Letter of Intent Funding Opportunity - English Language Learner Healthcare Pathways Grant

The California Community Colleges Chancellor’s Office in partnership with the California Department of Education is pleased to announce the release of Letter of Intent (LOI) for the English Language Learner Healthcare Pathways Grant. The purpose of the Letter of Intent is to invite identified California Adult Education Program Consortia to participate in the English Language Learner Healthcare Pathways Initiative.

 

Background

Under the Governor’s Care Economy Workforce Development Package, the Budget Act of 2022-2023 included a one-time $130 million appropriation of Proposition 98 funds to support healthcare-focused vocational pathways for English language learners (ELLs) across all levels of English proficiency as part of the Adult Education Program while addressing regional economic healthcare needs. The intent for this three-year-investment is to support Adult Education programs in developing healthcare-focused vocational pathways, including bridge programs, across all levels of English proficiency.

To maximize legislative intent and program outcomes, the California Community College Chancellor’s Office, the California Department of Education, the Labor and Workforce Development Agency, and the California Health and Human Services Agency formed an interagency workgroup and jointly developed a data-driven approach to determine the California Adult Education Program (CAEP) Consortia that are eligible for this investment. This investment is an opportunity for members of a CAEP Consortia, including community college districts and local education agencies, to lead in the development of building adult education healthcare vocational pathways within their respective regions.

 

Letter of Intent Application Submission

To become a Grantee for this investment, CAEP Consortia identified in the Chancellor’s Office Memo interested in applying must submit a single application of Intent in the Chancellor’s Office NOVA system, which includes the signed Letter of Intent (see Appendix A), a project workplan, budget estimate, and signed Letter of Support from employer and partnerships, on behalf of the consortium and its members by 5:00 p.m., Friday September 8, 2023.

 

Informational Session

There will be an informational session for this funding opportunity on Wednesday, July 26, 2023, from 12:00 – 1:30 p.m. to present an overview of the project and answer questions. World Education has partnered with the Adult Literacy and Learning Impact Network (ALL IN) to lead a community-engaged research initiative in line with key goals of the National Action Plan for Adult Literacy. The research initiative intends to support short term community-engaged research projects that can lead to improvements in adult literacy instruction and programming. Revised Student Technology Intake Survey – Available now!

The updated Student Technology Intake Survey is now live for 2023-24. Adult Education agencies should plan to have all students complete the survey annually. A printable PDF and Google Translate are available companion tools. The survey provides essential data related to student access, use of technology, and digital learning preferences.



Current survey results from the 23–24 year will be available on the Online Application and Reporting (OAR) site for WIOA II-funded programs in the next few weeks.

Registration is filling up quite nicely! Adult Education practitioners are excited to attend the CAEP Summit 2023 in person at the Hilton Universal City. Be one of the several hundred adult education practitioners who will attend this year’s conference. If you have not done so already, register now to join other CAEP practitioners for a two and half day thought-provoking, engaging and fun learning experience. The CAEP Summit 2023 is an opportunity for adult education practitioners to share and discuss innovative and effective promising practices, strategies, and other resources anchored in the CAEP State Priorities: Equity, Leadership, Learner Transition, Marketing, Program Development, Program Evaluation, and Technology and Distance Learning.


The registration cost to attend the CAEP Summit 2023 is $450 until August 25, 2023, then will be $550. Please encourage your colleagues to register and attend. Registration includes access to the following: All meal functions, all general and breakout sessions, exhibitor corner, and networking social.

High Road Training Partnerships (HRTP) Initiative - Apply Today!

Do you have strong CTE programs at your local K-12 adult? Read further for a great opportunity for your adult school’s CTE pathway. It’s called the High Road Training Partnerships (HRTP) initiative administered by the California Workforce Development Board. They would like to see more involvement by adult schools who have existing CTE programs that meet their essential elements for funding. The funds can help you continue doing what you are already doing. Applications for the quarterly (July – August 2023) cycle must be received by Wednesday, August 10th, 2023, at 5:00 p.m. PST. For more information, please see links below.

CAEP Deliverable Reminders


Annual Plan for 2023-24

The 2023-24 Annual Plan is due in NOVA by August 15, 2023. The Annual Plan is a subset of the CAEP 2022-25 Three-Year Plan.


Quarter 4 Expenditure Report

The Quarter 4 member expenditure report is due in NOVA on September 1, 2023. The consortium will have until September 30, 2023 to certify the reports.


CAEP Program Area Report - Estimates NOT Due

The CAEP Program Area report estimates, typically due in NOVA by September 1, will no longer be required. The final report will be due December 1, 2023. To report hours of instruction, members are to use the TOPSpro® Enterprise CAEP 2021-22 member reports by program area, their agency’s attendance system, and the community college district’s apportionment attendance reports generated from the CCFS-320 Reporting System for noncredit FTES. To report leveraged funds, use your districts accounting records.


CAEP Budget and Workplan Due Date





The Member Program Year Budget and Work Plan is due in NOVA by September 30, 2023. The consortium will have to certify the plans by October 30, 2023.
