the release of non-violent defendants although defendants can still be detained before trial if deemed a flight risk or a risk to the community as determined by a judge. New detainee rights including right to make 3 free phone calls within 3 hours of arrival at a police station.
  • Victim Services: Streamlines the crime victims compensation process.
  • Prison Reform: Increases services and programming for pregnant prisoners and requires medical treatment of prisoners and detainees without reasonable delay.
  • Sentencing Reform: Allows people with less than 4 months on their sentence to be diverted from prison to electronic monitoring or other DOC facility or program. Modernizes earned sentence credits.

Since its passage, opposition to, and misinformation about, the bill has been widespread. One of the major misunderstandings concerns the phase out of cash bail –seen as a revolving door to put suspected violent offenders on the streets when in fact judges will continue to have discretion and can refuse bail. Other misconceptions: the bill does not defund the police, modify or remove immunity protections to allow police to be sued, change or take away collective bargaining rights, prevent a judge from revoking pretrial release, or alter prison time for individuals serving time for heinous crimes.
HB 3653 was sent to the Governor on February 5 and he is expected to sign it.
H.R. 1: FOR THE PEOPLE ACT OF 2021. IT’S A BIG DEAL!

  • Eliminating the power of Citizens United? Corporations and their DARK MONEY specifically.
  • Securing and requiring transparency in the ethics of our politicians and Supreme Court?
  • Requiring tax returns as a pre-requisite for running for President…?

DO I HAVE YOUR ATTENTION?
  • H.R. 1 is a BIG DEAL! It is also a BIG BILL…over 890 pages and looming ahead as legislators plan on tackling the deep concerns of their constituents.
  • H.R. 1 creates federal standards for the administration of elections, eases voter registration rules, expands ballot access through early and mail voting, and strengthens voting system security. 
  • H.R. 1 recommits to the protections of Section 5 of the Voting Rights Act, restores felony voting rights, creates safeguards against purges of voting rolls, and requires voter-verified paper ballots.
  • H.R. 1 bans partisan gerrymandering, establishes uniform rules for the drawing of districts, and requires independent redistricting commissions for congressional redistricting.
  • H.R. 1 includes several changes related to disclosure of certain campaign finance activities, regulation of on-line campaigning, and enforcement through the Federal Election Commission.

As a member in a couple of Election Security groups (THERE ARE MANY), the areas of continued concern for me (BMD’s and some voting machines that are still hackable and connected to the internet) are being addressed at a grass roots level. It is our time to help. Find out which part of the bill lights you up! 

DENOUNCE TRUMP AND HIS GOP – BUILD BACK BETTER!

January 6th should have been a wake-up call about the fragile state of our Nation and Democracy. Instead, Republicans have continued down their destructive path.

Trump, the MOST TOXIC LOSER in our nation's history, lied for months that the Democrats were going to steal the election. Then, when he did lose, he DESPERATELY pursued dozens of legal cases… that he KEPT losing! Without further options, he told his base of haters to FIGHT. They gathered in Washington, D.C. with their Confederate Flags and Nazi sweatshirts, with their pent-up fury and heads filled with lies... and all of it was stirred on by Trump. Incensed, they shouted that they were looking to hang Pence and murder Pelosi.

For years, Trump used Hitler's playbook. Trump learned from the infamous Roy Cohn. Roy Cohn, in turn, learned his craft at the knees of paranoid, menacing, Joe McCarthy. For each of these so-called leaders, the name of the game is BULLYING. They never admit defeat or misstep. Above all, these evildoers use hate and lies to DIVIDE. Like Hitler, McCarthy, and Roy Cohn, Trump viscerally understands how exciting hate and scapegoating are.

Yet, for four years and continuing until today, the GOP has stood by in complicit silence. Now more than ever, it is crystal clear that the divisive hate did not start with Trump. In fact, he is the symptom of a diseased political party. The GOP gave birth to him, and they continue to coddle him. Nothing makes this more obvious than the way Republicans are handling the impeachment hearings. While 15 Senators refused to even sit in the Chambers and listen to the evidence, Rubio and Grassley read books, and Graham, Cruz, and Lee met with Trump's defense lawyers for over an hour! The GOP has shown its true colors – they care only about party, not country, and they are LOATH to break away from destructive Trump.

Despite all of this, we must not despair. We must continue to work for justice. Keep calling Congress at (202) 224-3121. Thank our Democratic members for their bravery, and then DENOUNCE the GOP's role in the hate and TOXICITY that divides our country and leads to violence. At every turn, we must denounce all haters.

DOWNERS GROVE TOWNSHIP
VOTING IS LOCAL?

We are the fortunate ones who live in a free country, legally allowed to make our own personal choices in life, to peacefully assemble with others of our choice, and to have a say in who runs our government. To maintain this freedom only two things are required of us, obey the laws and vote. Obey the law if you want to keep your personal freedom, and vote if you want to keep our national freedom. The first is pretty obvious: if you want to be free to move about in your life, you make the personal choice to obey the laws of the land. The second should be just as obvious but is not often put in this context: if you want to live in continuing freedom, you vote. Our " right" to vote should be refocused: it should be our " responsibility" to vote. We are not currently subject to any national conscription or compulsory service, so I don't think that it is asking too much to show up every once in a while to vote. I also think that if you don't vote you don't get to complain.

Voting isn't a hard sell for most of us in a general election. Choosing a president has a glamour all its own (and what a downer it would be not to be able to complain afterward). Even federal congressional (every 2years for reps!) and state-wide elections have some residual glamour attached, but by the time it gets down to local jobs – county, township, municipal, schools - it becomes a very hard sell to get people out to vote. And yet, on a day-to-day basis, we have more contact with local people and local government issues than with state or federal ones. Our roads, our garbage, our building permits, our schools, our utilities, our police, etc. are all the province of local governments. They have the most immediate effect on us.

The next obstacle to voting in local elections is how to become an informed electorate. In the larger state and federal campaigns, we are made sick-unto-death with political commercials. But they do serve the purpose of making the candidates household names and relatively easy to find information about. Except for some yard signs, I don't see many of the names for local candidates and even then, I can't always see what position they're running for.

WHAT ABOUT TOWNSHIPS?

“I live in Hinsdale. Why are you asking me about Downers Grove Township?” asks a voter. You explain that the whole County is divided into nine Townships, like a tic-tac-toe board, and Hinsdale is in the southeastern township, named Downers Grove Township. Hinsdale is in Downers Grove Township. So is Darien, and other area communities. “But if I’ve never even heard of it, why does Downers Grove Township matter to me?”

If you happen to live in an unincorporated area, the Township is YOUR local government. Aren’t you curious to know what they are doing, for you, - or NOT doing for you? If you live anywhere in the Township, including downtown Hinsdale, you are paying taxes to the Township. Every property in the Township pays the same tax rate to the Township, whether the property is in the unincorporated areas, or not. Thanks, everyone, for helping to pay to maintain the roads and police protection in the unincorporated areas!

What is this Township unit of government good for? Employing Republicans. No record has been found of any Democrat being elected as a Downers Grove Township official, or employed in the office. The Highway Commissioner, the Assessor, the Supervisor and the Clerk are all elected in a partisan election by Township voters, along with four Trustees. They are all paid positions, some more than $100,000 per year! Salaries were set for the new term at the November 12, 2020 meeting, but the amount of the increases were not included in the meeting minutes – not very transparent for a unit of government! 2019 records show at least 35 employees, some known to be family members of elected officials, 80% receiving IMRF (pensions.)

What does the Township do? The Township has three funds: the General Town Fund, the General Assistance Fund, and the Road & Bridge Fund. For this discussion in the time of COVID with unemployment high and jobs scarce, let’s look at the General Assistance Fund which is intended to provide:

  • Financial support for residents who have limited resources or none;
  • Financial support for residents who are unemployed or disabled without any other forms of income;
  • Emergency aid and assistance.
