Coalition Commentary:  
Did you know that according to the FCC's own Greenhill 2.0 report, which details the "opening bid prices" in the Incentive Auction, proposes that the 430 or Class-A auction eligible stations could receive as much as $65 billion, yes billion, in opening bids?  And could then, according to Greenhill 1.0, settling prices, the Class-A's could receive as much as $6.5 billion!!!!  So, if you are thinking of selling now because you got operating costs and can't pay them, don't be a chump and contact the Coalition.

"204. Ancillary DTV Revenues. DTV technology allows broadcasters to use part of their licensed digital spectrum to provide non-broadcast "ancillary or supplementary" services (e.g., subscription video, data transfer, or audio signals), provided they pay the Commission a five percent fee of gross revenues received from such services. 761 Compared with other revenue sources, ancillary services remain a small portion of total revenue. Commercial and noncommercial educational DTV broadcast station licensees file FCC Form 317 on an annual basis, reporting whether they have provided ancillary services at any time during the 12-month period preceding September 30 of the filing year.762 Licensees that earn revenues from such services are required to pay fees to the Commission. As shown in the following table of yearly ancillary DTV revenues since 1999, these revenues have declined substantially in the last three years."


 


 

COALITION COMMENTARY - As you can see from the FCC table of annual ancillary fees, ending in 2013, just before the auction legislation was passed, there was a lot of investment activity into the LPTV flexible use concept, and literally thousands of rural construction permits filed.  But ever since the auction rule making has started, this innovation cycle has dropped to about 1.5% of its high.  While not definitive data, this is one signal that the auction process has dampened the very type of innovation and investment the auction is suppose to enable.
